Post : Chief Executive

Reporting to : Chair of the Board of Trustees

Location : Butterwick Hospice – Stockton/Bishop Auckland

Job Purpose

All posts, whether providing or supporting the provision of our services, allow our mission and values to be upheld.

The Chief Executive will provide high level strategic leadership and management to the whole organisation, with an emphasis on quality standards of safe patient care and efficient/effective use of resources. The Chief Executive is accountable for all services provided by the Hospice and is the individual responsible for ensuring that the Hospice meets it statutory and service obligations whilst working effectively with key individuals and partner organisations. The Chief Executive plays a key role in delivering the values and culture of the Hospice.

Specifically, the Chief Executive will:

Lead and direct the Hospice and its services, resources, management and staff to achieve agreed objectives.

Be responsible for the delivery of quality standards of safe patient care.

Facilitate financial stability.

Influence key stakeholders to work with/support the Hospice.

Develop services to meet the requirements of the local community and health economy.

Ensure all legal and contractual requirements are fulfilled.

Key Responsibilities

To provide vision, direction and leadership to enable the Hospice to achieve its strategic goals and objectives as agreed with the Board of Trustees.

To take ultimate responsibility for clinical governance and standards of clinical care, ensuring that the appropriate assurance and management processes are in place to fully comply with all legal regulations and standards.

To ensure that sound financial management and corporate governance systems/processes are in place to enable the Hospice objectives and ensure that financial objectives are met.

To ensure the development and implementation of appropriate strategies, plans, and performance management for all Hospice clinical services and support functions including:

·  In-patient services;

·  Day services;

·  Community services;

·  Family Support;

·  Education and training;

·  Facilities;

·  Finance;

·  Information technology;

·  Human Resources management;

·  Volunteer services;

·  Fundraising/Marketing/Retail/ Lottery activities;

·  Seven-Wellbeing/Complementary Therapies;

·  Public Relations;

To develop and maintain positive and collaborative partnership arrangements with the local NHS services, local authorities, MP’s, MEP’s, Voluntary Sector, local Hospices, universities and other relevant organisations.

To ensure, through devolved management, that the Hospice complies with all necessary external regulatory bodies for example CQC, Charities Commission and the Health & Safety Executive.

To build a positive external image/reputation for the Hospice and create opportunities to enhance the profile of the Hospice and its services.

To build on patient and public involvement to ensure quality and accessible services are available to patients and their families.

To work with the Chair and Board of Trustees to provide effective leadership to the Hospice and to ensure that the Board is fit for purpose through structured programmes of Board development, tailored to individual and corporate requirements.

To support the Chair and the Board of Trustees to fulfil their duties and responsibilities for the proper governance of the Hospice, ensuring that the Board receives appropriate information and timely advice on all relevant matters.

To lead and manage members of the Hospice Management Team ensuring their professional performance and development needs are addressed and that a culture of a learning organisation delivering high quality services permeates throughout the Hospice.

To negotiate and agree service contracts and service level agreements (SLA) with local NHS commissioners/organisations and other organisations.

To review and improve the effectiveness and efficiency of the Hospice services, to ensure they meet agreed plans, contracts and SLA’s.

Optimise all resources and produce innovative ideas, project analysis and business case proposals in the best interests of the future of Hospice services.

To contribute to the development of policies affecting the Hospice’s services through active involvement in national, regional and local forums/initiatives/collaborative programmes.

Ensure robust risk management systems are in place throughout the Hospice.

Act as an Ambassador for the Hospice, attend fundraising activities and events as required, building appropriate relationships for the positive benefit of the Hospice.

Promote and maintain positive/productive relationships with the media as appropriate.

To encourage and facilitate educational developments and participation in learning to improve standards of patient care/Hospice services.

To ensure clinical staff have arrangements in place for revalidation and ongoing continuous professional development.

To take on any other responsibilities or tasks that are within the employee’s skills/abilities whenever reasonably instructed.

To ensure financial stability of the Hospice, taking steps at all times to balance budgets with income generation.

Responsibilities of All Staff

To be aware of all Hospice policies and procedures relevant to the role, both existing and as they are reviewed. To carry out duties and responsibilities in compliance with Hospice policies and procedures, NMC Standards, Care Quality Commission Standards, current legislation and codes of conduct as applicable with an awareness of personal limitations.

To be aware of the working practices of any volunteers assisting with the daily workload, feeding back any concerns to the Voluntary Services Manager so that the welfare of the volunteer is protected at all times.

To undertake the requirements of the role with an awareness of responsibilities under Health & Safety regulations.

To maintain good public relations and promote the Hospice philosophy of care in the wider community.

To provide support in the form of training/mentoring to all employees and student placements, as appropriate.

To identify Training and Development opportunities, in conjunction with the Chair and Board of Trustees and to take responsibility for ensuring mandatory training updates are completed within timescales. To participate in personal training as may be necessary to meet the duties and responsibilities of the post.

To undertake such other duties and responsibilities commensurate with the importance and nature of the post.
