BSNL plans to launch 4G services in sixcircles

State-run telecom company Bharat Sanchar Nigam (BSNL) plans to launch high-speed fourth-generation (4G) services across six telecom circles, of the 20 circles where it operates. BSNL is in talks with various telecom companies, including Reliance Jio Infocomm (RJIL) and SSTL, for a strategic tie-up.

BSNL CMD Anupam Shrivastava told FE that they were open for a strategic tie-up for 4G operations and are in talks with various telecom companies in this regard. However, he did not name the telcos.

Telcos are eagerly awaiting announcement of the guidelines on spectrum sharing and trading, which is expected to be in place in a month or two.

Official sources said for BSNL, RJIL would be the first choice, as RJIL has already signed a pact with BSNL to lease out 4,000 of its mobile towers. It is the only telco that has 4G spectrum in 2300 MHz band across all 22 telecom circles. But, unlike RJIL, that plans to launch 4G services in few selected circles in next one or two months, BSNL is expected to start its 4G operations in six of its circles only by March 2016.

On the other hand, Russia’s SSTL, that operates in India under MTS, offers mobile services across nine circles. MTS has, however, denied any such plan.

BSNL has limited spectrum to offer full-fledged 4G services and would need at least 5 MHz for successfully rolling out 4G services and is looking to partner with other telco.

BSNL is currently overhauling its operations and upgrading its networks. It is also looking at convergence of its wireless and wire-line networks to provide high speed data 4G services. It has broadband spectrum in 16 telecom circles.

A senior BSNL official explained that BSNL may offer 4G service in around eight to nine telecom circles and would compensate it with a similar quality of network on Wi-Fi and 3G and to offer seamless connectivity.

BSNL is also integrating its network with 3G, 4G network so that customer can be seamlessly transferred to Wi-Fi.

BSNL is investing about Rs 7,000 crore in setting up Wi-Fi hotspots integrated with 3G, 4G networks across the country over the next two years.

New connections have risen, claims Mysuru Telecom District

The Bharat Sanchar Nigam Limited’s (BSNL) ‘tempting’ scheme – unlimited free calls from its landline at night to any landline or mobile network across India – seems to have helped it regain lost ground in the landline market.

Consequent to the launch of the scheme on May 1, the number of new landline connections had seen a rise, claims the Mysuru Telecom District (MTD), which controls Mysuru and Chamarajnagar districts.

The scheme was available across all the plans, except the Rs. 140 a month plan, and is applicable from 9 p.m. to 7 a.m.

“Last month alone, new landline connections went up by 54 percent,” said T.V. Venkatram, Principal General Manager, Mysuru Telecom District (MTD), Mysuru.

Mr. Venkatram toldThe Hinduthat the MTD had been doing its best to popularise the offer through various mediums.

“It is perhaps for the first time since the inception of BSNL that free unlimited calls have been offered to its landline customers,” he said.

On the continuation of the offer, Mr. Venkatram said, “The offer had come into effect from May 1. It’s a policy matter taken at the highest level and I cannot comment on how long the scheme would be offered.”

Mr. Venkatram admitted that the landline connections had marginally dropped over the years in MTD limits, owing to increase in its mobile connections.

“Landline customers switched over to our mobile connections for convenience and surrendered the landlines. Importantly, the customers have not left the BSNL since they chose its mobile services,” he replied.

In reply to a query, he said there were 70,000-plus BSNL landline connections in both Mysuru and Chamarajnagar districts.

A year ago, MTD had 75,350 connections.

The landline connections in previous years were like this – 86,578 (2011); 87,570 (2012) and 83,791 (2013). Notably, broadband and mobile connections have gone up since 2011.

A representative at the BSNL Tele Shoppe at Saraswathipuram here said, “The response to the scheme is good and new connections went up reasonably. The scheme is available for all phones except for the basic plan. People making STD calls opted for new connections since STD calls were also free between 9 p.m. and 7 a.m.”

1. BSNL Free Roaming is a Permanent Offer or a Promotional Offer?

 At present BSNL Roaming Free Offer (free incoming voice call facility while in national roaming) will be available as an offer for a period of one year one PAN India basis from 15.06.2015.

2. Is it applicable for Prepaid and Postpaid Mobile users too or Not.

 Yes, BSNL Free Roaming will be available for all Prepaid and Postpaid customers.

3. Whether Free Roaming is applicable across India or in for some areas only.

 It is applicable across all over India including Mumbai & Delhi (Service areas of MTNL).

4. What are the Outgoing Voice Call charges in Roaming? Can BSNL home area plans applicable or not?

 In Roaming all outgoing call charges are charged at Rs.0.8 / Minute for local calls and Rs.1.15 / Minute for STD calls (No Change in Roaming Tariff).

5. Whether all STVs (Voice / SMS / Data / ISD) can work in Free Roaming across India.

 No, Special Tariff Vouchers (STVs) will not work in Roaming areas except BSNL Data STVs / SMS STVs.

6. What are the BSNL Data Charges during Free Roaming across India?

 The data charges are same for both Home area and for Roaming areas too, All BSNL Data STVs are also allowed in Free Roaming.

