MINUTES OF THE ANNUAL GENERAL MEETING HELDTUESDAY 29TH JUNE 20047.30PM AT THE BRITISHSUGAR SPORTS AND SOCIAL CLUB, HOLLOW ROAD, BURY ST EDMUNDS.

PRESIDENTS OPENING REMARKS WERE MADE BY VICE PRESIDENT KEITH MILLS IN THE ABSENCE OF RON KENT. KEITH WELCOMED EVERYONE AND CONGRATULATED BARDWELL AND STOW EXCELSIOR ON THE IR COUNTYCUP WINS.

MINUTES OF THE AGM HELD 25TH JUNE 2003 WERE AGREED AS BEING TRUE. PROPOSED BY STEWART GULL AND SECONDED BY BARRY LISTER.

THERE WERE NO MATTERS ARISING THEREFROM.

ADOPTION OF STANDING ORDERS (SEE COUNTYHANDBOOK) WERE AGREED. PROPOSED BY ANDREW STEVENS AND SECONDED BY PHIL MUSSETT.

CLUBS TO FULFILL VACANCIES ARISING IN THE LEAGUE WERE VOTED ON WITH THE SUCCESFUL TEAMS BEING: MILDENHALL ATHLETIC, HARDWICK, ROSE AND CROWN, BENNETT ARMS AND HIGHPOINT. HARDWICK WERE PLACED IN DIVISION THREE WHILST THE OTHERS WERE PLACED INTO DIVISION FOUR.

THIS WAS AGREED AND PROPOSED BY BAZ ROGERS AND SECONDED BY STEWART GULL.

THE START AND FINISH OF THE SEASON 2004/2005 WERE 5TH SEPTEMBER 2004 AND 2ND MAY 2005.

ALTERATION OF LEAGUE RULES WERE AGREED AS BELOW SAVE FOR ANY ENFORCED CHANGES LATER BY THE SUFFOLKCOUNTYFA. PROPOSED BY MARK OLIVER AND SECONDED BY DAVE BOYER.

Rule 2(B) to read:

The annual subscription fee shall be £60, payable on 1st June, and prior to the coming season. Clubs will also be invoiced at intervals during the season to the total rate of 50p for every player registered in excess of 20 per team.

Rule 5(M) to be created and read:

The league council is empowered to ask clubs to attend training courses as it deems necessary and/or reasonable. Any club not in attendance will be fined the sum of £20

Rule 6(B) to read:

A copy of the duly-audited Balance Sheet, Statement of Accounts and Agenda shall be available to each club at the A.G.M.

Rule 7 to read:

The Chairman, Secretary and two responsible members of each club shall complete and sign the following agreement which shall be deposited with the league, no later than 15th August prior to the coming season.

have been provided with a copy of the Rules and Regulations of the Bury & District Sunday Football League and do agree for and on behalf of the said club, if elected into membership, to confirm to those Rules and Regulations and to accept, abide by and implement the decision of the management of the league, subject to the right of appeal in accordance with rule 15.

(NB the spaces are intended for the inclusion of the signatures and addresses of Officers and members).

Failure to do so will incur an automatic £10 fine and may result in the club in question being suspended from the league until such time as submission of the above declaration.

Rule 8(H) paragraph 5 to read:

No more than three players registered with a club in the league (or 4 from a defunct or disbanded club) shall transfer or register with any one other club in the league during the current or following season. Save for any condition of rule 8m.

Rule 8(M) paragragh 4 to read:

Transfer of players from a division one club to lower divisions will be
permitted, however lower division clubs will only be permitted to sign a
maximum of 2 (two) senior players from the same club within the same season (including any defunct or disbanded clubs).

Rule 8(N) to read

Any team playing an unregistered or otherwise ineligible player or players may have three points deducted from its score or its points tally and may be fined and otherwise dealt with at the discretion of the Council. Only NON-Contract players are eligible. In the event of points being deducted from a teams score as the outcome of a report or protest, only such points as are associated with the match under report or protest shall be deducted. The Council may, at its discretion, award any points deducted from a club under this rule to the opponents in the match in question.

Rule 8(P) to read:

Should a Club disband or withdraw from the league, the registration of all players of that Club shall be cancelled and no more than four such players may sign for any other Club in the League during the current or following season. Save for any conditions laid out in rule 8m.

Rule 9(B) to read:

A Club will not be permitted to change its Title or Colours after the annual closing date for affiliation to its CountyF.A. Any club in breach of this rule shall have the fact reported to council, who inflict such penalties as it deems necessary.

