The King County Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County. The division is committed to ensuring the county's transportation system is safe and efficient for all uses and modes of travel. The Division is responsible for 1,500 miles of road and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.

The Road Services Division, Engineering Services Section, is currently recruiting for a full-time Career Service position at the Engineer IV level. The Engineer IV is a lead senior level structural engineering position to supervise staff and design complex road and bridge structures.

Under the collective bargaining agreement, first consideration is for lateral movement of current career service employees, holding the position of Engineer IV, who are members of PTE, Local 17A.

WORK SCHEDULE: Typical schedule will be 5 X 8 hour days that may include a Saturday or Sunday. Schedules are subject to change. This position is non-exempt from the Fair Labor Standards Act and is overtime eligible. Schedule mandatory overtime including after hours, weekends, and holidays may be required depending on the workload.

JOB DUTIES:

  1. Perform complex structural designs and analyses; prepare plan details, estimates, and specifications for bridges, walls, culverts and other roadway related structures.
  2. Perform complex structural studies and prepare written reports or technical memos to conclude the findings and recommendations.
  3. Act as a technical expert to supervise, review, approve and provide oversight, and quality control/assurance including certifying design and plan specifications & engineering documents.
  4. Act as a technical expertise in the evaluation and analysis of complex (multi-dimensional) sensitive and political issues.
  5. Lead the Bridge Load Rating Program and perform bridge live load rating analysis and load upgrade design.
  6. Perform as the lead to manage, review and issue overload truck and right of way use permits.
  7. Resolve structural related construction issues.
  8. Review and approve construction shop drawings, shoring plans, and design calculations.
  9. Perform structural lead inspections and reports findings.
  10. Supervise and direct the preparation of all contract negotiations and change orders. Interpret contract requirements and monitor compliance.
  11. Provide technical advice to upper managers, direction and consultation to design consultants and in-house staff engineers.
  12. Project Manager/Lead Engineer on task or project assignments from inception through construction to include: engineering design, construction management, cost and scheduling, and project management
  13. Perform routine and special inspections of existing bridges and roadway structures.
  14. Prepare bridge inspection reports per WSDOT Bridge Inspection Standards coding and Federal National Bridge Inspection (NBI) Standards.
  15. Perform bridge load upgrade, rehabilitation, seismic retrofit, deck re-surfacing, bridge widening, painting and repair designs.

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:

  • Bachelor Degree in Civil Engineer (BSCE) or an equivalent combination of education and experience that demonstrates one's knowledge of engineering principles and techniques
  • Minimum of 10+ years of working experience in developing complex bridge designs and preparation of design plans, specifications and cost estimates
  • At least 7 years of bridge project management experience related to road and bridge engineering
  • Performed at least 25 concrete and steel bridge load rating reports based on AASHTO LRFR or LFR
  • At least 7 years of experience in supervisory roles and duties
  • Experience effectively managing multiple projects and priorities under close deadlines and changing priorities
  • Experience performing field evaluation / review and provide recommendations for project scope and construction cost estimates
  • Demonstrated in-depth knowledge of pre-stressed and post-tensioned concrete, steel and timber bridge designs and its construction methods and applications.
  • Demonstrated knowledge and experience in reading, interpreting and developing engineering plans, specifications and cost estimates for road, bridge, and drainage projects
  • Demonstrated knowledge and experience in the implementation of road, bridge and drainage projects
  • Demonstrated knowledge and experience with construction project schedules including review, analysis and tracking of progress
  • Knowledge and demonstrated experience efficiently using structural design software (CSiBridge, STAAD Pro, PG Super, PG Splice, BRASS, etc.)
  • In-depth knowledge of the most updated AASHTO LRFD and LRFR Design Methodology, IBC, ACI 318, PCI Design Manual, AISC Design Manual, AWS Welding Code, etc.
  • Knowledge of management and supervisory techniques and principles
  • Skill in consultant contract negotiation and administration
  • Skill in using Microsoft Office software such as Access, Excel, Word, PowerPoint and Project

Necessary Requirements:

  • Valid Washington Professional Engineer (PE) License or the ability to transfer license to Washington State within 90 days of hire
  • Valid Washington Driver's License or the ability to obtain a Washington State license within 30 days of hire

WORKING CONDITIONS:

  • Work performed in the office and field.
  • Ability to be on call for bridge emergencies, especially in the event of damages, earthquakes and county-wide flooding situations.
  • Ability to work outdoor under unfavorable weather conditions and perform bridge inspections using an Under Bridge Inspection Truck (UBIT) from heights up to 100 feet.
  • Able to perform bridge inspection work in chest deep flowing water.
  • Ability to work in confined spaces.
  • Works outdoors, which may require climbing on bridges and walking on uneven, rocky or rough ground, or working in inclement weather.
  • Often required to stand and reach with arms and hands; physical activity including but not limited to lifting up to 50 lbs. at least waist height; carrying and moving objects.
  • Must be able to safely negotiate and traverse steep slopes, and to perform work in the field at a variety of construction sites, which may require walking on uneven, rocky or rough ground.
  • Must be able to work a variety of work hours including attending evening meetings and working nights and/or weekends and holidays when required.
