1.Purpose of Document

The purpose of this document is to capture the requirements and design specification for a SaMC Charge Code in one document.

2.Introduction

2.1Background

Grid Management Charge Codes are monthly charges assessed to participating Scheduling Coordinators for the purpose of recovering all of the CAISO’s administrative and operating costs. These costs include, but are not limited to, startup, development, financing, and the costs of ongoing operation and maintenance associated with the CAISO’s Control Area operator responsibilities. Grid Management Charges also include costs associated with administering the scheduling, bidding, dispatch, and settlement of all Energy and Ancillary Services.

GMC rates are calculated as set forth in Section 11 of the CAISO Tariff. The formula rate methodology provides Market Participants with the financial security of predictable GMC pricing while ensuring that the CAISO is able to recover its actual costs in a timely manner. The charges are shown as a monthly charge on the Settlements Statements for the last day of each month, with billable quantities being published on daily statements where applicable. GMC charges are one-sided and do not offset with any other Charge Code for neutrality.

Core Reliability Services are the basic services needed to manage the Control Area reliably and safely. The calculation of the Core Reliability Service Charge Codes shall be reflective of the cost of maintaining operational control at all times of the day and seasons of the year, as well the stress that entities place on the transmission system.

The Energy and Transmission Charge Codes are designed to recover costs associated with the scalable portion of Grid Reliability Services, and is a function of the intensity of use of the transmission system within the Control Area. Scalability implies an increasing relationship with flows, outages and disturbances within the Control Area. The costs of managing the Control Area will be higher to the extent that total flows increase. They will also be higher to the extent that entities cause inadvertent flow that must be managed in Real time.

2.2Description

In this Charge Code, for each Scheduling Coordinator (SC), the SC’s GMC in the Energy and Transmission Service (ETS)GMC categoryis determined for the case of TOR Energy Exports and TOR Loads. The GMC is applied to the SC’s overall Demand quantity (over all Energy Exports and Loads) for which the SC exercises and schedules Transmission Ownership Rights (TORs) in association with Energy Export and Load schedules that have not been exempted from the GMC calculation. The chargereflects the cost incurred by the CAISO due to the scheduling, dispatching and services that the CAISO provides in conjunction with the Demand schedules. For the TOR-associatedDemand of each SC the CC 4508 GMC amount is calculated as the product of the SC’s Demand quantity (totaled over all of the SC’s TOR-associated Energy Exports and Loads) and a predetermined GMC rate.

For each SC, Charge Code 4508 is calculated as a daily charge amount on a monthly basis. The amount is associated with the TOR-associated Energy Export and Load schedulesthat the SC provides for the Settlement Intervals of each Trading Hour and Trading Day of the Trading Month for which the calculation is performed.To obtain adaily quantity, for each Scheduling Coordinator,theTOR-associated portions of the Energy Export and Load (Demand) schedules aresummed by Settlement Interval for each Trading Hourof a Trading Dayfor which the GMC is calculated.For each Demand schedule, the schedule’s TOR-associated Energy is represented as a Measured Demand quantity for the Energy Export or Loadresource associated withthe schedule. The Measured Demand quantity is limited to the minimum of (a) the resource’scontract-specified TOR quantity and (b) the resource’s TOR-associated schedule quantity after all schedules concerning the TOR contract have been adjusted to obtain a balance between contract-associated source and sink Energy.

3.Charge Code Requirements

4.1 / A FERC-approved GMC rate that applies to Energy Export and Load Demand for which TOR protection has been scheduled shall be applied to the protected quantity of each Energy Export or Load schedule for any System Resource or Load that has not been specifically exempted from the GMC charge.
4.2 / The GMC charge shall be computed as the product of the GMC rate and the sum of the TOR-protected Energy Export and Load schedule quantities for which exemptions do not apply.
5.0 / Settlements system shall be able to identify specific registered resources as exempted resources from this charge code.
