Notice is hereby given that contractor qualifications will be received by the Building Performance Professionals Association, in partnership with Energy Futures Group (EFG), for the Zero Energy Now! (ZEN!) Program. Proposals should be addressed to Richard Faesy of Energy Futures Group at the address listed above. EFG is project manager for ZEN!.

OPPORTUNITY DESCRIPTION

  1. Overview of CEED Fund

The Community Energy & Efficiency Development (CEED) Fund is an investment fund focused on customer energy efficiency, community-based renewable energy, weatherization and other improvements that will create additional value benefit for former Central Vermont Public Service (CVPS) customers. Through the CEED fund, Green Mountain Power (GMP) has committed to investing $21 million over a five-year period in order to achieve $46 million in societal benefits. The Zero Energy Now! Program, developed by BPPA has been selected by GMP to receive CEED funds, if approved by the Vermont Public Service Board (PSB). A decision by the PSB is expected by the end of January 2016.

  1. Zero Energy Now! Overview

Vermont property owners, interested in saving money and reducing fossil fuel use, want to switch to renewable energy sources like solar, heat pumps, or biomass, and trim their energy use through weatherization and other efficiency measures. Until now, it has been up to building owners to do the research, hire individual contractors, obtain project financing, and coordinate the renovation. That time-consuming and challenging process results in a piece-by-piece approach that does not maximize the potential of deep energy retrofits.

BPPA designed the Zero Energy Now! Program to bundle together energy efficiency upgrades with renewable energy technologies (biomass, heat pumps, PVs) to achieve net zero home energy use and deliver a 50% to 100% reduction in energy costs for building owners (both residential and commercial).

Qualified and selected Home Performance Contractors will conduct a detailed analysis of participating homes and businesses and present options to increase energy efficiency and switch the consumer to renewable thermal and electric resources.

  1. Program Summary
  • Comprehensive energy retrofits that save a minimum of 50% total energy use
  • Approximately 10 Home Performance Contractors will complete a total of 50 (statewide) in 2016
  • Projects will typically include weatherization, heat pump installation and renewables (but could also include modern wood heating systems)
  • Contractor will typically act as GC for all work
  • Up to $5000 additional incentives (on top of Efficiency Vermont and any other incentives)
  • Dedicated project modeling/software
  • Energy usage guarantee
  • Contractors who are chosen to participate will receive specialized software and sales training
  1. Contractor Participation Criteria

You must:

  • Be a current Efficiency Vermont Efficiency Excellence Network Home Performance Contractor
  • Do work in former CVPS territory (see map)
  • Offer a work quality guarantee that covers performance and workmanship for at least a year
  • Attend two days of software and sales training in Barre.
  • Software Training: Feb. 18
  • Sales Training: March 10
  • Be a member of or join BPPA

  1. Evaluation Criteria

BPPA will review applications following their submission to determine which submitters are best suited for providing the desired services. BPPA will use the above listed criteria along with that in the application to select contractors with a goal of selecting approximately 10. If offers are of approximately equal qualitative merit, the award will be determined using a variety of factors including the geographic distribution of projects throughout the former CVPS service territory, the number of projects committed, and the ability of the contractor to complete the work in 2016.

BPPA reserves the right to reject any or all responses, to waive any informality or irregularity in any response received, and to be the sole judge of the merits of the responses received. BPPA will not reimburse costs incurred by the respondent in their preparation for the responses to this RFQ. Acceptance as a ZEN! contractor does not guarantee work.
