PAS Program Background Information
In the 2006 Supplemental Budget, the Legislature appropriated $28.5 million for a new program to help students who have not met standard on one or more WASL assessments taken during the students’ 10th grade year in reading, writing, and/or mathematics. School districts may use the new funding to offer assistance in ways that best fit the needs of these students. The assistance may include, but is not limited to: summer school, Saturday classes, before- or after-school classes, skills seminars, test preparation seminars, and in-school or out-of-school tutoring.
Districts are allocated funding based on the number of students in the Class of 2008 that failed to meet standard on the WASL. Funding is being paid according to the monthly apportionment schedule. The Office of Superintendent of Public Instruction (OSPI) will adjust this funding based upon subsequent reporting on the number of students served. The adjusted funding amount will then be used in the recovery and carryover calculations performed for the combined 2005–06 and 2006–07 allocations. Final PAS allocation adjustments will be based on the students served as reported on the Student Participation Report.
The Washington State Legislature requires OSPI to collect and report information on the PAS Program. The Washington State Institute for Public Policy (WSIPP) has been charged with performing a study of the PAS Program and issuing a second report to the Legislature in December of 2007. School district reporting will be used by both OSPI and the WSIPP for formative evaluation and reporting purposes. The data being collected has been kept to a minimum to reduce districts’ reporting burden.

As part of the required evaluation of the PAS program, WSIPP plans to contact individual teachers to gather further information and perceptions of the program/intervention in which they were involved.
PAS Program Reporting Requirements
OSPI has developed two required reportsthat are accessible online through the secure Educational Data System (EDS). Each report is briefly discussed below and must be completed by each school district receiving PAS funding. Additional detailed instructions, which include frequently asked questions regarding the PAS reporting, are attached.
- Program/Intervention Description Report: A separate report is required for each program/intervention being offered in each content area (reading, writing, mathematics). The Program/Intervention Description Report is available online at
The report is accessed through the Education Data System (EDS) portal, and access is granted through the District Data Security Manager. If you already have an account in the EDS system, you will need your District Data Security Manager to assign you the “PAS Program District User” rolein EDS. If you do not have an account in the EDS system, contact your District Data Security Manager to establish a username, password, and the “PAS Program District User” role. Once access is obtained, log onto the following Web site: The first time you log in, you will be asked to choose a new password and enter a question/answer pair as your password hint. The password hint will allow you to log into the application if you forget your password. It is not a clue to help you remember your password. Please note that your password must contain at least seven characters consisting of at least one uppercase letter, one lowercase letter, and one numeral. Also note that both the password and hint are case sensitive.
Note: Districts will not be able to complete the Student Participation Report until the Program/Intervention Description Reports are completed.
- Student Participation Report: Districts should complete this report within two weeks of the beginning of the academic period, but absolutely no later than August 31, 2007.
Student demographic and assessment data from the Core Student Records System (CSRS) will be populated for those Class of 2008 students who did not meet standard for the 2005-2006 WASL. You need to indicateif the student participated in a PASprogram/intervention, and if so, at which schooland which course(s) the student participated in, as described in the

Program/Intervention Description Report section. Once the student re-takes the WASL, the data will automatically populate the remainder of the report.
The Student Participation report is available online within the Washington Assessment Management System (WAMS) at Once in WAMS, please click the “WASL” tab and select the “Student Participation Report” from the left side navigation menu.
As with the Program/Intervention Description Report, the Student Participation Report is also accessed through the Education Data System (EDS) portal and access is granted through the District Data Security Manager. If you were not the designated user for the Program/Intervention Description Report, you will either use your existing EDS account credentials or be required to choose a new password as described previously.
Districts must complete both reporting requirements no later than August 31, 2007, to avoid having PAS funding recovered. A document containing detailed instructions and frequently asked questionsregardingreporting on the PASProgram is attached.
