106/1415 Chairs Remarks
The Chair welcomed everyone to the meeting and reminded members about the standing orders relating to debate within the council and asked that these rules were followed.

110/1415 Public Participation
District Cllr Jackie Whiteley updated the Parish Council on the draft plans to create a car park on the recreation field adjacent to York Road. If the car park were agreed it would only be used by vehicles linked to recreational events on the field. The draft plans were noted.
111/1415 Minutes of the previous meeting

112/1415 To receive minutes from council committees
A copy of the minutes from the following committees were received and accepted:

113/1415 Minutes received from other organisations:
Minutes of the Ilkley Road Safety Committee dated 25th June 2014 were noted.
114/1415 Update from Neighbourhood Policing Team
The Neighbourhood Policing Team were unable to send a representative to the meeting owing to operational reasons.
115/1415 Parish Council Budget Process 2015-16
The Council agreed a timetable of the first meeting of the Finance Working Group to be held on Thursday 6th November 2014 at 7.30; a draft budget to be considered by December Council and a final budget to be agreed at the 8th January 2015 Council meeting.
116/1415 Clerks Report
The clerk indicated any relevant items would be raised during the course of the meeting.
117/1415 Reports from Councillors on other meetings attended
Cllr Pearson had attended the music event at the Queens Hall to raise awareness of Parkinson’s disease and was impressed with the turnout for the event.
118/1415 Reports from Councillors on concerns raised by members of the public
Cllr Nuttall asked for an update on the recent disturbance to Grange Park by surface water. The clerk indicated he had reported the matter to Bradford MDC and Mr M Wright had arranged to have slabs adjacent to the play equipment lifted to try and locate the damage.
Cllr Grimshaw reported on the visit by the Bradford tree surgeon and indicated he would check with relevant land owners about how the work would be funded.
Cllr Bottomley stated that several members of the public had commented favourably on the current edition of the Parish Newsletter.
Cllr Tilford requested that an additional parish noticeboard be installed around the Prospect Road area. It was agreed to refer this to EMA Committee.

The Methodist Church had written to members giving details of funding that was available for community projects within the village.
120/1415 Summary of Accounts April to September 2014
The clerk went through the accounts up to 30th September 2014 and it was
RESOLVED that the draft summary of accounts be accepted and the 30 Day Business Account be closed and the funds transferred to the Skipton Building Society Account.
122/1415 Schedule of Payments September 2014
All outstanding payments were made prior to the clerk going on holiday; so no payments were required during September 2014.
123/1415 Neighbourhood Plan: Update
Cllr Bottomley circulated a copy of the Questionnaire that would be issued to all attending the Neighbourhood Plan engagement exercise on Saturday 11th October 2014. All members present indicated they would attend the exercise and assist with enquiries about the Neighbourhood Plan.
124/1415 Allowances Parish Councillors
Cllr Grimshaw explained that with the parish election due in six months there would be an interest from some people in becoming a Parish Councillor. One way to help with this exercise was to let potential candidates know they claim an hourly allowance of £6.08 to cover any costs such as babysitting while councillors attended committee or council meetings.
125/1415 The Round House Update
The clerk gave details of the decision by the Community Council to surrender the lease on the Round House and requested that a bid was submitted under the Localism Act 2011 for the building to be transferred to the Parish Council. It was
RESOLVED that the clerk submit a bid to Bradford MDC for the Round House to be transferred to Burley Parish Council.
126/1415 Minor items for action by the clerk between meetings and items for the next agenda
Cllrs Tilford, Bottomley, Nuttall and Pearson agreed to attend the 18th October 2014 Coffee Morning Session at St Mary Centre
The Remembrance Sunday Service would be held at the Methodist Church at 10.45 on 9th November. Cllr Grimshaw would lay a wreath on behave of the Parish Council and all members were invited to the occasion.
It was agreed the Christmas Social Event would be held on Thursday 4th December 7pm to 9.30pm. The guest list to include the volunteers who helped with Le Tour.
The clerk to investigate the costs of BT Infinity Broadband being extended throughout the village.
It was agreed the front cover for the Burley Handbook 2014 would be a wildflower scene.
The Bridge Planning Application to be considered at the 3rd November Planning Committee
