Bursary for film documentation of an arts and health project / programme

artsandhealth.ie is the national website providing a focal point and resource for the field of arts and health in Ireland. Developed by the Waterford Healing Arts Trust (WHAT) and Create in 2011 with funding from the Arts Council, the site is now managed by the Waterford Healing Arts Trust.

artsandhealth.ie invites applications from arts and health practitioners (artists working in healthcare settings, healthcare professionals, arts and health partnerships etc.) for a bursary to produce a short film that documents an arts and health project / programme with a view to encouraging high quality, creative documentation of arts and health practice nationally.

Background

Given the nature of arts and health practice, particularly around the confidentiality of health service users, much of it happens behind closed doors and there are challenges in terms of making the process and outcomes of this work public. With this in mind, the Waterford Healing Arts Trust (WHAT) partnered with Create in 2012 to deliver a continuing professional development workshop for artists working in healthcare settings entitled ‘Documenting Arts and Health’. WHAT and Create also hosted follow up clinics for individual artists.

A resource pack produced from this initiative which offers guidelines in terms of ethically documenting practice through a range of media was produced and made available on artsandhealth.ie (see http://www.artsandhealth.ie/wp-content/uploads/2011/08/Resource-Pack.pdf). This bursary, which is being made available through a process of open competition, marks the next stage in this initiative towards improved documentation of arts and health practice.

This artsandhealth.ie bursary is funded by the Arts Council and the Cork Arts and Health Programme, HSE South.

Bursary

A bursary of €3000 will be made available to the successful applicant for the production of a short film that documents an arts and health project / programme.

Eligibility Criteria

Anyone responsible for delivering/co-delivering an arts and health project / programme in the Republic of Ireland, in keeping with artsandhealth.ie’s definition of arts and health, may apply (see www.artsandhealth.ie/about/what-is-arts-and-health).

Who can not apply?

Projects / programmes managed directly by the Waterford Healing Arts Trust or managed directly by members of the Editorial Panel of artsandhealth.ie cannot apply.

Criteria for selection

The criteria for selection are:

·  Quality of arts and health practice

·  Quality of proposed documentation in which the viewer is given an insight into the methods, processes and outcomes of the project / programme

·  Evidence of good planning, sufficient funding and strong partnerships to support the project / programme

·  Clarity of proposal

·  Track record of lead documenter

·  Track record of artist(s) / arts and health practitioner(s) in terms of arts and health

Preference will be given to projects / programmes that have not previously been and would not otherwise be documented through the medium of film.

Timeframe

The bursary will be made available from 4th June 2013 and it is expected that the final film will be completed and submitted to artsandhealth.ie by 31st July 2014.

Frequently Asked Questions

Can ongoing projects / programmes apply?

Yes. However, it is expected that the final film will be submitted to artsandhealth.ie by 31st July 2014.

Can future projects / programmes apply?

Future projects / programmes can apply. However, the selection panel will want to see written evidence that sufficient funding and partnerships are in place to secure the future of the project / programme and that it can be documented by 31st July 2014.

Can completed projects / programmes apply?

Yes. In this case it is envisioned that the bursary would be used for editing and / or post- production costs. The applicants will need to demonstrate that they have sufficient footage, photographs and other raw materials and the consent of the participants in order to be able to make the film.

Can the bursary be granted for partially completed film documentation?

The bursary can be granted for partially completed film documentation.

Can the bursary be granted retrospectively for previously completed film documentation?

No. The bursary will not be granted retrospectively for previously completed film documentation.

Can projects / programmes that were previously featured on artsandhealth.ie apply?

Projects / programmes that were previously featured on artsandhealth.ie can apply.

Must I name my documenter in the application?

It is not necessary to name the documenter in the application. However, this will strengthen the application as a track record of the lead documenter is one of the criteria for selection.

Must the project / programme provide matching funding to the production of the documentation?

The project / programme does not have to provide matching funding for the documentation process. However, the selection panel will look for an investment of sufficient funding into the project / programme by the various partners to ensure its delivery.

Must I secure written consent from participants at the time of making the application?

No. Written consent from participants is not required at the time of making the application. However, consent will be required at the point of signing the initial agreement. As additional people join the project / programme, written consent must be secured if they are to participate in the film.

How will the bursary be paid out?

The bursary will be paid in two installments. The first installment will be paid in advance on signing of agreements. The second installment will be paid upon receipt of the final documentation.

Can the documentation process be part of the artistic process of the project / programme?

Yes. The documentation process can be part of the artistic process of the project / programme as long as the viewer is given a clear insight into the methods, processes and outcomes of the project / programme.

How will the film be disseminated?

The film will be disseminated via artsandhealth.ie, the WHAT Vimeo channel and related social media.

artsandhealth.ie will not retain copyright of the film but the film must be made available for viewership on the channels listed above.

artsandhealth.ie reserves the right not to upload the film onto its website.

How long should the film be?

It is envisioned that the film will be no longer than 10 minutes. The documenter must ensure, where applicable, to compress the video file size before uploading to meet Vimeo requirements.
