Dennis Frohlich called the meeting to order.
- District Simplified Grant Announcement ($58,576)– Darryl Brown
The amount of DSG funds for 2010-2011 was noted. Also noted was the District Policy that prohibits use for international projects EXCEPT in areas that do not have a Rotary Club. DSG Funds by RI policy can be used in a Future Vision (FV) Pilot District (See Future Vision Discussion).

- STATUS OF MATCHING GRANTS APPROVED AT APRIL 10, 2009 AND JUNE 26 2009 MEETINGS
A. Projects Championed By Boulder Rotary Club WCS Members
1 – MG#71060 Kisumu, Kenya, Malaria Prevention, $2,000 cash and $2,000 DDF from our Club Darryl Brown. TRF approved this as a Matching Grant, without funding from TRF, on November 19, 2009, and a check in the amount of $2,000 was sent from Boulder RC to TRF on December 1, 2009.
2 – MG#71347 Project C.U.R.E. to Aklan Province, Philippines, $2,000 cash and $2,000 DDF from our Club. Check for $2,000 was sent by Boulder RC to TRF at the end of September, 2009. One 40 foot container was loaded at Project C.U.R.E. on December 22, 2009 and was received in AklanProvince in February, 2010. - Rod Tuenge.
3 – Isla Solarte, Panama pathway project, $2,000 cash and $2,000 DDF from our club, Dennis Frohlich. This has been modified to $2,000 cash only, as a result of the Panamanian govt. agreeing to match RC cash 1 to 1. The Guilford RC of North Carolina also has committed cash of $3,000 to the project, resulting in a total of $10,000 for the project.
4 - Brazil Clean Water, 100 additional water tanks for Fulnio Indians, Host Club = RC Garanhuns. This is an extension of MG #62030 Brazil Clean Water which filed a final Report in the spring of 2009. $3,000 cash, NO DDF. Bob agreed to allow the $3,000 approved for this project to be applied to emergency Haiti relief and the WCSC member e-mail vote that approved, as of February2, 2010, emergency relief for Haiti also approved $3,000 for this Brazil project from the 2010-2011 budget.– Bob Leutwiler
B. Projects Championed By Clubs That Have Participated In Boulder Rotary WCS Projects – i.e., Clubs We Owe
1 – MG# 68748, Ghana Project C.U.R.E. Project, Lead Club = Longmont Twin Peaks RC. $1,000 cash, no DDF, was approved by e-mail vote on November 25, 2009 in response to an emergency request from Stacy Moscow of the Longmont Twin Peaks RC. This
cash contribution came from the funds at TRF for MG# 68431, Nepal EWB.
2 – MG# 71747, Jalna, India, Plastic surgery project, (or Haiti?) Lead Club = Columbia, MO RC, Renee Miller, $2,000 Cash Plus $2,000 DDF. On June 4, 2009, the Columbia, MO RC decided to replace this plastic surgery project with an India-Eye surgery project in Jalna, India. After this project did not receive TRF funding, the Columbia RC modified its funding resulting in a reduction of funds requested from Boulder RC to $1,000 Cash and $500 DDF. $1,000 from MG#68431 Nepal EWB applied to this project.– Dennis Frohlich
3 – MG# 70833, Al-Imtiaz Academy School Project, Abbottabad, NW Pakistan, Boys & Girls K – 12 school; used school bus, books, classroom furniture, labs; Champion = Denver RC, Ed Heath, $2,000 cash, NO DDF. The $2,000 cash was sent to TRF in late September, 2009. An additional $500 was contributed by TK Smith for a total payment from Boulder RC of $2,500. – TK Smith.
4 – MG# 71064, WuJiang, Jiangsu Province, Pilot Health Fair Project, Health Fairs will be held in schools and other appropriate public buildings as offered by local government officials; the idea of health fairs in China started with the 2007 GSE China team for which Boulder sponsored Amy Hebert; Champion = Rotary Club of Denver Mile High, Patricia Fiske. $500 cash Plus $500 DDF Check for $500 sent to Rotary Club of Denver Mile High on February 19, 2010.– Dennis Frohlich.
