BRUTAL MURDER CASE OF YOUNG LADY WORKED OUT.

FATHER-IN-LAW OF VICTIM ARRESTED, WEAPON OF OFFENCE AND BLOOD STAINED MOBILE PHONE OF ACCUSED RECOVERED

With the arrest of accused namely Arshad Ali @ Nathu (aged 53 years) S/o Late Jaheed Ali R/o L-Ist Block, Sangam Vihar, New Delhi, staff of PS Neb Sarai, South District has solved a brutal murder case of a young lady.

INCIDENT:

Smt Sabina (victim) w/o Sabir R/o H. No. 2434/15, L-Ist Sangam Vihar, New Delhi was residing with her husband and 2 years old daughter as tenant at Ist floor of the premises for the last 1-1/2 years. The accused Arshad Ali @ Nathu (father-in-law of victim) S/o Late Jaheed Ali was also residing at the 2nd floor in the same premises.

On 29.04.12, Mohd Saleem (eye witness of the incident) s/o Sh. Abdu Gani (landlord) R/o L-Ist, H. No. 2404/15, Sangam Vihar reported that at about 8.45 PM, he was going to his house and when he reached in front of H. No. 2434/15, L-Ist, Sangam Vihar, he saw that his tenant Arshad Ali @ Nathu was getting down through stairs hurriedly. His shirt was blood stained and he was having blood stained knife in his hand. Thereafter, Arshad Ali ran towards Ashthal Mandir Road. The eye witness Mohd. Salim moved up on the stairs and saw blood on the stairs and dead body of victim Sabina was lying on the first floor in pool of blood. Accordingly, he called the police. On the statement of eye witness, a case vide FIR No. 126/12 dated 29.04.12 was registered and investigation taken up.

INVESTIGATION:

To nab the accused, a team consisting of Inspr Vinod Pal,
SI P.N. Verma, S.I. Pravesh Lamba, S.I. Manmeet Malik, S.I. Rakesh Kumar, ASI Suresh, ASI Mohd Yusuf, HC Manohar Singh No. 170/SD, HC Ashok No. 1522/SD, Ct Jai Kumar 2888/SD, Ct Ritesh No. 1726/SD and Ct Lakha No. 1027/SD was formed under the leadership of Inspr Jarnail Singh, SHO/Neb Sarai and overall supervision of Sh. Rajender Singh, ACP Mehrauli. The members of team worked relentlessly and enquiries were made from the large number of local residents. Several raids were conducted at the possible hideouts of absconding accused Arshad Ali @ Nathu. Sources were deployed to get any clue about the absconding accused before he could escape to other states. The hard work and painstaking efforts made by the team bore results. On 01.05.12, a secret information was received from a reliable source that accused Arshad Ali would come in JamunwalaPark, Hauz Rani, New Delhi to meet his sister. Immediately, the team laid traps at and around JamunwalaPark and apprehended accused Arshad Ali.

INTERROGATION:

During interrogation, accused Arshad Ali confessed to have committed the murder of Sabina. He disclosed that he had infatuation on his daughter-in-law namely Sabina and he wanted to establish physical relations with her. Earlier, the accused was residing with his son Sabir and his family in Hauz Rani, New Delhi. At that time, the accused had also tried to tease his daughter-in-law but the matter was sorted out with the intervention of family members and accused Arshad Ali had felt embarrassment. However, no complaint was lodged with the police, yet accused determined that time to take revenge of his insult. Due to his bad intention towards his daughter in law, he further attempted on 29.04.12 in the evening. He went into the room of his daughter in law and found that Sabina was alone with her daughter, who was sleeping at that time. On finding the opportunity, he tried to convince the victim but when she refused to accept his ill demand and slapped him. On this, accused Arshad Ali got furious and stabbed his daughter in law repeatedly with chopper (knife used by butcher) and escaped from the spot. He threw the blood stained knife and shirt in the hilly area near M Block, Sangam Vihar while escaping. During investigation, blood stained knife, shirt and mobile phone of deceased were recovered at the instance of accused.

RECOVERIES :

  1. Weapon of offence i.e. blood stained knife (chopper).
  2. Blood stained shirt of accused.
  3. Blood stained mobile of accused.

PROFILE OF ACCUSED :

Arashad Ali @ Nathu (aged 53 years) S/o Late Jaheed Ali R/o H. No. 2434/15, L-Ist, Sangam Vihar, New Delhi is illiterate. He originally belongs to Village Chamarpur, Badayun, UP. He shifted in Delhi 3 years ago. He is painter by profession. His wife was expired 7 years ago. He has four children including two daughters.

Whereas, a large number of private courier services operate in and around the capital to facilitate sending of goods through courier across the country.

And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his of her address thereby paying the way for unscrupulous persons using the courier services for illegal activities.

And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitation courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.

