1213.02COUNCILLORS INTERESTS

No interests were declared.

1213.03POLICE REPORT

PCSO J.Tiernan attended the meeting together with her colleague, they had nothing to report.

1213.04 MINUTES OF MEETING of 6th November 2013

The minutes of the above meeting were approved and signed as such.

1213.05 ACTIONS TAKEN

At the November meeting the Clerk was asked to establish if a 20mph speed limit could be applied along the High Street; the Clerk reported that this was not possible as the High Street is a B road.

1213.06REPORTS

Cllr.K.Prestage reported that she had attended the recent monthly meeting of the Residents Assn at which the Parish Council was thanked for submitting the application for the Village Hall extension on their behalf.

1213.07PLANNING

Ref:1301687FUL-single storey front & side extn. 3 Greenwood Close, Bury

Approved by a majority with a reservation regarding the rear access to the property.

Ref: 1301783FUL-Erect free standing equipment store at Bury Village Hall.

HDC have advised the Council of the additional development sites that have been added to the original 2036 Development Plan. The Council expressed concerns about the development planned for the Land situated to the east of the Bury Road. It was proposed by Cllr.A.Johnston and seconded by Cllr.K.Turner that the Clerk be instructed to register the Council’s objections with HDC, this was passed unanimously.

D.Cllr.Buckell advised the meeting that the RAF Upwood planned development would by on the agenda of the Development Control Panel on 16th December. The Council felt it would be advisable if one of the Councillors attended this meeting to express the Council’s support for the development.

Cllr.Wakefield informed the meeting that part of the RAF Upwood site was now being used for the storage of silage which could present an environmental hazard to the village not only due to any run off from the matter stored but also from the number of lorries using the site daily. The Clerk was instructed to contact the Environment Agency and advise them of the situation.

1213.08BUS STOP

Nothing further to report.

1213.09 NEIGHBOURHOOD PLAN

No further developments.

1213.10STREET LIGHTING

The Chairman informed the meeting that he was still in correspondence with Cambs CC regarding the re- installation of the two lighting columns referred to in earlier minutes and he was still waiting for the County Council to produce the relevant documentation. He would advise the Council as soon as this has been received.

1213.11CEMETERY

The interment of the ashes of Mrs. B.Houchin a former resident of the Village has taken place.

1213.12 FOOTPATHS

Cllr. Scantlebury reported that:

a)He had contacted Cambs CC re the state of Tunkers Lane,

b)He had also been in touch the Rights of Way Officer at the County Council re Holt Drove,

c)There are still problems with the Churchyard wall which Cambs CC are monitoring and will report back,

d)All grit bins are currently full with the exception of The Glebe which he has reported to the Local Highways Officer.

1213.13PLAYING FIELD

The Council have received an e-mail from the resident whose property abuts the field about the problems arising from the field being used as a football pitch and the damages caused to their fence arising as a result of this. The Council instructed the Clerk to contact the football club to remind them of their agreement to remove the goal posts after each game and to store them off site at the Village Hall using the brackets provide for this purpose. The Clerk was instructed to respond to the concerns of the resident.

1213.14PLAY AREA

Playground Inspection Co. has carried their quarterly inspection, copies of the report have been sent to all Councillors.

The Clerk has obtained details of the training courses available from RoSPA, after discussion the Council decided that the present system of having a quarterly inspection by a professional company was more than sufficient without the need for training for the Councillors to carry out the task on a more frequent basis.

Cllr.Wakefield reported that there was a problem as the light situated in the school adjacent to the play area was no longer working. This will be raised by Cllr.Hayes at the next School Governor’s meeting.

1213.15CORRESPONDENCE RECEIVED

The Clerk reported that he had received no correspondence other than that reported under agenda items during the month.

1213.16 ANNUAL PRECEPT 2014/15

After much discussion the Council decided to keep the precept at the current level of £30,000. This was proposed by Cllr.K.Turner and seconded by Cllr.R.Scantlebury and passed unanimously. The Clerk to submit precept to HDC.

1213.18 DATE AND TIME OF NEXT MEETING

The next meeting will be held on Wednesday 8th January 2014at 7.30pm at the Village Hall.

1213.19 PARKING OUTSIDE OF SCHOOL

The Clerk advised the meeting that a complaint has been received from a resident of Owls End re the obstructions caused by parents parking outside the residents’ homes.

The Council was advised that:

a) Nothing further can be done re the provision of ‘yellow lines’ in Owls End.

b) Arrangements have been made for the PCSO’s to attend the school during drop off and pickup times,

c) The School would be sending out a further letter to all parents advising of their responsibilities when parking to collect or drop off their children.

The Clerk will reply to resident.

1213.20XMAS LIGHTS

Cllr.K.Prestage expressed her thanks to all involved in the preparations for and the erection of the lights. Cllr.Hazell has sent a letter of thanks to Lord Mawhinney for switching on the lights. The Clerk was asked to send letters of thanks to Thusy and Terrry Robbins for all of their help. The Council also agreed to reimburse Ron Housden for the electricity used and to send a bunch of flowers to his wife Edna.

1213.21 ANY OTHER BUSINESS

Cllr. Wakefield reported to the meeting that there have been a number of car accidents at Wistow Toll and the bottom of Shillow Hill which appear to have resulted from a combination of speed and/or road surface. C.Cllr.Tew advised that there was no budget for implementing speed reduction signs at the present however the County Council maintenance and accident investigators will be at the site in the next week and he will advise of their findings.

Cllr,Scantlebury asked if the Clerk had located the bench which is missing from the junction of Old Station Road and Bury Road; the Clerk advised that he had raised the problem with the Clerk of Ramsey Town Council and was awaiting his reply.
