The purpose of this bulletin is to clarify the reporting requirements and directory structure of Open Doors (1418) youth reengagement programs, as authorized by RCW 28A.175.100, and to make you aware of proposed modifications to WAC 392-700 that establish the use of program qualification codes in conjunction with school codes to uniquely identify reengagement students. This information applies to school districts, agencies, and colleges that are involved in any of the models of operations: district-operated program with district resources, district-contracted partnership with an agency or college, or district participation within a consortium agreement.

Use of School and Program Codes for Open Doors (1418)

Currently, WAC 392-700-042 section (9) instructs districts to request school codes through the Education Data System (EDS) system to uniquely identify the OSPI-approved program and the students enrolled in the program. However, the school code by itself does not provide the ability to identify the reengaged students for program evaluation, federal reporting, or interface with the P-20W longitudinal data system maintained by the Education Research & Data Center (ERDC). A program qualification code will be assigned by the Office of Superintendent of Public Instruction (OSPI) to each approved reengagement program and shall be reported to the Comprehensive Education Data and Research System (CEDARS) in the Student Attributes and Program File (I). Qualification codes must be implemented for the 2015–16 school year to meet the reporting requirements of WAC 392-700-175 and 392-700-195.

School districts operating reengagement programs may opt to have a unique school code assigned to enroll and report the students participating in reengagement in their district or serve reengagement students in existing schools. School codes must be requested by July 1.

Schools that serve only students in reengagement programs will be identified with a school type code of R. Districts will be assigned only one school code with a designation code of R. Multiple reengagement programs may be operated within one school.

Schools that enroll and serve students in reengagement programs are considered to be the school of primary enrollment for these students. Schools identified with a school type code of R will not be included in district level aggregations for purposes of accountability for Adequate Yearly Progress (AYP).

Students participating in Reengagement programs are to be reported to CEDARS with unique program codes identifying the program and location. These codes can be found in CEDARS Appendix R, located at
