Following a consultation exercise known as MAP (Market Analysis Project), bus services in the area were re-organized as follows:-

In March 1984 it was announced that the leisure service 64 to Barley would commence at Padiham Slade Lane and from Burnley Bus Station would operate via Lyndhurst Rd, Brunshaw Rd and Ridge Ave to Queen's Park Rd then via 78 route to Nelson then join the existing 64 route for Higherford and Barley.
In March, 1985 services were once again revised with the revision/addition of the following services

173, 1978 Bristol VR on route X27 turning into Earby Road at Salterforth.

In February, 1986 services were revised again to represent the viable routes intended to be operated without subsidy from deregulation day - the 28th September, 1986 - with the following changes: -
