- Knowles Park, together with the adjoining playing fields at Proctor Street in SE/050 is a substantial level site with easy access to utilities, the development of which could be undertaken quickly and relatively cheaply. It is in the ownership of the Council and so could be released.
- The location of the site minimises the need for highway development (although the improvement of Tong Street is a sine qua non for any substantial housing development in the area).
- There is substantial political capital invested in the site, which means that it has not been put forward for development. A small children’s play area has been developed and the site is used for occasional fairs.
- We recognise that sacrifice of open space is not popular, but in this case a wider view should be taken if the alternative is the sacrifice of high performing green belt land.
- The park is disappointingly underused. Alternative green spaces are available in the Holme Wood Estate which would probably enjoy a higher take up of use.
- We welcome the suggestions in the Bradford Infrastructure Plan that positive steps will be taken to develop parts of the Tong Valley as a country park, which would provide a 21st century alternative to the traditional “recreation ground”.
- In early discussions about the regeneration of Holme Wood it was recognised that the estate lacked a significant “Gateway” and that a development of quality homes at a landmark point would provide a much needed incentive for the further development of sites within and immediately adjacent to the estate as part of an overall regeneration plan
- Knowles Park is an ideal fit for this aspiration.
- We believe that at this stage and for complete transparency (as the Background paper on the Land Allocations Development Plan suggests it is providing) the Council should include this site for consideration for housing use.
- We support the release of ES/050 from Green Space designation, and its development would be substantially enhanced by the development of the adjoining Knowles Park as part of a targeted “Gateway Enhancement” to the Holme Wood Estate.
