Manager

Bruce Baker is a certified Project Management Professional and Certified Software Tester with more than 25 years of Information Technology and management experience. Located in Little Rock, Arkansas, he serves as the Manager of HZA’s privatized Quality Assurance Unit situated within the Arkansas Department of Human Services’ Division of Children and Family Services. In this role, Mr. Baker provides leadership to the Unit staff who are responsible for producing periodic and ad hoc management reports for the Division’s leadership and legislative consumption, conducting special studies and performing contractmonitoring of service providers. He has developed several intranet-based data collection and reporting tools for use by Unit and Division staff, and guided the conversion of the coding used to generate the reports to a SQL structure. As Manager of the Quality Assurance Unit, Mr. Baker develops evaluation methodologies and data collection instruments and ensures the integrity of all data, regardless of source or method of collection. He also provides guidance to the staff who perform the quantitative and qualitative analyses, and verifies the accuracy of their results.

Prior to joining HZA, Mr.Bakerworked as a Project Manager at Northrop Grummanwhere he spearheaded the modernization of Arkansas’s Medicaid legacy system. He led a team that created reports to satisfythe Centers for Medicare and Medicaid Services’ (CMS) mandates and replaced and updated legacy reports as well as created new reports for key stakeholdersat all levels of the State. In addition, Mr. Baker developed IBM Cognos Business Intelligence frameworks and reports and managed efforts to ensure compliance with Minimum Acceptable Risk Standards for Exchanges (MARS-E), Version 2.0 security standards. He also coordinated efforts to reconcile client coverage and overlapping segments with the Medicaid Management Information Systems (MMIS) vendor. Prior to his time at Northrop Grumman, Mr. Baker served as the Reporting Team Lead at EngagePoint, Inc. where he led the development of a modern eligibility, enrollment and case management system for Missouri’s Medicaid program. Preceding that, he served as a Project Manager at Missouri Employers Mutual where he managed the implementation of an Information Technology knowledge management system in Microsoft SharePoint.

Mr. Baker also has experience working directly for state agencies, having spent six years working for the Missouri Office of Administration’s Information Technology Services Division, first as a Software Tester and later as a Project Manager. In the former role, he developed and executed comprehensive software testing plans andensured the quality of all software applications by working with developers to correct defects and retest bugs. In his role as Project Manager, Mr. Baker managed a portfolio of more than 50 software applications with a total value of more than $10 million. He managed numerous projects including one which facilitated the distribution of several million dollars annually to low income individuals for home energy efficiency improvements, and he coordinated the development of a custom software application that would facilitate the distribution, accounting and auditing of these funds. He also designed web-based and graphical user interfaces to enhance the system’s ease of use.

Mr.Bakerearned his M.B.A. in 2010 from Excelsior College in Albany, New York. He also holds two Bachelor’s degrees: one in Computer Information Systems from Excelsior, and one in Economics from the Missouri University of Science and Technology in Rolla, Missouri.

Bruce Baker is a certified Project Management Professional and Certified Software Tester with more than 25 years of Information Technology and management experience. Since joining the firm in November 2017, he has guided the conversion of the coding used to generate the various reports to a SQL structure, verifying the results, expanding the capacity of the reporting programs and offering DCFS a seamless transition to analytic tools and processes required by the State.
