Chairman Hiller asked for volunteers to take over as webmaster. Kevin Stuart agreed to take that on.
Chairman Hillerreported on TC Chairman’s Breakfast.
Website – needs to be updated
ASHRAE looking for ways to attract younger members
Local chapters need to take part in this effort as well
ASHRAE host webinars and conference calls as a service to member function
DVD of meetings are no longer available, Computer viewing is available and free for people who paid to attend the meeting.
Frank Stanonik. made a motion Lance DeLaura 2nd
TC 6.6 sees value in the DVD format or other downloadable forms, (not just streaming) for conference presentations and recommends that they be made available. (7-0-1) CNV (1 abstaining: not an important issue.)
There was no report from the TAC section head.
Committee Liaison reports
None
Sub Committee reports:
Programs: (Ben Schoenbauer)
SPC 118.2 and TC 6.6 sponsored Seminar 22 Residential Water heaters, “A New Test Method?”
Thanks to Harvey Sachs –TC 6.6 sponsored a Forum titled “Efficiency Ratings for Smart Equipment Philosophy and Balance”
Las Vegas-we have7 papers deadline Aug 6th
Two potential Forums
- High performance buildings
- Water use
For Montreal we have one merging technologies looking for interest or HPWH - Harvey Sachs
Larry Spielvogel- can we find ways to save presentations for future use?
Handbook- Carl Hiller reported the Sub Committee voted to approvein January
Standards:
SPC 118.2 meets tomorrow
Jim Lutz gave report of changes being considered with loads and draw patterns used.
Members are testing now
SPC. 118.1
We are bringing hpwh and tankless into the standard. We are looking at a January goal for public review draft
SSPC 90.1
Frank Stanonik:By the end of July the 2010 issue will be sent to press. An analysis of the benefits of 90.1 (2010) was done, currently 23 – 30 % is the estimate of value of saving over90.1 (2004) version.
In Las Vegas will start on the 2013 version. Talk that ASHRAE will not set targets for savings in the future.
Standard 124 is up for renewal, reaffirm, or update
Frank Stanonik moved that we establish SPC 124R Harvey Sachs 2nd
Chairman asked for volunteers for chair as well as people of interest to make up membership of SPC124
George Kusterer, Martin Thomas(chair) Frank Stanonik, James York, Harvey Sachs, Hayk Tikiryan, David Seitz
The vote on chair 8-0-0 CNV
DOE activities – Frank Stanonik.
Final rule is out residential water heaters going into effect 2015.
Summary: Storage water heaters over 55 gas must be hp (if electric) or condensing (if gas), smaller sizes had their requirements raised to higher limits, typically 3points EF

ASHRAE Strategic Plan Finalized
- Tactical and strategic research is important
- ASHRAE research is initiated and supervised by TC
- Plans should motivate TCs
- Plan should help RAC prioritize work statements for funding
- Review table of contents from plan
2010-2011 Research Budget
- $2, 983,000
- $310,000 uncommitted being considered in New Mexico
- Overall fully committed, especially after this conference
2011/2012 Research Budget
- Spring of 2011 “flood gates open”
- $1.7 - 2.2 million available for commitments
- Higher priority given for projects that have co-funding
Research Manual Changes
- Updated RTAR/Work Statement reference to research plan
- Inclusion of evaluation form examples
- Updated language regarding papers as deliverables from ASHRAE research projects
- New RTARs should address new strategic plan
- Research liaison can help navigate RTAR process (Jaap Hogling)
- Two types of papers as deliverables: HVAC&R Research Paper document original research of lasting significance or ASHRAE Transactions Technical paper documents application of or minor extension of existing knowledge (e.g. case studies, design guides)
- ASHRAE Conference Papers cannot be considered for RTARs. Work statements can specify desired venue- Research or Technical Paper for deliverable
Reminders for TCs (From Jaap Hogeling’s matrix)
Priorities
- Maximize the actual operation energy performance of building and facilities.
- Progress toward Advanced Energy Design Guidelines and cost effective net zero energy buildings.
- Reduce significantly the energy consumption for HVAC&R, water heating and lighting in existing homes.
- Significantly advance our understanding of the impact of indoor environmental quality on work performance, health symptoms and perceived environmental quality in offices, providing a basis for improvement in ASHRAE standards, guidelines, HVAC&R and operation practices.
- Support the development of ASRAE energy standards and reduce effort required to demonstrate compliance.
- Building information modeling of energy efficient, high performing Buildings.
- Support development of tools, procedures and methods suitable for designing low energy buildings.
- Facilitate the use of natural and low global warming potential synthetic, refrigerants and see methods to reduce their charge.
- Support the development of improved HVAC&R components ranging from residential through commercial to provide improved system efficiency, affordability, reliability and safety.
- Significantly increase the understanding of energy efficiency, environmental quality and the design of buildings in engineering and architectural education.
Priorities (from Louisville Meeting and updated at Orlando Meeting)
- Small institution draw patterns in commercial buildings and institutions + distribution (Harvey Sachs will help write)Draft RTAR Due 12/1/2010
- Food service (Don Fisher from Fisher/Nickel @ PG&E center could potentially help)
- Solar field study water heating backup optimization
- Residential distribution systems

Status of TRP 1544 Research Project (Carl Hiller)
The project is just getting under way. Carl gave a status update at the research subcommittee meeting, and will do so every meeting.
Old Business
The chair asked various groups to give updates:
CaliforniaEnergy Commission:
Is developing a combined HWSIM (distribution model), gas water heater model.
Field study w/ 18 homes including new generation high efficiency gas water heaters to evaluate
Canada – Martin Thomas described a new standard for combination equipment and how they are looking at new test methods
EPRI – Testing new HPWH models
Sempra Energy - Lance Delaura study on age of water heaters for planned replacement
Draw study from fixture manufacturer found 25% of the draws were less than 1 second (Craig Selover)
The meeting was adjourned at 6:45 p.m. EST.
