DRAFT MINUTES OF BRAYFORD PARISH COUNCIL MEETING HELD ON THURSDAY 17th MAY 2012 at 7.45 p.m. AFTER THE A.G.M. in BRAYFORD VILLAGE HALL.

PRESENT: B. Symons (Chairman), N. Barrow, A. Boddington, R. Dart, T. George,

K. Leworthy, Mrs. J. Jeyes, Mrs. B. Wilson, District Cllr. R. Edgell. In Attendance, Mrs. M. Hartnoll, Parish Clerk.

1.APOLOGIES received from M. Naden and G. Collier.

2.PUBLIC PARTICIPATION – P.C.S.O. Rozputynsky reported under (5) below.

3.APPROVAL OF THE MINUTES DATED 12th APRIL 2012 – T. George proposed and

B. Wilson seconded that these are signed as correct.

4.MATTERS ARISING:

i)Play Area sandpit – topsoil will be laid shortly and grass sown.

ii)Salt bin for Fullaford Hill – R. Edgell confirms that this will be delivered by next winter.

iii)Diamond Jubilee commemorative coins – the Chairman and Councillors will deliver these on or around 25th May to the School, Boomerangs and young people of the parish.

iv)Jubilee beacon – we have been instructed to light the beacon at Five Barrows (Mount Pleasant) at 10.15 p.m. Clerk to inform Fire Brigade and P.C. Micallef and M. Naden has agreed to write a Risk Assessment

v)Kerbstones at Brayford cross-roads – nothing to report.

vi)Future of Parish Grant system – Mr. Edgell says it is important to be represented at the further meeting to be held by N.D.C. in June, due to the serious nature of the proposed changes.

vii)Garden walls at The Nook – Cllr. Leworthy was warmly thanked for replacing rotten timber and building walls with Mr. Chris Hirst. Norman Rottenbury supplied the stone. Parish Clerk to write and thank Mr. Rottenbury and Mr. Hirst. Cllr. Leworthy was also thanked for cleaning the steps going up to the field, opposite the school entrance.

5.NEIGHBOURHOOD WATCH – no thefts, but P.C.S.O. Rozputynsky (Yorkie) had received 6 calls to the police over the last month. Cllr. George telephoned the police to report that a sheep had been savaged at Popham Farm, only to hear that our allocated Police Officer was out of the area for a week. Yorkie explained that under these circumstances the Barnstaple office resources any officer to deal with problems. This was considered unsatisfactory due to the fact that clues/identifications etc. are lost. Yorkie took the Village Jubilee programe.

6.LENGTHSMAN

Cllr. Barrow will report to the Lengthsman: Pot-holes on the road from Walland Cross to Blakewell, by Orestone Cross, and also at the bridge at the bottom of Blakewell. Huge pot-hole on the road up to High Bray Church. On the A399 to Bratton Fleming a drain cover has been lifted from its frame. Water pours down to the village from this direction. Following repairs to the broken mains pipes in the village by the old garage, the road now has a dangerous slope on it, and there is also a broken drain here. The drain is blocked outside the telephone box.

7.PROJECTS UPDATE

a)High Bray Church Bells – Cllr. Jeyes displayed the sample booklet which she and Julian Tewkesbury have produced with three quotes for printing it. Some discussion took place and it was decided to accept the cheapest quote and to order 100 copies with colour on the front page and black and white inside. N. Barrow proposed and T. George seconded that the cheapest quote is accepted. I t was further agreed to give a free copy to those who contributed to the booklet (10 in number), and that Mr. Tewksbury should be reimbursed for his expenses.

b)Charles Village Green – Cllr. George has mown the site once.

c)Defribillators – Cllr. Boddington confirms that the order for 2 defribillators is going ahead. The Village Hall Committee has approved that one is installed at the Village Hall.

8.PLANNING APPLICATIONS

1.Erection of stable and hay/straw storage building incorporating a change of use at Town Barton, Charles.

2.Listed building applicationfor repairs and improvements to farmhouse and repairs to adjacent farm buildings for ancillary accommodation at Mockham Down.

3.Extension to dwelling and retrospective access at Deerpark Farmhouse.

Withdrawn: Erection of Manager’s dwelling at Higher Shutescombe.

9.FINANCE

Nat.West.Statements dated 1st May 2012: Current Account: £5,085.17; Church Bells Account: £6,435.99; Reserve Acct.: £23,355.93. (Included in Reserve Acct.: Parish Paths £452; Play Area £3,520.31; Possible election costs £850, and £5,000 to come from No. 2 account in due course).

The annual Auditor’s Report, prepared by Mr. Martin Hickman and Mrs. Hartnoll, was approved and signed as correct by the Chairman.

Received: V.A.T. £2,142.38 (£1,700.84 to be transferred to Bells account, see cheque below).

N.D.C. Precept and Grant, £584.

Church Bells Account, £750 grant from Grand Lodge of Devon Benevolent Fund.

Outgoing:

Mrs. M. Hartnoll, hours of work increased to 13 p.m. = £117.84 + postage, £38.16 = £156.00.

Mrs. C. Smith, £3.30 for fly and insect killer for the telephone box.

Community First, insurance policy renewal, £433.50.

From Current Account No. 1 to Current Account No. 2, V.A.T. refund, £1,700.84.

T. Bawden, Millenium Site Maintenance, £280;Hire of Village Hall, 12 meetings, £120;

N. Barrow proposed and A. Boddington seconded this expenditure.

10.MEETINGS ATTENDED

Cllr. Jeyes distributed the Jubilee programme produced by the Village Hall Committee.

Costs are increasing at the Village Hall, especially the cost of gas. There are fund-raising events planned for repairs to the Hall. The Committee is very grateful to the Parish Council for the annual Grant, and requests, if possible, a donation within the Precept. The Chairman agreed that with a formal application, this will be considered at the Budget Meeting in November.

11.UPDATE ON LOCAL MATTERS FROM DISTRICT CLLR. R. EDGELL

Mr. Edgell said that the Community Council for Devon give grants to Village Halls, and also reminded us that there is a small District Council grant available for a P.C. project, approx. £225. We have had no reply to our request for information on the Public Open Spaces scheme following the building of Hobbs Row.

There followed some discussion on the proposed Village Shop and the results of the recent Questionnaire, with ideas for the way forward from Mr. and Mrs. Brownell.

Four Councillors hope to attend a S.M. Town Council meeting at the Amory Centre on 7th June at

6.30 p.m. to discuss the proposed development in South Molton..

12.CORRESPONDENCE was discussed.

13.MATTERS BROUGHT FORWARD AT CHAIRMAN’S DISCRETION

The Chairman has been informed by a parishioner that there are two trees down on the Tarka trail. Cllr. Leworthy will talk to Tony Bawden about the timber and rubbish dumped at the side of the river.
