BUDGET MEETING-MONDAY, NOVEMBER 8, 2010-6:30 PM-MUNICIPAL BUILDING

The Budget meeting of the City of Buffalo City Common Council was called to order by Mayor, Dan Wicka. Roll call: Anderson, Schuh, Lorenz, Seitz. Absent: City Superintendent: Baker. The meeting was held as noticed. Motion Seitz, second Lorenz to approve the 2011 Budget as printed. Roll call. All yes, motion carried. The regular meeting followed.

REGULAR MEETING-MONDAY, NOVEMBER 8, 2010-7:00 P.M.-MUNICIPAL BUILDING

The Regular meeting of the City of Buffalo City Common Council was called to order by Mayor Dan Wicka. Roll call: Seitz, Schuh, Lorenz, Anderson. Absent City Superintendent: Baker. Citizens: Matt Ward, Jon Chapman. The meeting was held as noticed. Motion Anderson, second Lorenz to approve minutes from October 11, 2010 meeting. All yes, motion carried.

Riverfront: Clerk personally thanked Ye Old Schoolhouse Shoppe for the donation of the carousel for the City Park and all their hard work and dedication. Motion Seitz, second Lorenz to hire Kipp Hulquist and Cody Rumpel as skating rink attendants. All yes, motion carried. Trees have been planted in the City Park.

Finance: Motion Schuh, second Lorenz to approve the 2010 amended budget. Roll call: all yes. Motion carried. Motion Seitz, second Anderson to increase Operator’s License from $12 to $20 for license and background checks. All yes, motion carried. Motion Anderson, second Lorenz to allow Mayor and Clerk to approve the Mill rate. All yes. Motion carried. Motion Lorenz, second Schuh to approve the 2011 budget. All yes, motion carried.

Building: 4 permits approved. Council decided to stay with the state for the building inspector.

Mayor: State sent out a letter that the City is not within the 10% of the full value of the same major class of property at least once in the 4 year period 2006-2009 as required by WI stat. Section 70.05(5)(d). Discussion. Table till the December meeting. Thank note was read from the Bruegger family. Bobcat can be traded in for $2000 still under warranty. Discussion. Baker to present information at the December meeting.

Clerk: Motion Anderson, second Seitz to grant Lisa Halgren Operator’s License. Website is up and running. Clerk will be doing the updates. Letter received from EMC that we saved money on our insurance. Office hours will be changing January 1st to Monday, Tuesday and Wednesday’s from 9:30-5.

Motion Anderson, second Schuh to pay bills. Roll call. All yes, motion carried.

Motion Lorenz, second Seitz to adjourn meeting. All yes, motion carried. Meeting was adjourned at 7:35 pm.