Rule 10(C) paragraph one to read:

Except by permission of the Council, all matches must be played on the dates originally fixed but priority shall be given to The Football Association and all County Association Competitions. All other matches must be considered subservient. Clubs may bring forward a match, but only, with the consent of all interested parties and the Match Secretary.

Rule 10(D) to read:

Notice of postponements of any matches must be given without delay (by personal service, telephone, or telegram) by the Club postponing, to the League Secretary, the Leagues Referees, Appointments Secretary, the Match Secretary, The Secretary of the opposing Club, the Divisional Representative and the Referee.

Any Club failing to comply with this Rule shall be fined the sum of £10 and any further offences shall be dealt with at the discretion of the league council.

Rule 10e (E) to read:

The Secretary of the Home Club must give notice of full particulars of situation of the ground, time of kick-off and the means of reaching the ground to the referee and the Secretary of the opposing Club at least five clear days (i.e BEFORE the Wednesday prior to a Sunday fixture) prior to the playing of the match and the away Club shall acknowledge receipt of such particulars.

Any Club failing to comply with this Rule shall be liable to a fine of £10.

Rule 11(A) to read:

Each home team must, on the day of any Sunday League or League Knock-Out competition match, telephone the results to the home of the League Secretary (or any other Council member in the event of the non- availability of the officer) at the agreed time, which is no later than 17.00, or within twenty-four hours of the completion of the match if it is played on any day other than Sunday.

Clubs engaged in County Knock-Out competitions must also on the day of the match telephone the result to the league secretary at the usual agreed time, unless the match is between two teams from this league when only the home team needs to report. Failure to do so will result in an automatic fine of £25

With each case being reported to the Council, it has the power to increase the fine or deal with the matter in any way it feels appropriate.

Rule 13(C) to read:

Each club must provide a competent linesman for the entire match or be liable to a fine of £10. The league council will review all subsequent instances.

Rule 22to read

K.O. CUP COMPETITION.

1.Entry to the League will automatically signify entry to the K.O. Cup of the Division entered. Entry to the league will qualify a club to entry to the League Open K.O. Cup if that club should desire. Clubs may opt out of the Open K.O. Cup in writing prior to the A.G.M. .Each game in these competitions will be played as a single game with extra time if required. If the game is still a draw after extra time, each side will take 5 penalties with 5 different players (which may include goalkeepers). If the result is still a draw, further single penalties will be taken until a winner is decided.*

2.All Cup draws will be made by the League Council.

3.Semi-finals to be played on the first-named teams ground. Both teams to share expenses of all officials. The final tie shall be played on a ground to be decided by the League Council.

Players playing in the League Cup matches may play for only one team of a Club in any season, i.e. senior or reserve team.

4.No player will be permitted to play for more than one team or club in the cup competition in any one season. No player may represent any club in a semi-final or final tie unless in he has played at least four league or league cup games for that club in the current season, unless special circumstances apply and approval is given by the league council.

Any club playing an ineligible player may be fined or otherwise dealt with at the discretion of the council and scratched from the competition and the tie will be awarded to their opponents.

5.As far as applicable, the League Rules shall govern all other matters regarding the all K.O. Cup competitions

6.If a Club reaches the second round of the Competition, but then withdraws from the league, its previous opponents shall be re-installed. If a club reaches the semi-final of the competition but then withdraws from the league, its previous opponents shall be re-installed and shall play each other to determine who shall compete in the semi-final. If a Club reaches the final but then withdraws from the league, its semi-final opponents shall be re-installed and shall play in the final. This rule applies regardless of whether the next round draw has been made or not. No player who has represented a club in any knock-out competition will be permitted to play, in that same season, for any other club in any other knock-out match or competition.

7.Should any cup not be played because a pitch has been deemed unplayable (or unavailable) by anybody other than the match referee and the match referee deems the field of play to be of a playable or satisfactory condition the council shall have the power to rearranged the fixture to the away clubs venue with the original home team being liable for the expenses of match officials.

IN ANY OTHER BUSINESS STEWART CHAPMAN POINTED OUT THAT THE LEAGUE HAD SECURED SPONSORSHIP WITH FRAMES CONSERVATORIES DIRECT AND THAT NEXT SEASON A TEAM OF THE MONTH AWARD WOULD BE MADE AS WELL AS IMPROVED HOSPITALITY AT CUP FINALS.
