SENATE RESOLUTION
In Memory
of
J. Frank Melcher, Sr.
WHEREAS, The Senate of the State of Texas joins with the
citizens of Harris County and Texans across the state in mourning
the loss of J. Frank Melcher, Sr., who died January 17, 1993, at
the age of 49; and
WHEREAS, Born November 1, 1943, in Houston, Texas,
J. Frank Melcher graduated from Lamar High School and attended
The University of Texas and the University of Houston; and
WHEREAS, Admired in the Houston community and throughout
the state for his leadership and his many accomplishments,
Mr. Melcher was an exemplary gentleman and a talented rancher
and inventor; and
WHEREAS, He served as an officer of the Houston Farm and
Ranch Club, the Houston Harris County Fair, the Houston Livestock
and Rodeo, and the Pin Oak Charity Horse Show; he was a member of
the Harris County Sheriff's Mounted Posse, the Patrons Circle
Houston Grand Opera, and Texas and Southwestern Cattle Raisers;
and
WHEREAS, A wellknown civic leader, Mr. Melcher served on
the Board of Directors of Crime Stoppers, the Civilian Review
Board, the Rotary Club of Houston, the Vocational Guidance Service,
Incorporated, and the Salvation Army Boy's Club; he was a life
member of the One Hundred Club of Houston and the Pin Oak Horse
Show Association; and
WHEREAS, A man of integrity, strength, and generosity, he
gave unselfishly of his time to others; and
WHEREAS, A devout Christian, Mr. Melcher was a member of
Memorial Drive United Methodist Church where he served on the
board of directors; and
WHEREAS, Courageous, wise, warmhearted, and compassionate,
J. Frank Melcher lived his life to the fullest, and his presence
in the many organizations he fostered will be greatly missed; and
WHEREAS, In recognition of Mr. Melcher's humanitarianism and
exceptional contributions to the State of Texas, W. C. Schwartz,
President of Blinn College, made special petition to the
Texas Senate for legislative acknowledgment of Mr. Melcher's life
of service; and
WHEREAS, J. Frank Melcher was a devoted husband and father,
and he leaves behind memories that will be treasured forever by his
family and many friends; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
73rd Legislature, hereby extend sincere condolences to the bereaved
family of J. Frank Melcher:his wife, Janice Dougall Melcher; his
parents, LeRoy and Lucile Melcher; his son, J. Frank Melcher, Jr.;
his daughter, JoAnn Yvonne Melcher Miller; his soninlaw,
Randall Miller; his sister, Yvonne Melcher Brandenberger; and his
sisterinlaw, JoAnn Dougall Levering; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
the members of his family as an expression of deepest sympathy
from the Texas Senate, and that when the Senate adjourns this
day, it do so in memory of J. Frank Melcher.
