3.1.  Motion to approve agenda made by Kristen Haggstrom / 2nd Marvin Washington / motion carried

4.  Agenda Items

4.1.  Basketball Alberta’s Executive Director, Paul Sir, discussed the following:

4.1.1.  A list has been developed that notes all ex-Basketball Alberta provincial players that are now playing at the post-secondary level. They would like to receive information with regards to where those players played community basketball at the grass-roots level. This proves to show evolution of kids and their growth in the game of basketball. An alumni list will be built.

4.1.2.  They are proposing to establish a Basketball Alberta Hall of Fame to roll out in 2014.

4.1.3.  Shawnee Harle joined BA last summer, 2012. Shawnee heads up coaching development and technical development. Basketball AB is offering out to all communities a formal invite to take advantage of Shawnee’s experience via coaching clinics. Sending out vision for their coaching developments in the new year. Youth provincials do not require NCCP coaching certification for 2013 provincials. 6-hour program FUNdamentals Canada Basketball program to take over the CCCP program. BA to welcome discussion and ideas on rolling that out for 2014.

4.1.4.  Steve Nash Youth Basketball was introduced a few years ago. Basketball Alberta now has the program back from NSD. The program has grown in Alberta. Ages for the program are kids 5-9 years old. BA is looking for flexible models for communities to take advantage of the SNYB program, therefore cost adjustments will be made with what an already established program would require to implement SNYB. BA recommends the Steve Nash Youth Basketball program.

4.1.5.  Chad mentioned that the Steve Nash program… what do they have to offer EYBA. BA is emphasizing FIBA curriculum right from ages 5 and up.

4.1.6.  CMBA have taken their own programs out and have implemented Steve Nash Youth Basketball.

4.1.7.  Basketball AB is rolling out new programs in 2013; such as 3-on-3 in Edmonton, Calgary; BA is working with NBA Canada for a National Championship program. They want to coordinate a Championship with the Great Canadian Shootout being at the same time.

4.1.8.  Paul would like to know how can Basketball Alberta can be of value for service within EYBA. Chad Bowie spoke for EYBA that we would like to see more focus on youth provincials. Also, we would like to see a way to communicate with Board of Directors of Basketball AB and have their contact information posted on BA’s website.

4.1.9.  New year for coaching conversation last weekend in September to move first ACAC/CIS tournament the weekend after so things don’t conflict.

4.1.10.  The Basketball AB coaching conference was discussed and valued by some EYBA membership. Comments with regards to missing out on some session for a lunch break, so the schedule should work out that there is an actual lunch break so people don’t have to miss any sessions.

4.1.11.  Basketball AB has launched a new U14 program for boys and girls for next summer. Focus on FIBA principals to include that youngest age group.

4.2.  Bears/Pandas Night out

4.2.1.  Shaun has emailed U of A’s Trix Baker with regards to receiving (2) coaches’ tickets per team for next year’s event. Shaun will advise EYBA Board when hear receives a response from her.

4.3.  Provincials & Provincial Challenges

4.3.1.  Provincials are confirmed to be in Calgary, March 8th-9th. The youth provincial tournament will be back in Edmonton for 2014. For 2013, BA is working with CMBA to have all provincials played in one vicinity in Calgary. Currently, Mount Royal University is booked for the tournament, so the plan is to acquire school gyms within that area. Paul Sir plans to discuss the possibility of free parking at MRU with Karla Karch, Athletic Director @ MRU, sometime during the week of Dec. 10th. Paul will also discuss with Karla, at that time, that perhaps the $90 per hour rate for the MRU gyms can be lowered for the youth provincial event.

4.3.2.  Shaun to check with Edmonton school boards to see if junior high playoffs conflict with the youth provincials. Shaun will advise the school’s not to have the junior high playoffs during the weekend of youth provincials.

4.3.3.  Basketball AB is working on a formal opening ceremony concept right now. Trying to host the event at MRU is recommended by Basketball AB. According to Paul, CMBA seems willing to work on this event as a committee blending CMBA with other volunteers will be formed. It was agreed that an opening ceremony could be @ 12:30pm on the Friday (March 8th). Discussion held with regards to having a sponsorship for a ‘Sportsman of the Game’ award for every game in the tournament. Plans to have a coaches’ get-together on the Friday night are being made. The provincial host hotel will most likely be the Best Western in Calgary’s Motel Village. Basketball AB is working on confirming sponsors for the event. Paul confirmed that they are working on sponsorship with meetings upcoming soon with Treasury Branch and Servus Credit Union has expressed some interest in sponsoring the tournament as well. Paul hopes to community good news in that regard come January.

4.3.4.  Until Calgary gets a basketball facility like the Saville Community Sports Centre, Basketball Alberta would like to see youth provincials in Edmonton continue every single year and not switch back and forth between Edmonton and Calgary. Chad Bowie stressed his opinion in regards to the fact that the youth provincials are a BA event, not a CMBA or EYBA event. Therefore, Basketball Alberta should be able to just tell CMBA that the event is in Edmonton until Calgary builds a facility like the SCSC. Chad advised Paul that EYBA would always be willing to help out at the event, while it is in Edmonton. What Paul spoke about accomplishing is that after 2013, they are looking at a 3-year plan 2014, 2015 & 2016 that has the Saville Centre be the home of the BA youth provincials. Dave Oldham (Parkview) spoke with regards to the high school provincials changing venues due to the costs associated with always travelling far away for that tournament. Eg. Medicine Hat and Lethbridge would have big financial concern if they always have to travel a long distance for high school provincials. Dave offers that background from ASAA and the reason why high school provincials are not always in the same city/area. Chad argued that there is always the ability that if a facility was picked ahead of time, (eg. three straight years as per the plan for youth provincials), there is time for teams to budget accordingly to make that work out financially.