And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

Now therefore, in exercise of the powers conferred upon me by virtue of section 144 Cr.P.C., 1973 (N0. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s is Notification No.U-11036/(i)UTL, dated 09.09.2010, I, Ved Prakash Surya, Asstt. Commissioner of Police, Sub-Division, Seema Puri/North-East District, Delhi do hereby make this written order that all such private courier services or agents who deal in booking and sending goods in the jurisdiction of Sub-Division, Seema Puri, North East District, Delhi shall:-

(a)Maintain a register of courier senders and detail of goods to be sent through courier.

(b)Keep copies of identification documents like election card, ration card, PAN card, driving license etc. of the courier sender for access by the police as and when required.

(c)Crosscheck from the concerned company of office if its representative or employee approaches for getting the goods booked for courier in case sender is acting on behalf of a company of office or organization.

(d)Generally satisfy one about the goods before accepting the goods before accepting the packet/parcel booked for courier.

(e)Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier.

(f)The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.

(g)The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

(h)Inform the nearby police station if the courier sender of the goods is found suspicious.

These orders shall come into force with effect from 02.05.2012 to 30.06.2012 and shall reaming in force for a period of 60 days (both days inclusive) unless withdrawn earlier.

Any person dealing in business of courier services or argent who contravenes this order shall be liable to be punished in accordance with the previsions of section 188 of the I.P.C.

As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all Add.CsP, DCsP, Addl.DCsP. ACsP, Tehsil Offices, all Police Stations concerned and the offices of NDMC and MCD.

Whereas information has been received that some people/groups may indulge in activities prejudicial to the maintenance of peace in North-East District, Delhi.

2.And whereas such activities may seriously endanger life and property of the citizens and maintenance of law and order in the North-East District, Delhi.

3.Now, therefore, I, Ved Prakash Surya, Asstt. Commissioner of Police, North-East District, Delhi in exercise of the power conferred upon me under Section 144 Criminal Procedure Code, 1973 (No. 2 1974) read with Govt. of India Ministry of Home Affairs, New Delhi’s Notification No. U -11036/1/2010-UTL, dated 09.09.2010, do hereby make this written order prohibiting the carrying of ‘ MASHAL’ i.e. torch carrying live flames or live fire candles or live fire in any form in processions, rallies functions, in the entire area of Sub- Division Seema Puri Delhi.

4.This order shall come into force with effect from 30.04.2012 and shall remain in force for a period of 60days i.e. upto 28.06.2012 (both days inclusive) unless withdrawn earlier.

5.Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

Whereas a large number of commercial places/shops have come up in North-East Distt., Delhi which are popularly known as Cyber Cafes and a large number of people visit them to use the facilities available in such places including e-mail facility.

1) And whereas it has come to notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public, endanger the security of VVIPs and Govt. Institutions help in the terrorist activities directly affecting the security of the State.

2) And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life of safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility.

3)Now, therefore, I, Ved Prakash Surya, Assistant Commissioner of Police, Sub Div. Seema Puri, North-East District, Delhi in exercise of the power conferred upon me under Section 144 Criminal Procedure Code, 1973 ( No. 2 1974 ) read with Govt. of India Ministry of Home Affairs, New Delhi’s Notification No.U-11036/1/2008-UTL, dated 26.11.2008, do hereby make this written order for strict compliance by the owners of such Cyber Cafes in the entire Sub Div. Seema Puri, North-East District, Delhi.

(a)Prohibiting the use of Cyber Café by unknown person and whose identity has not been established by the owner of Café.

(b)Maintaining a register for identity of the visitor/user.

(c)Make an entry in the handwriting of the visitor/user mentioning name, address telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose.

(d)The identity of the the visitor/user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them).

(e)Activity server log should be preserved in main server and its record should be preserved for at least six months.

(f)If and activity of the visit is of a suspicious nature the owner of Cyber Café will immediately inform the police station

(g)Record be maintained about the specific computer used by the person, and

(h)Make sure that the users of Cyber Café are photographed on continuous basis and a record of the same is being maintained properly.

4) This order shall come into force with effect from 30.04.2012 and shall remain in force for a period of 60 days i.e. upto 28.06.2012 ( both days inclusive) unless withdrawn earlier.

5) Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

PRESS RELEASE

ROBBERS ARRESTED.

South-East District police has arrested six robbers and worked out a sensational case of robbery. (1) Rajeev. Aged 24 years, (2) Ram Lakhan, aged 22 years (3) Sunny Schdeva @ Kainchi, aged 26 years (4) Rahul @ Chetan, Aged years (5) Sahil @ Bablu @ Azad. Aged 27 years and (6) Sajid, Aged 28 years have been arrested in this case.

Incident

On 13.04.2012, a PCR call was received regarding snatching of bags at Defence Colony flyover near CentralSchool, New Delhi. The complainant Keshav Dutt Sharma, Age 27 years s/o Ram Sharma reported that he along with his office colleague Brij Bihari Rana, Age 37 years, both employees of SCT Ltd, Badarpur, New Delhi, were coming in a car from Karol Bagh after receiving money. At about 5.25 PM when they reached under Defence Colony flyover, some boys came on motorcycle and robbed them of Rs.25 Lakhs by showing arms. On the basis of complaint, case vide FIR No. 113/2012 dated 13.04.2012 U/S 392/34 IPC & 25/54/59 Arms Act was registered in PS Amar Colony, New Delhi.

