Children’s Internet Protection Act (CIPA) and Internet Safety Policy

Background (from E-Rate Central):

The Children’s Internet Protection Act (“CIPA”), enacted December 21, 2000,requires recipients of federal technology funds to comply with certain Internet filteringand policy requirements. Schools and libraries receiving funds for Internet access and/orinternal connection services must also meet the Internet safety policies of theNeighborhood Children’s Internet Protection Act (“NCIPA”) which addresses thebroader issues of electronic messaging, disclosure of personal information of minors,and unlawful online activities. The Protecting Children in the 21st Century Act, enactedOctober 10, 2008, adds an additional Internet Safety Policy requirement covering theeducation of minors about appropriate online behavior.

Introduction:

It is the policy of CaesarRodneySchool Districtto: (a) prevent user access over itscomputer network to, or transmission of, inappropriate material via Internet, electronic

mail, or other forms of direct electronic communications; (b) prevent unauthorized accessand other unlawful online activity; (c) prevent unauthorized online disclosure, use, ordissemination of personal identification information of minors; and (d) comply with theChildren’s Internet Protection Act [Pub. L. No. 106-554 and 47 USC 254(h)].

Access to Inappropriate Material:

To the extent practical, technology protection measures (or “Internet filters”) shallbe used to block or filter Internet, or other forms of electronic communications, access toinappropriate information.

Specifically, as required by the Children’s Internet Protection Act, blocking shallbe applied to visual depictions of material deemed obscene or child pornography, or toany material deemed harmful to minors.

Subject to staff supervision, technology protection measures may be disabled foradults or, in the case of minors, minimized only for bona fide research or other lawfulpurposes.

Inappropriate Network Usage:

To the extent practical, steps shall be taken to promote the safety and security ofusers of the CaesarRodneySchool District online computer network when using electronic mail,chat rooms, instant messaging, and other forms of direct electronic communications.Specifically, as required by the Children’s Internet Protection Act, prevention ofinappropriate network usage includes: (a) unauthorized access, including so-called‘hacking,’ and other unlawful activities; and (b) unauthorized disclosure, use, anddissemination of personal identification information regarding minors.

Education, Supervision and Monitoring: (Internet Safety Curriculum)

It shall be the responsibility of all members of the CaesarRodneySchool Districtstaff toeducate, supervise and monitor appropriate usage of the online computer network andaccess to the Internet in accordance with this policy, the Children’s Internet ProtectionAct, the Neighborhood Children’s Internet Protection Act, and the Protecting Children inthe 21st Century Act.

Procedures for the disabling or otherwise modifying any technology protectionmeasures shall be the responsibility of the Internet Security Officer (ISO) or designated representatives.

The ISO or designated representatives will provide ageappropriatetraining for students who use the district’s Internet facilities. The trainingprovided will be designed to promote the CaesarRodneySchool District’s online commitment to:

  1. The standards and acceptable use of Internet services as set forth in theCaesarRodneySchool District online Internet Safety Policy;
  2. Student safety with regard to:
  3. safety on the Internet;
  4. appropriate behavior while on online, on social networking Web sites, and in chat rooms; and
  5. cyberbullying awareness and response.
  6. Compliance with the E-rate requirements of the Children’s Internet Protection Act(“CIPA”).
