BUSINESS CONTINUITY AND DISASTER RECOVERY PROGRAMME DEVELOPMENT AND IMPLEMENTATION

Royal Exchange Plc, Nigeria’s leading broad-based financial services provider with interests in Non-life Insurance, Life Assurance, Healthcare Insurance, Finance and Wealth Management and Micro-finance Banking, seeks to develop and implement a robust Business Continuity and Disaster Recovery Programme.

INTRODUCTION

As part of our strategy to improve our preparedness in ensuring continuity of operations, availability of critical resources, minimization of interruptions to business processes, and full recovery of business infrastructure and applications in the event of a disaster, Royal Exchange Plc wishes to develop and implement a comprehensive Business Continuity and Disaster Recovery Programme that will achieve this objective in a timely, effective, and efficient manner.

Consequently, proposals are hereby requested from suitably qualified consultants to partner with us to deliver on this initiative.

Your offer, comprising separate technical and financial proposals should be submitted to: . This Request For Proposal (RFP) closes One week (1) from the date of this publication.

If you request additional information, we would endeavor to provide it expeditiously. However, any delay in providing such information will not be considered a reason for extending the submission date of your proposal.

INDICATIVE TERMS OF REFERENCE:

The indicative Terms of Reference (ToR) of this engagement shall include:

1.  Analyze Current State, conduct Risk and Business Impact Analysis (RBIA), affirm Business Process Priorities, and establish Recovery Time Objective (RTO) and Recovery Point Objective (RPO) for various business functions;

2.  Establish Business Continuity and Disaster Recovery Management Framework;

3.  Develop Availability and Recoverability Strategies and Procedures;

4.  Develop a detailed Business Continuity and Disaster Recovery Plan;

5.  Facilitate Implementation, Training, Testing and Plan Maintenance.

The bidders shall bear all costs associated with the preparation and submission of the Proposal, as Royal Exchange will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the bid process.

Bidders are expected to examine all corresponding instructions, forms, terms and specifications contained in the Solicitation Documents. Failure to comply with these documents will be at the bidder’s risk and may affect the evaluation of the Proposal.

A two-stage procedure is utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being opened and compared. The price proposals will be opened only for submissions that passed the minimum technical score.

METHOD OF APPLICATION:

Interested Bidders are required to forward their proposals via mail to: or by hardcopy submitted to the Secretary, BC / DRP, Royal Exchange Plc, Operations Office: 34/36 Oshodi/Apapa Expressway, Charity Bus stop, Oshodi, Lagos within One (1) week from the date of publication of this notice. At the minimum, the proposal must include:

·  Details of the firm’s proposed execution dynamics of this assignment, including methodology, scope, timelines, expected deliverables, and fees. Bidders should not restrict themselves to specific items for which they have competencies.

·  Brief bios of the management staff of the company, and the key staff that would drive the engagement.

·  Proof of alliances/partnerships/relationships with other consulting firms, companies, OEMs or service providers that may impact the conduct of this engagement.

·  List of similar assignments handled in the past, including client, scope, value, project duration, status and references.

·  Company’s incorporation details, including a copy of the Certificate of Incorporation, Memorandum and Articles of Association, and Form C07.

·  Company audited accounts for the past three years.

·  VAT registration certificate and evidence of past VAT remittances.

·  Bank reference indicating the company’s financial capability.
