REGULAR COUNCIL –October 13, 2014

The Mayor called the meeting to order. He then gave the invocation followed by the Pledge of Allegiance.

Roll call was then taken with the following council members present: Cooke, Myers, Curtis, Paramore, Martin.

Also present: Todd Baumgartner, Ellen Simmons, Lynn Phillips, Vicki Missler, Don Patton and Chief Marko.

The Mayor asked for approval of the Agenda for tonight’s meeting. Myers made a motion to approve the agenda. Paramore seconded the motion. Roll call all ayes. Those who opposed none.

The Minutes from the September 22, 2014 workshop and regular meeting were then presented for approval. Curtis made a motion to approve the minutes. Cooke seconded the motion. Roll call all ayes.

No one opposed.

The Mayor then asked for any public questions or statements. Vicki Missler presented the final insurance report. She was pleased to report that the actual insurance premium is cheaper than first quoted. Ellen thanked council for their support for the Terry Wilson Memorial Night at the Races benefit. It was a big success approx. raised over $5,000.00 and had approx. $3,500 in donations.

The Mayor then asked for a report from the Village Administrator, Shawn Pickworth.

Water

-Plant 1 Production for the month of September was 11.321 Million Gallons.

-Plant 2 Production for the month of September was 16.336 Million Gallons.

-October is Fall Hydrant Flushing Month. The Water Crew will be flushing hydrants on Wednesdays & Thursdays throughout the month of October.

-2” Water Main that was leaking at the corner of South Main & Grove Street has been fixed and eliminated.

-Crew found a water leak on Daisy Drive last Friday while flushing hydrants. A locator has been called to help pin point the location of the leak. Crew plans on have this leak fixed by the end to the week.

-Final paper work and documents were submitted to CSX for a permit to install for the Section Line Road Waterline Project.

Wastewater

-Waste Water Treatment Plant treated 11.134 Million Gallons for the month of September.

-SSO Elimination Project – crews installed the final lateral on South Main Street on Wednesday, October 8th. Trench repairs for this leg of the project will begin this week and hopefully be completed by Friday, October 24th. Crews have begun replacing manholes on New London Ave, and will continue down East Street then move over to North Maple. A total of 24 additional manholes will be replaced. Crews are also working on restoration on West Main and will continue throughout the Fall, as weather permits. Some restoration might not take place until next spring.

A crew from Indiana is in town cleaning sewers in preparation for the slip line crew. This part of the project is expected to last 6-8 weeks.

A Field Meeting is scheduled for tomorrow October 14th @ 10:00 AM with the Engineers, Contractor, USDA-RD and the Village to discuss the project. A copy of the minutes from this meeting will be provided to Council @ the October 27th Council Meeting.

-Phosphorous Removal – the Water/Wastewater crew has made progress on this issue. Right now they are testing a piece of equipment that monitors flow and feeds the right amount of chemical as needed to keep the numbers within our permit limits.

-A failed section of sewer pipe was repaired on East Fir Street.

-A large section of Storm Sewer on West Main Street across from Eastman’ s Funeral Home south side of the road is failing. This is an 18” pipe sits below the water & sewer lines. We have asked UUI if they would fix this section while they are in town. Project will cost us around $16,000.00 and will be completed by November 1, 2014.

-A small section of failed Storm Sewer on West Main Street near the Nursing Home north side of the road will be fixed by the Village.

Street

-Crew has begun inspection and maintenance on our snow removal equipment getting them ready for the upcoming winter. Attached is a letter from Huron County Engineer Joseph Kovach advising all Twps. & Municipalities that the county will not be able to provide rock salt/de-icing to anyone this winter. I will keep Council informed if anything changes.

-Birch Park Drive Improvement Project has been resubmitted to the County for OPWC funding. The Engineering Committee will meet on Thursday, October 16th to review and rate all the Huron County Applications. There were 14 projects submitted to the county for this funding. I believe that our project has a good chance of getting funded this year.

Sanitation

-The wood chipper has been repaired and put back into service.

-Dumpster rentals continue to be in high demand and there have been a few times we had customers had to wait for dumpster due to all of the being rented. If you know you have a project coming up that you will be requesting a dumpster please call the office ahead of time and get your dumpster reserved for that time.

Parks

-2nd Annual New London Parks Gun Raffle will be held on November 1st in the Hileman Building @ 12:00 PM. 25 Guns to be raffled. Tickets are $10.00 includes meal & entry. Tickets can be bought from any Park Board Member, Gilbert’s Hardware, and The Gas Depot & at the Village Offices. All FFL Rules Apply. Do not have to be present to win. Transfers can be done the day of the drawing. Come out and support our Parks & Recreation.

Other

- A meeting is scheduled for Monday, October 20th @ 6:00 PM in CouncilChambers to review the proposed final draft of the Zoning Code Update with Paul Tecpanecatl from Poggemeyer Design Group. All Zoning & Planning Commission & Zoning Board of Appeals members have been contacted and are encouraged to attend.

-Fireland’s Electric line rebuild project has been completed.

-Columbia Gas is planning on doing some more work on line replacements on East Fir Street. A contractor has been in town filming and locating lines for the project.

-Attended the monthly HCDC meeting in Norwalk on Friday, October 10th. Council reviewed the “Financial Report” as well as reviewed the “Moving Ohio Forward Demolition Projects” that took place this year around the County. Accepted nominations for the Election of Officers that will be voted on during the November meeting. Also announced that HCDC has received a grant from AEP.

2015 Budget Meetings are scheduled as follows:

*November 10, 2014 @ 6:00 PM – Water/Sewer/Fire Department

*November 24, 2014 @ 6:00 PM – Street/Sanitation/Income Tax/General (All Other)

The Mayor then asked if there was a report from the Police Department. Chief Marko stated that officers will attend driving school at Mid-Ohio driving school. Chief also stated that the graffiti artist was charged with 13 counts of criminal mischief.

Bill Curtis reported that Firelands Ambulance had 39 runs in September.

The Mayor then presented Ordinance 14-25, an ordinance authorizing a restated contract with New London Township for Fire Services for 2015-2017. This ordinance was placed on a first reading. Paramore made a motion to approve the first reading. Myers seconded the motion. Roll call all ayes. No one opposed.

Ordinance 14-26, an ordinance authorizing a restated contract with Fitchville Township for Fire Services for 2015-2017.This ordinance was placed on a first reading. Curtis made a motion to approve the first reading. Cooke seconded the motion. Roll call all ayes.

Ordinance 14-27, an ordinance authorizing a restated contract with Clarksfield Township for Fire Services for 2015-2017. This ordinance was placed on a first reading. Cooke made a motion to approve the first reading. Myers seconded the motion. Roll call all ayes.

The Mayor then asked for any old business. There was none.

The Mayor then asked if there was any new business. John Martin asked about date for Trick or Treat. Shawn informed him it is October 25, 2014 at 4-5pm.

The Mayor then asked for approval of the Schedule A bills to be paid. Myers made a motion to pay the bills as presented. Cooke seconded the motion. Roll call all ayes, no one opposed.

Schedule B of the bills to be paid was then presented. Curtis made a motion to approve Schedule B. Paramore seconded the motion. Roll call: Martin – yes; Curtis – yes; Cooke – abstain; Myers – disqualify herself; Paramore –yes.

Curtis made a motion to adjourn. Cooke seconded the motion. Roll call all ayes.
