Angling Use Plan / Jim Miller, Mike Young and Steve Hidber representing the local angling community attended to speak to issues.
Dean D. briefed them as to current BVCRB involvement and what the CRB has done to date to move the plan forward.
Mike Y. - Expressed concern of the Governments move toward fee increase as a method of dealing with overcrowding and illegal guiding issues. He felt that the gov. was not considering the financial impact on Valley residents and local economies.
Jim M. - Original AUP has been signed off by regional bureaucracy but province has thus far been unwilling to fund effective monitoring and enforcement.
Steve H. - Would like to see boards of oversight that represent all segments affected by the resource. A balanced board representing all players and establishing a dynamic and enduring process of follow-up and monitoring of the AUP. / Continued / Terri O.
AUP - continued / Some discussion regarding the creation of a pilot project using the governments Quality Waters Strategy ensued. Mike Y. opposed proposal fearing total loss of the AUP.
Dean D. - asked group what strategy should be engaged.
Jim M. - Suggested using the current AUP document to manage the issues of concern but requires funding for monitoring and follow-up. / No clear direction.
Re-visit the AUP with BVCRB support.
Outdoor Recreation Alliance / Discussion regardingBVCRB support to IMAC. Rosemary F. questioned the need for this.
Gary Q. Advised the board that issues of ATV access should bepart of the RAMP process.
The presentation by the ORA has enlightened the BVCRB to the nature and seriousness of ATV access issues. Road designations and restrictions of access are part of the RAM Process and the BVCRB would support any effort to move the RAM Process forward. / Response letter, to the ORA, will be drafted and vetted through Steve Darby.

Lyon Creek / Dean D., Rosemary F. and Gary Q. met with Josette Wier after meeting with Parks to discuss the issues of trail use and condition.
Josette continues her position of the adverse effects perpetrated by horses using the trail.
Parks will continue with the BRIM process.
Alison D. suggests that Parks needs to establish parameters and clarify term ‘adverse effects’
Gary Q. suggests that a process of permitting linked to weather and trail conditions might appease the conflict.
Rob B. advised that the BV Backpackers were planning to monitor the trail themselves. He suggested that they confer with Parks to establish a monitoring process of mutual benefit. Rosemary F. supports the backpackers monitoring.
Dean D. commented on the need to respond to Josette by letter advising what the BVCRB is prepared to do. / Dean D. - will have an informal discussion with the horse group. Response letter will offer some subjective options such as trail monitoring, clarification of adverse effects on trails and permits issued for horse traffic with weather and trail conditions in mind. / Dean D. / ASAP

Publicity / Articles in process. David B. wants input from BVCRB members for inclusion into articles and ideas for newspaper.
Dean D. suggested covering the issues we are currently dealing with AUP being primary.
Gary Q. suggests newspaper articles be vetted through board members.
