1. Background

Bhutan Transparency Initiative (BTI) was founded in April 2013 by a group of volunteers who came together to establish a reference institution to put corruption under the spotlight by increasing transparency, integrity and accountability in Bhutan through the provision of policy-oriented research, development of training tools and facilitation of policy dialogue.

BTI looks forward to a country of GNH with citizens and governments free from the fear of corruption through promotion of transparency, accountability and good governance in the country to contribute to the fight against corruption and the promotion of integrity.

BTI engages in

  • Diagnosis of corruption issues to use findings as reference to stimulate more informed debates and to formulate more projects on anti-corruptions;
  • Building and supporting partnership and coalition of civil society organizations to fight corruption more effectively;
  • Engaging citizens and the youth in promoting integrity more actively.

BTI works closely with other relevant stakeholders including the National Anti-Corruption Commission, CSOs, media and other professional research institutes to ensure public acceptance, partnership and ownership of the findings from the above studies and research.

As a part of one of the main engagements, BTI intends to conduct a case study on Existing practices of nomination and appointment of individuals to top level positions in Bureaucracyand Board Members to various public organizations/institutions and Enforcement of Oversight Accountability in cases pertaining to acts of corruption, the result of which will be useful to educate and engage the citizens to fight the corruptions in the country.

3. Objectives

Bhutan Transparency Initiative is inviting expressions of interest from highly motivated local experts on governance and anti-corruption in Bhutan. The expert is expected to develop a background paper on “Governance in public autonomous institutions in Bhutan“. The research has 2 objectives:

A. To analyse the existing laws and bi laws and effectiveness (practice) of:

  1. Current appointment, functions of Board of Directors
  1. Existing laws and by laws governing the practices

B. To analyse the following two institutions with regards to their resources, independence, transparency and effective governance

  1. Public Corporations
  2. Autonomous agencies

The research should be based on desk research. The researcher is encouraged to make use of all relevant documents published by ACC as a rough guide, but is not expected to systematically answer all of the indicator questions.

The expected level of effort is estimated at 15 days over a 4 week period

  1. Deliverables

1 case study report on ‘Governance practices in public and autonomous institutions’ (BTI will review the draft paper after 3 weeks and may request some changes or additional research to be completed before the end of the assignment).

  1. Selection Criteria

The Consultant should have the following qualifications:

  • Significant research experience on governance and anti-corruption issues
  • Excellent knowledge of the anti-corruption system in Bhutan
  • Demonstrated qualitative research skills,
  • Highly motivated and committed to the values of transparency and integrity
  • Fluency in English
  1. Remuneration

The Consultant will receive a lump sum Nu. 2,00,000 (travel cost will be paid separately) for this assignment.