5 – MG# 71648, Kalikuvu Village, Kitui District of the Eastern Province of Kenya, funding to enable the Muuo Women Self Help Group to purchase a water pump, generator, over head tank, water pipes, construct a vending kiosk and plastic tanks to make it possible to use water from a well bore that was never plumbed.; Champion = Rotary Club of Denver Mile High, Robin Springer. $500 cash Plus $500 DDF – Dennis Frohlich
6 – MG# 71540, Kiev, Ukraine, Institute of Otolaryngology Project C.U.R.E. medical supplies container, Champion = Boulder Valley Rotary Club, Burton Lee. $2,000 cash, NO DDF $100 of this cash contribution came from the funds at TRF for MG# 68431 and the remaining
$1,900 was sent by check on or about March 19, 2010 to
BoulderValley Rotary Community Foundation.– Rod Tuenge
C. Projects Championed By Clubs That Have NOT Participated In Boulder Rotary WCS Projects
1 – MG# 72645, Ghana or Uganda, Alliance for Smiles, Lead Club = RC of Greene and Putnam Counties, Georgia, Barbara Fisher, $2,000 cash and $2,000 DDF – Al Stormo, MD.
NON-MG CASH ONLY PROJECTS:
1- Malingua Pamba, Ecuador, funds to be used in the discretion of Centro Educativo La Minga, including for the purchase of school supplies and/or additional funding for Rotary Matching Grant Clean Water project partnered with Engineers Without Borders, Sponsor = Centro Educativo La Minga, a 501(c)3, Pam Gilbert, CEO/Founder, $2,000 cash.– Norris Hermsmeyer. The $2,000 cash was sent to Pam Gilbert Centro Educativo La Minga on December 18, 2009, and the funds were used to complete a community room in the school.
2 - Haiti Emergency Relief – Biosand water filters to be
Purchase by Colorado Haiti Project for distribution in Haiti,approved February 2, 2010 by Email vote $ 2,000.00 cash. – Darryl Brown and Dennis Frohlich.
3 - Haiti Emergency Relief – District 5450 DR/Haiti Project
for shipment of 4 Project C.U.R.E. containers, approved February 2,
2010 by Email vote, $ 5,000.00. Check sent March 19, 2010- Darryl Brown and Dennis Frohlich.

- NEW PROJECT REQUESTS REQUIRING WCS APPROVAL:
Due to Future Vision District Pilot Status, projects in RED below have been tabled until further information becomes available. The lack of projects coming in compared to previous year's was mentioned as well as if projects are to be put together with any hope of receiving TRF funding, they must be at TRF VERY soon in the Rotary Year, preferably July 1, 2010.
Matching Grant And DDF Projects:
A. Projects Championed By Boulder Rotary WCSC Members
1 - Brazil Clean Water, 100 additional water tanks for Fulnio Indians, Host Club = RC Garanhuns. 3 –Mante, Mexico, Furnish Ronald McDonald House near CivilHospital– Provide kitchen appliances and equipment and bedroom furnishings such as beds, dressers, etc.– Norris Hermsmeyer and Jean Bedell.
Norris informed the committee of the project and that this a project to keep on the list to monitor, no funding is requested at this time.
4 - Mante, Mexico, Refurbish and renovate Red Cross building in which BCH Eye Team works. – Norris Hermsmeyer and Jean Bedell.
Norris informed the committee that this project is for Medical goods and equipment concurrent with the Mante Medical Mission with BCH and the Mante Sister City Committee and that it appears that those two groups will be performing the project. No Funding is requested at this time.
B. Projects Championed By Clubs That Have Participated In Projects WithBoulder Rotary WCSC
1 – Cambodia, Teachers Across Borders – Series of teacher training workshops in Cambodia. See materials e-mailed to WCSC members on March 5, 2010. Champion = Rotary Club of Denver (Downtown), Bill Korstad. $1,500.00 cash only requested – Dennis Frohlich
After a description of the project, the committee voted to approve the $1,500 in Cash for this project with Dennis Frohlich as the Club Project Champion.
2 - Mungao, Kenya, Teach agriculture and self-sufficiency, $1,000 cash and $1,000 DDF requested. This is in a Future Vision Pilot District. Lead Club = Conifer RC, Carol Carper – Dennis Frohlich.
