1. Purpose of Document

The purpose of this document is to capture the requirements and design specification for a SaMC Charge Code in one document.

2. Introduction

2.1 Background

Grid Management Charge Codes are monthly charges assessed to participating Scheduling Coordinators for the purpose of recovering all of the CAISO’s administrative and operating costs. These costs include, but are not limited to, startup, development, financing, and the costs of ongoing operation and maintenance associated with the CAISO’s Control Area operator responsibilities. Grid Management Charges also include costs associated with administering the scheduling, bidding, dispatch, and settlement of all Energy and Ancillary Services.

GMC rates are calculated as set forth in Section 11 of the CAISO Tariff. The formula rate methodology provides Market Participants with the financial security of predictable GMC pricing while ensuring that the CAISO is able to recover its actual costs in a timely manner. The charges are shown as a monthly charge on the Settlements Statements for the last day of each month, with billable quantities being published on daily statements where applicable. GMC charges are one-sided and do not offset with any other charge code for neutrality.

The Energy and Transmission Charge Codes are designed to recover costs associated with the scalable portion of Grid Reliability Services, and is a function of the intensity of use of the transmission system within the Control Area. Scalability implies an increasing relationship with flows, outages and disturbances within the Control Area. The costs of managing the Control Area will be higher to the extent that total flows increase. They will also be higher to the extent that entities cause inadvertent flow that must be managed in Real time.

2.2 Description

Charge Code 4505 is calculated as the monthly metered CAISO Demand plus Export schedules, which represents total flows on the transmission grid. The Energy and Transmission Services Net Energy is based on the sum of the metered CAISO Demand and Export schedules for a Scheduling Coordinator in a given Trading Hour, for a Trading Day, of Trading Month. Metered CAISO Demand is the actual metered value for a Scheduling Coordinator’s Load resources. Export schedules are calculated as the sum of all the Deemed Delivered Energy Quantity for specific export schedules.

3. Charge Code Requirements

3.1 Business Rules

1.0 / All calculation levels, including relevant Billable Quantities and the final Settlement Amount, shall be calculated on a daily basis and output on daily Settlement Statements where input Bill Determinants allow.
2.0 / For adjustments to the Charge Code that cannot be accomplished by correction of upstream data inputs/recalculation or operator override Pass Through Bill Charge logic will be applied.
4.0 / Settlements system shall be able to identify specific registered resources as exempted resources from this charge code.
5.0 / Charge Code 4503 output feeds the Export Quantity portion of CC 4505 billable quantity calculations, so exemptions are the same as CC 4503 but are already included.
5.1 / The Load Quantity portion of CC 4505 billable quantity calculation is being fed by the Measured Demand Over Control Area Pre-Calculation output, BAHourlyTotalGrossMeteredCAISODemandQuantity_GMC_MDOverCA, which already incorporates exemptions.
