Subject:INTER-PROVINCIAL POSTING/TRANSFER OF APUG/PSP OFFICERS AND LINKAGE BETWEEN THEIR POSTING AND PROMOTION

Sir,

I am directed to say that the Establishment Division has issued guidelines on the above subject from time to time. In the light of the experience gained and the feedback received from the Provincial Governments, the position has been reviewed and the competent authority has been pleased to approve the following revised guidelines in this regard :-

I.DISTRICT MANAGEMENT GROUP

i)After completion of the specialised training in the Civil Services Academy, an officer will be posted to a province other than that of his/her domicile.

ii)For the purpose of making allocations, all officers during the course of the Common Training Programme in the Academy, will be asked to indicate, in order of preference, the provinces of their choice (other than their home province). Final allocation will be made by the Establishment Division keeping in view the requirement of provinces, the choice of the officers and their merit position in the competitive examination.

iii)An officer will remain posted in the province of his first posting upto a period of 12 years (excluding the training period of 2-3 years) or till he is promoted to BS-19, whichever is earlier.

iv)On transfer, the officer will be posted for a period of six years in another province or there years in the Federal Government.

v)An officer will be required to serve under the Federal Government for 10 to 15 years during his/her entire service. This posting may not necessarily be in one stretch but an aggregate of such postings in different pay scales.

vi)An officer in BS-17 will not normally be posted in Islamabad Capital Territory Administration before holding regular charge of one or more sub-divisions for atleast one year.

vii)Service in Islamabad Capital Territory Administration will be treated as service of the PunjabProvince.

II.POLICE SERVICE OF PAKISTAN

i)After completion of the specialised training in the NationalPoliceAcademy, an officer, will be posted to a province other than that of his/her domicile.

ii)For the purpose of making allocations, all officers during the course of the Common Training Programme in the Academy, will be asked to indicate, in order of preference, the provinces of their choice (other than their home province). Final allocation will be made by the Establishment Division keeping in view the requirement of provinces, the choice of the officers and their merit position in the competitive examination.

iii)An officer will remain posted in the province of his first posting upto a period of nine years (including the training period of 2-3 years).

iv)On transfer to another province or posting under Federal Government, the officer will stay there for a period of six years.

v)An officer will be required to serve against PSP cadre posts in Federal Agencies in BS-18, BS-19 and BS-20.

vi)An officer in BS-17 should not normally be posted in Islamabad Capital Territory Administration before holding regular charge of one or more sub-divisions for at-least one year.

vii)Service in Islamabad Capital Territory Administration will be treated as service of the PunjabProvince.

viii)An officer will not be considered for promotion to BS-19 unless he has served as SP/equivalent (BS-18) in FC for one year. Officers will be deputed for such training as a batch immediately on promotion as SP/equivalent (BS-18). However, officers who have already completed one year’s training as ASP (UT) in the FC will be exempt from this condition.

2.The above guidelines will be strictly adhered to the officers having longest stay in a province/federal government will be shifted earlier. Any extraneous pressure brought by an officer to bear on his/her posting/transfer will be viewed as misconduct and will be dealt with under the Government Servants (Efficiency & Discipline) Rules, 1973.

3.This supersedes all pervious instructions on the subject issued from time to time.

BRIEF

SUBJECT:ROTATION POLICY FOR APUG OFFICERS

(I)Rotation policies for APUG officers are aimed to give broader exposure to these officers and meet the staffing requirements of the Federal/Provincial Governments.

(II)These policies could not yield the desired results due to:

(a)Short life of the policy through which it remains operative

(b)Vague application of the policy to officers who have already served for number of years on different posting patterns.

(c)Reluctance of APUG officers in places/posts with less favorable working conditions.

(d)Political/administrative pressures to seek exceptions.

(III)Recent improvement for enforcement of the policies through:

(a)Incentive packages for posting in Balochistan and Northern Areas including fixation of tenure of 03 years and 02 -03 years for these areas respectively.

(b)Enforcement of the transfer orders through initiation of disciplinary proceedings against defaulting officers.

(IV)Options for further improvements:

(a)Batch – wise posting/rotation in areas/organizations where officers feel reluctant to join duty.

(b)Linkage of such postings with promotions at certain levels.

(c)Reduction of the posting tenure on such posting to two years.

(d)Provision of reserved accommodation facility for officers posted to Federal Government.

(e)Reduction in ration of APUG posts for limited period in some provinces.

(f)Allowing Establishment Division to implement the transfer orders through effective means.