7. Will Mobile Users can recharge with any Special Tariff Voucher / Plan to avail Free Roaming? If yes how much?

 No, Mobile Customers do not recharge with any BSNL Roam Free STV, it available as default feature. Free incoming voice calls while in national roaming will be implemented by creating Prepaid STV / Postpaid Add-on of Rs. 101 (+/-3) under BSNLmobile services. STVs/Add-on plans will be automatically added to all the BSNL mobile customers account notionally at Free of cost(without any additional charge) initially for a period of one year as a goodwill gesture.

8. Is there any Roaming charges for a customer, who receives ISD call in Roaming.

 No Charges for a customer who receives ISD Call in Roaming.

9. Whether existing Roaming Free STVs / Plans are still in alive after 15.06.2015.

 The existing BSNL Roaming Packs STV5, STV69, STV33 & STV90 under prepaid mobile services and Add-on plan with FMC of Rs. 61 under postpaid mobile services, which allows the BSNL Mobile customers to get the all incoming calls as FREE of charge to talk to their beloved ones while on travel in BSNL / MTNL network areas across India are withdrawn from 15.06.2015.

10. If a customer already recharged with Roaming STV having certain validity, and after discontinuing roaming STVs from 15.06.2015, he is eligible for Free Roaming or Not.

 Yes, he is eligible for Free Roaming.

11. After One Year, Can Subscribers will recharge with any Roaming STVs.

 At present BSNL Offers Free Roaming for all Mobile Users for One Year, after that, this may be extended / discontinued according with Govt Decisions.

In 2002 when BSNL entered into mobile services, BSNL started free incoming calls for the first time within License Service Area (State). Prior to that, the customers had to pay for incoming calls also, at the rate as high as Rs.16/- per minute. Today the tariff in Indian Telecom Industry in India is the lowest in the world, This credit also goes to BSNL because before entry of BSNL in mobile telephony, the call rates charged by private operators were as high as Rs.24/- per minute.

BSNL revises voice STVs by reducing validity and freebies

Following the recent revision of 2G/3G data STVs, BSNL has nowrevised its voice STVs across the country. The validity of many vouchers has been reduced along with freebies.The newtariff will be applicable starting todayon pan India basis.

BSNL’s most popular STV135 (335 Local/STD min 30 days) has been revised to 300 Local/STD minutes for 28 days. To compliment for the reduction inbenefit on STV135, BSNL has introduced new STV159 which offer 365Local/STD minutes for 30days. Similarly STV33( 80 Local/STD onnet mins 6 days)revised to 72 Local/STD onnet mins for 5 days.

Validity reduced

Apart from above revisions, validity of the following STVs has been reduced.

1.STV44(Local any net 1.4P/2Sec 30 days) validity reduced to 24 days.

2.STV122(Local any net 1.4P/2Sec 90 days) validity reduced to 81 days.

Overall Telephone Subscriber Base Rises to 999.71 Million: Trai

The total telephone subscriber base in the country rose marginally to reach 999.71 million at the end of April, on the back of growth in wireless users, sectoral regulator Trai said. The telephone subscriber base stood at 996.49 million at the end of March, Telecom Regulatory Authority of India (Trai) said.

"The urban subscription increased from 577.18 million at the end of March-15 to 580.13 million at the end of Apr-15, and the rural subscription increased from 419.31 million to 419.58 million during the same period"Traisaid in a statement.

The wireless subscriber base increased to 973.35 million at the end of April from 969.89 million in March whereas wire-line base continues to decline and has been reduced to 26.36 million at the end of April from 26.59 million in the preceding month.

The wireless tele-density increased from 77.27 percent to 77.46 per cent while overall wire-line tele-density declined to 2.10 per cent from 2.12 per cent in the reported period.

As on April, 30, 2015, the private access service providers held 91.65 percent market share of the wireless subscribers whereasBSNLandMTNL, the two state-run access service providers, held only 8.35 per cent market share, Trai said.

"Himachal Pradesh service area recorded the highest growth rate in wireless subscribers during the month of Apr-15, whereas Karnataka service area showed maximum decline in subscriber base during the month," the regulator added.

In wire-line segment, BSNL and MTNL held 74.81 percent of the market share. Trai said in April, a total of 3.17 million subscribers submitted their requests for mobile number portability (MNP).

The regulator added that as per the reports received from the service providers, the number of broadband subscribers increased from 99.20 million at the end of March to 100.76 million at the end of April with monthly growth rate of 1.57 per cent.

In the wireless segment, the subscriber base ofBharti Airtelstood at 228.25 million,Vodafoneat 184.56 million, Idea at 159.20 million, Reliance Communications at 109.80 million,Aircelat 82.01 million, Tata Teleservices at 62.56 million,Uninorat 46.78 million, Sistema Shyam Teleservices at 8.83 million and Videocon Telecom at 7.30 million. The subscriber base of BSNL stood at 77.81 million whereas that of MTNL stood at 3.48 million.

BSNL to Set Up 40,000 Wi-Fi Hotspots With Investment of Rs. 6,000 Crores

State-run BSNL will set up 40,000 Wi-Fi hotspots across the country, entailing an investment of about Rs. 6,000 crores.

The tender for the project is likely to be floated by July and it will be completed by 2018.

"BSNL will set up 40,000 Wi-Fi hotspots across the country and the project is likely to be completed by 2018," Telecom Minister Ravi Shankar Prasad said while launching Wi-Fi facility at Taj Mahal.
