An opportunity is provided for council members, visitors, staff, or the public to address the Youth Council. A reasonable time limit may be imposed on individual topics or speakers. No action may be taken on non-agenda items.

  1. Presentation/Round Table Discussions
  1. 2-1-1; Adelita Serena of the Yolo County Library
2-1-1 Yolo is a new service for Yolo County residents. This is a 3 digit phone number that can be accessed from any phone in the county and is free. The 2-1-1 is multi-lingual and available 24 hours a day, 7 days a week. You can receive emergency resource information such as emergency food, shelter, and clothing along with other many resources. The 2-1-1 is a national service; you can travel anywhere in the U.S. and call 2-1-1 to learn the resources closest to you. There a few small rural areas that are not participating. All calls from Yolo County are directed to the call center in Sacramento, which is staffed with trained call specialistswho will direct the caller to the correct resources. At the end of the month, the call center is able to give statistics of what kind of calls and resources callers are seeking. New services offered are added to the 2-1-1 database. The general criteria for inclusion are non-profit agencies, government agencies, agencies that offer services on a sliding scale basis, and clubs or hobby groups. This service can also be accessed on-line. Contact Adelita Serena or Susan Richter for updated information on your agency for the 2-1-1 website.

Members received notice of term expiration of YYOC member Lorie Perez, Viola DeVita will be taking Lorie’s place on the Youth Council.

  1. Discuss the outcomes/next steps of the 1/25/12 WIB Strategic Planning Session pertaining to youth issues - Best Practices Conference - Judy Needham

John Chamberlain facilitated the WIB Strategic Planning Session. Three specific areas were identified; (Goal 1) Youth (Goal 2) Business Engagement (Goal 3) One-Stop Partnership. The next steps are that the Executive Committee will make decisions in developing a Task Force Group to look closely at the Business Service; Wes Ervin has volunteered to Chair the Task Force Group if the Executive Committee chooses to establish a Task Force. One of the recommendations is to add a fourth initiative to measure and increase the number of youth who are hired, and measure and increase the number of employers who use the Work Ready Certificate. All members agreed to add the fourth initiative.

  1. Overview of the 2/28/12 Regional WIB Youth Services Sub-Committee hosted by DESS

Judy shared some goals created at the Regional meeting to prepare youth to thrive and succeed. Over a period of a year, we would like to set up regional meetings for youth councils in the area with North Central Counties Consortium(NCCC), Yolo, SETA and Golden Sierra. We would like to develop wider support for each other and get to meet our partners in other agencies. We talked about regional marketing, i.e., applying for grants as a group instead of individually. We could have our member Shaunda Cruz meet other probation facilities engaged in youth councils in other areas, sharing different ideas with each other. To idea would be to keep the network going, meeting annually.

With SETA being very large, their concern was that they wouldn’t be able to promote the Work Ready Certificate as well as Yolo County since Yolo being very small.

Viola DeVita handed out the brochure for the Work Ready Certificate with minor changes needing to be made; the YCOE website also has a PDF format of the brochure. Interviews will be held May 14-15, 2012;Volunteers are needed help interview students.

Steve McPherson suggested setting up a PowerPoint presentation of the Work Ready Certificate to present to the Natomas Chamber of Commerce. This would be a tool they could use in their setting as well.

Vicki Rich stated that the Work Ready Certificate is a nice credential and it shows the employer that the student went the extra mile.

  1. Other Business That May Come Before the Youth Council

Nancy O’Hara will send out a matrix to the members asking to review their information. Viola DeVita remembers a matrix from past years and will look for a soft copy and forward to Nancy.

Lorie Perez reported some of the activities for the youth. For the Law Enforcement Academy, 73 students signed up and 68 completed the course.

This summer we are offering three courses: Intro to Law Enforcement, Health Physical Fitness and Criminal Investigations, to youth 16 years of age and older.

Brian Broadway: Job Corp

Job Corp will not be offering Food Service and Hotel Management and will be focusing more in the health component due to individuals going through the health training usually get jobs at $10.00 an hour,whereas the food service and hotel/lodging jobs start closer to minimum wage.

Our current Youth participants will be attending Sonoma State in the Fall of 2012.