3 – Nicaragua, Water Well and Latrine. El Porvenir = NGO Partner. Lead Club = Denver Mile High RC, Tom Giordano/Rita Lentz (Chuck Rudolph) $1,000 cash and $1,000 DDF – Norris Hermsmeyer.
After a description of the project, the committee voted to approve the $1,000 in Cash and $1,000 in DDF for this project with Norris Hermsmeyer as the Club Project Champion.
C. Projects Championed By Clubs That Have NOT Participated In Boulder Rotary WCS Projects None presented prior to meeting.
Non-MG Requests – Requests For Money and No DDF
1 – Dakar, Senegal, Banana Plant Septic Systems and Water Catchment Systems – See e-mail with website sent by Alexia Parks March 3, 2010 Note that Senegal is in a Future Vision Pilot District– Needs a Champion.
2 – World Water Day Event – Boulder program highlighting clean water and sanitation sponsored in part by El Povenir – See e-mail sent March 15, 2010. – Norris Hermsmeyer
Norris informed the committee of the WWday Event in sponsored by Blue Planet Run to be held on March 22, 2011. The request is not monetary at this time, but rather to have Boulder Rotary designated as a Cooperating Organization. After agreement from the Committee, it was suggested that Darla take this to the Board of Directors as a recommendation from the WCS Committee.
3 – Village of Xejolon, Patzun, Guatemala – Latrines and vented, fuel-efficient stoves. Guatemala is in a Future Vision District. See, e-mail sent March 20, 2010. – Rod Tuenge.
Non-Grant Projects - $0
1 – Canoas Rotary Club, Mante, Mexico - adult type GSE exchange between Boulder and Mante Rotarians. The idea is for Rotarian couples to visit each others homes for brief (3-6 days) visits. For example, three or four Boulder Rotarian couples might travel to Mante near the end of October, early November, to attend an event of the Tamaulipas Arts Festival, tour el Cielo, and then participate in the Day of the Dead (Nov. 1) activities in that community. Likewise, a group of Mante Rotarians might come to Boulder over a Memorial Day to see our community and some of its festivities. The couple would stay in homes of the reciprocal Rotarians during their visit. – Norris Hermsmeyer.
Norris informed the committee of the opportunity to have this exchange. No action was taken.
2 - Aurora Gateway Rotary Club Ambulance Project (three ambulances form the Rural Metro Ambulance Service to Mexico).
$250 was requested and approved pending discussion with the Aurora Gateway Club President. This was conducted on 3/26/10 by Darryl and the project is a good one. Gary Gilliard informed that the ambulances will be driven down to Jaurez to be delivered on April 15. Request to disburse funds will be made.
Budget for 2010-2011 was discussed and it is anticipated that WCS will be budgeted $15,000 for the coming Rotary Year. Additionally, it is anticipated that Boulder Rotary will have $10,000 in District Designated Funds again this year.
An amendment to the budget was discussed regarding Crutches for Africa as funds are thought to have not been disbursed.
- FUTURE VISION STATUS UPDATE – Norris Hermsmeyer.
Information on Future Vision was emailed to Committee earlier.
A spirited discussion regarding the complexities of the Future Vision Pilot and full implementation began with Norris (Serving on District 5450 FV Taskforce) detailing the Rotary Foundation's change over the next three years. Description of TRF six areas of focus that correspond to the Foundation’s mission :
- Peace and conflict prevention/resolution
- Disease prevention and treatment
- Water and sanitation
- Maternal and child health
- Basic education and literacy
- Economic and community development
Rotary Foundation District Grants and Rotary Foundation Global Grants will be the way that Grants are administered with less TRF involvement and more District control. There is also a process for District and Club Qualification, which is the first step in the new grant model. It was discussed at length as to if there was any way that a non-pilot District could work with a Pilot District. Documentation on the RI website states that this can be done through District Simplified grants or by donating DDF, but as stated, 5450 policy seems to preclude this by "areas where there is no Rotary Club".
Norris will be on a conference call next week ? early April (Cannot remember the exact date) and hopes to have more information after that call. A message has been sent by Dan V. Clark PDG 1998-99 District 5450 Future Vision Committee, Chair to Harvey Newcomb of TRF inquiring as to how this can happen (if it can happen). It does appear that no TRF funds could be used.