4.3.5.  Paul Sir discussed that Basketball AB is working on a model for the above such issues for the CIS/ACAC challenge with next year as they hope to host 40 teams and also bring in two out of province CIS schools. They are trying to come up with a sponsorship model and a higher pay-in fee by local teams to help offset the costs for teams that have to travel a distance. This effort would help to equalize the cost. There were discussions within BA that the CIS/ACAC Challenge move venues every year and the decision was made to always host it at the SCSC facility. BA does understand that teams such as University of Lethbridge won’t always have it in their budget to travel to Edmonton for the event, so the ‘travel pool’ idea would help in that regard. Shaun Pope commented that all the participants at Youth provincials for 2012 from Calgary were so impressed with the SCSC, but not enough of the zones from Calgary were at the SCSC for the 2012 youth provincials, so they didn’t get to see first-hand how beneficial having the tournament at one centre can be. It seemed unanimous at the end of the event that having the event at SCSC every year was, then when it went to the board 3-4 months later, without people being up here last year, then it became a battle to keep the event in Edmonton every year.

4.3.6.  Marvin Washington (EYBA Past President/SEBA) led discussion that Basketball AB should possibly approach CMBA about getting their younger officials that referee U11 games within CMBA to work at the youth provincials. This would likely prove more beneficial rather than bring in older carded Officials that don’t normally referee that level. The best Referees for the U11 youth provincials is likely the Referees that have been doing the level the whole season. Brian Anstice (EYBA Commissioner) commented that possibly a selection process could be implemented in both CMBA and EYBA to have the best Officials that referee community basketball all year long should be the ones to work at youth provincials. Paul Sir will discuss that with CMBA.

4.3.7.  The team fees for 2013 youth provincials has not yet been determined. Once Paul has confirmed gym fees and parking (MRU), he will have information back to EYBA in January, 2013.

4.3.8.  EYBA thanked Paul Sir for attending this EYBA meeting!

4.4.  Player cards

4.4.1.  Shaun Pope mentioned that by the end of January, there may be turn-styles installed. Therefore, player cards must be picked up immediately. If parents are still having issues with the system, they can contact Shaun directly. Players must have cards and must be using them. EYBA discussed that a meeting may have to be scheduled between EYBA and SCSC to discuss how card swiping will be ‘policed.’

Discussion had with Lynn Hyska regarding the meetings between the SCSC with U of A… Shaun, help me with this, please… Lynn sits on the Board of Directors for SCSC. Lynn requires more help from the EYBA Board. There are various issues that we are dealing with regards to the SCSC.

4.5.  Family Day Tournament

4.5.1.  EYBA is working with EBA to set up the tournament again for 2013, weekend is February 14th-17th.

4.5.2.  EYBA tournament will be for midgets and juveniles rather than bantam and midgets (2012). Last year’s tournament did not host any bantam teams. Thursday to Saturday will be for EYBA while Thursday-Sunday for EBA (adult).

4.5.3.  Discussion held that any form of team may enter (EYBA, club, all-star, any form of a team) as long as correct ages are followed, with the exception that players/teams can play up a division (not down). Of course, high school teams/players are not eligible to participate.

4.5.4.  The team fees for tournament will be as follows: EYBA teams will pay a rebate cost of $300; while all other teams (club, all-star, etc.) team fees will be $350.

4.5.5.  There will be a three-game guarantee for the tournament.

4.5.6.  All games will be played at the Saville Community Sports Centre. Local teams would be the only teams that would play on the Thursday evening.

4.5.7.  Advertising for the tournament to be posted on the EYBA site on Monday, December 10th.

4.5.8.  Teams can play up from bantam division, midgets can play up in juvenile. No teams can play down.

4.6.  Scheduling

4.6.1.  Shaun will be working on schedules Monday, Dec. 10th. Coaches must be reminded to enter scores, win or lose. Shaun is emailing the same teams to get scores in. After Dec. 15th, scores are to be entered as soon as possible.

4.6.2.  A division schedules are always found under ‘seeding round 1.’

4.6.3.  Playoffs are designed from results from the whole season.

4.7.  Provincial Challenge – E57 clarification.

4.7.1.  Rule E57 states: “Any lower division team may elect to join the ‘A’ or ‘B’ division for the playoffs and the right to represent Edmonton at the Alberta Youth tournament. These lower division teams must apply by January 15th and these teams will immediately move to the new division for the playoff round.”

4.7.1.1.  Confirmation that all teams must declare by Jan. 15th regardless of whether or not they are the only potential team out of a lower division to move up to challenge for the provincials.

4.8.  Mites / Zone Participation

4.8.1.  Arden Spachynski (St. Albert Slam) spoke with regards to the Junior Slam being a Mites (U9) program. Many Edmonton-residing children play Mites in St. Albert. It was discussed and confirmed that as per EYBA rules, once the Mites become Minis (U11), kids that live and/or attend school in one zone, belong to that zone and must register in the zone where they reside or attend school. Therefore, to answer Arden’s question, kids cannot play in a Mites program in St. Albert and stay in St. Albert when they move onto the mini (U11) program.
