Name

The name of this Commission is the Scenic Cities Beautiful Commission

Purpose, Powers and Duties:

Jointly funded by the governments of Chattanooga and Hamilton County and pursuant to a cooperative agreement entered into by the city and county, it shall be the duties and powers of said Commission to study investigate, develop and carry out plans for improving the health, sanitation, safety, and cleanliness of Chattanooga and Hamilton County by beautifying the streets, highways, alleys, lots, yards, ravines, lakes, waterways, and other similar places; and to aid in the prevention of fires, diseases, and the removal of other debris from the streets, highways, alleys, lots, yards, plots and other similar places; to encourage the placing, planting and preservation of trees, flowers, plants, shrubbery, and other objects of ornamentation in the city and county; protect song birds and other wildlife; to encourage and promote recycling; advise and recommend plans to other governmental agencies of Chattanooga and Hamilton County for the beautification of the area and otherwise promote interest in the general improvement of the appearance of the entire community.

Composition:

The Commission shall consist of the County Executive of Hamilton County, the Chairman of the Hamilton County Commission and three (3) citizens of the County, said citizens to be appointed by the County Executive and approved by the Hamilton County Commission; the Mayor of Chattanooga and the Chairman of the City Council and three (3) citizens of the city of Chattanooga appointed by the Mayor and approved by the Chattanooga City Council. Further, should any municipality within Hamilton county wish to be represented on the Commission, that municipality shall have (1) representative to be appointed by its Mayor and approved by its City Council or Commission.

Committees:

By majority vote, the Commission may establish committees deemed necessary, such as but not limited to the following:

  1. Business and Industry: This committee shall be responsible for educating the business sector on litter abatement and appearance improvement to further the purpose of the Commission
  2. Government: This committee shall be responsible for educating the government sector on litter abatement and appearance improvement; shall review appropriate ordinances, update and recommend ordinance changes; shall develop enforcement or ordinances; and shall recommend improvement in technology.
  3. Community Organization: This committee shall be responsible for educating the community organizations and the volunteer sector on litter abatement and appearance improvement; and shall develop special projects for such groups which further the purpose of the Commission.
  4. School: This committee shall be responsible for educating the education sector, including students, faculty, staff and related organizations, on litter abatement and appearance improvement; and shall develop special projects for such groups which further the purpose of the Commission.
  5. Awards Committee: This committee shall be responsible for recommending to the Commission appropriate awards to any person rendering outstanding service to the Scenic City area.

Bylaw Amendments:

Any amendments shall be adopted by a 2/3 vote of the Commission at two consecutive meetings and take effect of the upon second approval