INVESTIGATION

A special team comprising of SI Mohinder Singh Dahiya, SI Ashish Dalal, SI Prakash Chand, SI Pappu Lal Katewa No. D-4164 (Spl. Staff South East Distt.) ASI Bhagirath No. 2526/D (Spl. Staff South East Distt.), HC Devender No. 2264/SE, HC Jogender Singh No. 123/SE, HC Ramesh Sharma No. 1335/SE, HC Anil Kumar No. 318/SE, HC Jeet Singh No. 256/SE, Ct. Vinod Kumar No. 1340/SE, Ct. Devender No. 1202/SE, Ct. Sushil Kumar No. 1281/SE was constituted under the supervision of Insp. Govind Sharma, SHO/Amar Colony and Inspr. Akhilesh Yadav (Spl. Staff South East Distt.) under overall supervision of Sh. Harcharan Verma, ACP Lajpat Nagar. During investigation it was revealed that some public persons had witnessed the incident and even followed the motorcycles of the robbers. They were able to note down last digits of one of the motorcycles as 5064.

List of motorcycle having 5064 as last digit was obtained and verification /discreet enquiry of owners/users was made. Out of 215 such vehicles, the team zeroed in on one of the vehicle owners having motorcycle bearing number 5064, Rajeev Kumar r/o Pratap Nagar.

Rajeev Kumar, age 25 years s/o Mahaveer r/o 10627/6 Andha Mughal, Pratap Nagar, PS Gulabi Bagh, Delhi, who is registered owner of Motorcycle No. DL 6S AF 5064 is a BC of the area of PS Gulabi Bagh and was found to be previously involved in many cases including robbery. Accused Rajeev was apprehended on 20/04/2012 and interrogated in the case. On sustained interrogation, he broke down and accepted his involvement in this case and disclosed about his accomplices in the commission of this crime. He was arrested in the case on 20/04/2012.

PERSONS ARRESTED:

On the basis of the disclosure and information provided by accused Rajeev and subsequent investigation, section 395/397/412/120B IPC & 27 Arms Act were added in the case and following persons were arrested:

  1. Ram Lakhan S/o Pooran Chand R/o No. 4019, Gali No. 34, Raigarpura, Karol Bagh, New Delhi arrested on 21.4.12
  2. Sunny Sachdeva @ Kainchi S/o Late Sh. Dharam Chand Sachdeva R/o H. No. 62 Block D-4/4, Rama Vihar, Village Mohd. Pur, Majri, Delhi-81, arrested on 26.4.12
  3. Rahul @ Chetan S/o Suresh Chand R/o C-8/27, Sec. -5, Rohini Delhi-85, arrested on 26.4.12
  4. Sahil @ Bablu @ Azad S/o Late Sh. Babu Khan R/o H.No. C-5/63, Sultanpuri, Delhi, arrested on 29.4.12
  5. Sajid S/o Nizamuddin R/o H.No. J-IInd -31, C-446, J.J. Colony, Wazirpur, Delhi, arrested on 30.4.12

All the above named accused persons had committed Dacoity. Sajid was the one who had provided information about the money transaction.

RECOVERIES MADE

  1. One country made Pistol .32 bore loaded with five live cartridges, one red Pulsar Motor Cycle No. DL-8S AM 7566 and Rs. 3,30,000/- recovered from accused Sunny. The motorcycle was stolen from P.S. Bharat Nagar in April, 2012.
  2. One Motorcycle No. DL6S AF 5064 Black Pulsar and Rs.80,000/- recovered from accused Rajeev Kumar.
  3. One Motorcycle No. DL6S AF 9731 Silver colour and Rs.45,000/- recovered from accused Ram Lakhan.
  4. Rs.1,28,000/- recovered from accused Rahul.
  5. Rs.1,72,000/- recovered from accused Sahil @Bablu.

Total cash recovered from all arrested accused persons: Rs. 8 Lakh 55 Thousand.

MODUS OPERANDI

On sustained interrogation of the accused persons, it was revealed that in the evening of 13.04.2012 Ram Lakhan and Sunny Sachdeva came to the house of Rajeev, at Andha Mughal, Pratap Nagar, Gulabi Bagh, Delhi. They planned to commit a robbery, other accused persons were also informed. As per plan, they all assembled at JeewanMalaHospital, Near Liberty Cinema. They were having three Motorcycles and one Santro Car. Ram Lakhan received information about the details of the persons and vehicle carrying money in the Wagon R Vehicle No DL 8 CU 0371. Ram Lakhan informed all the accused persons about the spotting of vehicle as well as the route taken by the car. All of them followed the car and on getting opportunity, they robbed the occupants near Kendriya Vidhyalaya, under Defence Colony flyover.
