Minutes of the Council Meeting

held on 4th December 2007 in the

Council Chamber, Bridlington Town Hall

Christopher Smith, Clerk to the Council, recorded the minutes.

Also in attendance were Cllr E Chadwick (ERYC) and N Johnson (BTC) plus eight members of the public and one representative of the media.

Section A

137/07 Mayor’s Welcome:

Councillor Allerston welcomed members, the media and public to the meeting.

138/07 Apologies for absence:

RESOLVED:To receive and approve apologies for absence from Councillors L & W Taylor.

139/07Code of Conduct declarations of personal and/or prejudicial interest in items on the agenda:

Councillor Finlay declared an interest in 148/07 ‘Area Action Plan’ on the basis of being the owner of a property, which could be the subject of a compulsory purchase order

140/07Public participation:

Mr Murdock raised the matter of an individual depositing rubbish around the town. The Mayor agreed to take up the matter and the Clerk would write to the principal authority.

Mrs Grimshaw asked for an update on the outstanding loan to Bridlington Community Partnership Ltd. The Mayor advised that the matter would be heard ‘In Camera’ in section B of the meeting.

Mr Felton queried the balancing of the Council’s cash account. The Clerk advised that he was satisfied that the accounts had reconciled to the bank statement for the eight months of the current year.

Mrs Gibson complained about a loose grate in Station Avenue outside of her property. The Clerk would advise the highway authority.

142/07Minutes of the Council meeting held on 23rd October 2007:

Min. 125/07(h)Councillor M Charlesworth advised that Mr Mooney wishes the Council to submit a section 14 application to attempt to resolve the obstruction to The Old Globe Inn passageway.

Min. 125/07(o) Councillor A Charlesworth raised the matter of Special Expenses. The Mayor agreed to request the matter to be placed on the next agenda of the East Yorkshire Town Councils meeting.

RESOLVED:The minutes of the Council meeting held on 23rd October 2007 are approved as a true record.

143/07The minutes of the Finance & General Purposes Committee held on the 30th October 2007:

RESOLVED:To add to the resolution underMin. 41/07 (1) Should the Community Warden service be continued, under no circumstances should the cost of operating the service be added to Bridlington’s Special Expenses.

146/07Nick Johnson’s report on the Gasworx project:

Mr Johnson gave a verbal update supported by a slide show of progress to date. He confirmed that work had commenced four week’s previously and with the run of good weather progress had been satisfactory. He answered questions and then retired from the meeting.

RESOLVED: To support a three-hour parking limit on Flamborough Road, Lamplugh Lane, Sands Lane

l.Dec 3 ERYC – response to request for a Parish Review

RESOLVED: The Clerk is to write to request that the Council considers the matter.

148/07Bridlington Town Centre Preferred Options Area Action Plan:

RESOLVED:(i) The Council criticises the format of the questionnaire and would therefore question the validity of the responses from the public;

(ii) The Council considers that to preserve and enhance the character of the town, new build should be sympathetic to and in keeping with the predominantly late Victoria or Edwardian type architecture;

(iii) A multi-storey car park should be incorporated within the Burlington Parade development;

(iv) The Council does not favour any building at the west end of the harbour or proposed new

south pier that is unconnected to marine activities, in accordance with the Coastal Planning

Guide – Marina Section;

(v) The Council considers that no buildings should be erected on South Cliff garden;

(vi) The Council does not favour the proposed location of a town square. The preferred location should be Prince Street, with it and Cliff Street closed to through traffic. Also, to open up King Street to traffic and parking and relocate the market to the Town Square in Prince Street;

(vii) The Council considers that the relocation of the foreshore fun fair to elsewhere would have a beneficial affect on the town;

(viii) The Council questions the renaming of Hilderthorpe Road as Burlington Parade;

(ix) The Council considers that in the event of the loss of the Leisure World swimming pool, that an Olympic-size replacement;

(x) The Council considers that the proposal to open up the lane leading from Bridge Street to the harbour is quite unnecessary and a waste of public finances;

(xi) The Council considers that the proposal to build 600 housing units in the town centre is excessive, unless they are to be allocated to persons who cannot afford or do not aspire to acquire private transport;

(xii) To request what proportion of the local population has responded to the AAP.

149/07Chairman of the East Riding of Yorkshire Awards:-

(i)Enhancing the Built Heritage of the East Riding of Yorkshire;

(ii)Enhancing the Economy of the East Riding of Yorkshire;

(iii)Enhancing the Environment of the East Riding of Yorkshire;

(iv)Enhancing the Social Well Being of the East Riding of Yorkshire;

(v)Chairman’s Commendation for Excellent Service (principal authority employees only).

There were no nominations put forward. The deadline for nominations is 31st January 2007.

150/07RESOLVED:Guest speakers addressing topical or emotive subjects should be afforded an

opportunity to present to the Council at an extraordinary meeting.

156/07South Marine Drive Post Office:

The Mayor accepted this as item of urgent business in view of the proposal to close this community facility.

RESOLVED:To write opposing the closure.

Section B

157/07RESOLVED:In accordance with the power granted by the Public Bodies (Admission to Meetings) Act 1960,

to resolve that the Public and Media be excluded from the meeting on the grounds that

confidential matters will be discussed

158/07Correspondence of a confidential nature from the Bridlington Community Partnership Limited:

Council was advised that BCP Ltd had not repaid the outstanding loan by the 4th December deadline agreed at the extraordinary meeting of the Council held on 9th October 2007. A recorded vote was requested to rescind the second paragraph of the 9th October resolution referring to the instigation of legal action. Although the vote was taken it was deemed to be illegal because it contravened Standing Order No. 37 (the six month rule).

RESOLVED:The Clerk is authorised to commission a valuation of No. 8 Victoria Road and to report the findings to the F&GP Committee on 11th December 2007.
