The selection process

  • The selection will follow a process of a confidential and external assessment of competence, followed by election for candidates considered ‘above the line’.
  • Three external assessors including a Lay Member of the Governing Body,a clinical commissioning GP from outside Bromley, and an LMC member from outside of Bromley will see the CV, personal statement and any brief accompanying letter that has been electronically submitted. (A personal statement template is attached at Annex A). They will also need to consider whether the candidate has any significant potential conflict of interest. Candidates must complete the Declaration of Interests form at Annex B.
  • Working independently, they will make a judgement of competence and a two thirds majority will constitute competence. There is no appeal.
  • If required, the ballot will be conducted by Electoral Reform Services on behalf of the LMC
  • GPs whose email address is known to the LMC will be encouraged to vote on-line
  • The remainder will be sent a postal vote
  • Votes will be counted using a single transferable vote, so voters will be asked to place as many candidates as they wish in order of preference.
  • Applicants can stand for Chair, Principal Clinical LeadandCommissioning Lead if they wish, but can only be appointed to one of these posts.
  • Votes will therefore be counted for the post of Chair first.
  • Votes for Principal Clinical Lead will be counted next.
  • For the Commissioning Lead posts: if only one non-principal GP applicant has been deemed competent to stand, that GP will automatically be selected; after the selection of the Chair and Principal Clinical Lead if more than one non-principal remains on the ballot paper, an election for the non-principal Commissioning Lead post will be held next.
  • The remaining three Commissioning Lead posts will then be elected from all remaining candidates.

Purpose

Main Tasks

The chair will be responsible for setting the strategic direction and overseeing the work of the Clinical Commissioning Group.
