Brownfield Task Force Minutes

The regular meeting of the St. Louis Brownfield Task Force was called to order by Chairman Don Schurr on Monday, December 19, 2005 at 4:00 p.m.

Members Present: Melissa Allen, Julie Brush, Mari Anne Layman, Harold McClintic, Don Schurr

Members Absent: Bernie Bessert, George Kubin

Other Present: City Manager McConkie

Moved by Harold, supported by Julie to approve the minutes of the November 21, 2005, meeting All Ayes

Great Lakes Petroleum Update:

AKT will perform Phase I in about 2weeks. Should have Sampling Plan by the next meeting.

Moved by Melissa, supported by Harold to approve Phase II at the Rowley Church property in the amount of $41,500.00. All Ayes

Rowley Church Property Update:

Expect Sampling Plan approval in 3-4 days. Have completed last two borings NW corner. Possible there is an existing underground storage tank on site. AKT will perform an Electro Magnetic Survey, but there can be no snow.

Tester Site Update:

Approximately $10,000 to update Phase I and add Hagen residence.

Moved by Harold, supported by Julie to approve Phase I at Tester property and Hagen property (202-210 North Street) in the amount of $1,900.00. All Ayes

Moved by Harold and supported by Julie to approve Phase I – Great Lakes Petroleum Property and Adjacent Residential Lot in the amount of $2,200.00. All Ayes

Moved by Harold and supported by Julie to adjourn at 4:55 p.m. All Ayes.

The regular meeting of the St. Louis Brownfield Task Force was called to order by Chairman Don Schurr on Monday, November 21, 2005 at 4:00 p.m.

Members Present: Melissa Allen, Bernie Bessert, Julie Brush, George Kubin, Mari Anne Layman Harold McClintic, Don Schurr

Members Absent: None

Other Present: City Manager McConkie

Moved by Bernie, supported by Harold to approve the minutes of the October 17, 2005, meeting All Ayes

Update on Projects: Dave VanHaaren informed members that letters have been sent on Rowley Church Property, Tester Site and Great Lakes Petroleum Site. Received approval from DEQ today. Will perform Phase I, II, BEA at Great Lakes Property. Rowley Church-Phase II, Tester Site-BEA, Due Care Plan. Would like to Update existing Phase I.

Moved by Bernie, supported by Harold to approve Phase I, II, BEA at Great Lakes Property. Phase II at Rowley Church Property, BEA and Due Care Plan and Update Phase I at Tester Site. All Ayes

Rowley Church-Bill Brown demolition deadline has not been met. City Council will need to make decision to move ahead with demo. AKT will perform sampling Tuesday. City has received a 30 day extension from Railroad,

Dixon Car Wash Project is complete and closed out.

Discount Muffler Update- Have had 82 customers in the last ten days. MDOT requests they close the 2nd entrance (M-46) closest to the traffic light. City Manager stated to meet site plan requirements they will have to close the entrance for additional parking.

Members would like City Manager to investigate Ordinance to address trailers being parked for storage.

The regular meeting of the St. Louis Brownfield Task Force was called to order by Chairman Don Schurr on Monday, October 17, 2005 at 4:00 p.m.

Members Present: Melissa Allen, Bernie Bessert, Julie Brush, George Kubin Harold McClintic, Don Schurr

Members Absent: Mari Anne Layman

Other Present: City Manager McConkie

Moved by Bernie, supported by Harold to approve the minutes of the September 19, 2005, meeting with the following correction: Delete Julie Brush from Members Present. All Ayes

Update on Discount Muffler and Battery: Harold and Bernie commented on how nice the business looked. Owner would like additional piece of property located nearby for semi-trailer/van to store returnables. Will check with DDA Director for available property. ADM was discussed as possible site.

Moved by George, supported by Harold to approve Phase I & II for Great Lakes Petroleum. All Ayes.

Moved by George, supported by Bernie to approve Contract for Performance between City of St. Louis and AKT Peerless and recommend to City Council for approval. All Ayes.

There is interest in the Transfer Station by Green Side Up, Keith Kolb. Don will continue working with potential client and discuss with AKT as the need arises.

Members would like to express displeasure with AKT for not attending the meeting. Feel it is important for a representative of AKT to attend all meetings.

Moved by Bernie, supported by Harold to approve the minutes of the June 20, 2005, meeting. All Ayes

Discount Muffler and Battery was discussed. Project is moving along. Not sure of opening date.

Members discussed current inventory list. The prioritized properties to be tested are listed below:

1.  Rowley Church Property

2.  DMH Property

3.  IGA Lot

4.  Transfer Station

5.  EDC Pool

6.  Ed’s Carborator

7.  Mini-Mart

Dave updated members on the Dixon Car Wash. Closed wells, preparing a summary to submit to BRA then State.

Members discussed the ADM Property. City Manager McConkie will contact a surveyor for property surrounding ADM.

Don Schurr stated that the City can request properties to be through the County Grant. Moved by Melissa, supported by Harold to have Don submit a request for Apex Marine.

The regular meeting of the St. Louis Brownfield Task Force was called to order by Chairman Don Schurr on Monday, June 20, 2005 at 4:10 p.m.

Members Present: Julie Brush, Mari Anne Layman, Bernie Bessert, Don Schurr

Members Absent: Melissa Allen, George Kubin, Harold McClintic

Other Present: City Manager McConkie

Moved by Bernie, supported by Julie to approve the minutes of the November 22, 2004, meeting. All Ayes

Don Schurr updated members on the Discount Muffler and Battery project. Developer is waiting on a Nut and Bolt inspection.

Members discussed the 2005 Grant. Award will be the end of September and the need to hire an environmental consultant.

Moved by Bernie, supported by Julie to make recommendation to City Council to hire AKT Environmental.

Work Plan has to be submitted to EPA before August 1, 2005.

Next meeting is scheduled for Monday, August 3rd at 4:00 p.m.

Mari Anne will prepare an inventory list of properties not yet tested and also a list of properties that we still need to obtain access agreements from.
