Regular Meeting Minutes

The Cedar Rapids Board of Education held their regular meeting Monday, February 11, 2013 at the Cedar Rapids High School. President Julie Martinsen called the meeting to order at 7:00 PM. The presiding officer stated that records of the meeting should reflect that notice of this meeting was published in the Cedar Rapids Press and that all members present had received advance notice of the meeting and agenda. President Martinsen stated that the meeting would follow the Open Meetings Act, which is posted in the meeting room. Hearing no objections, she declared the meeting to be a legal meeting, open to the public, under provisions of the Nebraska Revised Statutes 84-1408 to 84-1414.

Secretary Lisa Kennedy called roll. Members attending were Martinsen, Kennedy, Brian Swerczek, Karen Penne, Tom McPhillips, and Danielle Schalk. Others present were Supt. Joan Carraher, Prin. Chris Kuncl and Carol Haschke. Students present were Evey Choat, Jocelyn Slosser, Ally Kennedy, Kaylee Penne, Joni Zwiener, Amber Armatys, Ryan Smith, Trey Mogensen, Trent Braun, Derek Martinsen, Grace Schalk, Lane Swerczek, Trevor Kuncl, and Hope Schalk. Patrons present were Bryce Molt, Phyllis Waymire, and Kathy Pearman. Teachers present were Joan Novacek, Bonnie McPhillips, and Tammi Metz.

No Board Members were absent from the meeting.

Motioned by Swerczek, seconded by McPhillips to approve the agenda as amended. Vote 6-0 ayes.

UNDER MATTERS REQUIRING DISCUSSION:

·  Trey Mogensen and Evey Choat, FFA members, presented information on the Houston FFA trip.

·  Third & Fourth Grade students (Hope Schalk, Trevor Kuncl, and Lane Swerczek) presented their request for improvement to the basketball backboards and hoops on the playground.

·  Supt. Carraher presented information on the following items: 1) Blue Cross Blue Shield Open Enrollment; 2) March 6th for the next Mavericks Cooperative Meeting; 3) Feasibility Study Update; and 4) Administration and Board Development Opportunities.

Present to address the board was Kathy Pearman.

REPORTS:

·  Activities Director’s report was given in writing and presented by Principal Kuncl.

·  Principal’s report was given by Mr. Chris Kuncl.

·  Superintendent’s report was given by Mrs. Joan Carraher.

·  There were no board committees’ reports.

UNDER MATTERS REQUIRING BOARD ACTION:

·  Motioned by Penne, seconded by Schalk to approve the minutes of the January 16, 2013 regular meeting as presented. Vote 6-0 ayes.

·  The Board reviewed all financial reports. General fund claims were presented and discussed. Motioned by Swerczek, seconded by Kennedy to approve the General Fund claims of $159,984.87. Vote 6-0 ayes.

·  Motioned by Schalk, seconded by Penne to approve the option enrollment out for Landon Eastman to Boone Central. Vote 6-0 ayes.

·  Motioned by Swerczek, seconded by McPhillips to move the Principal’s contract to after executive session. Vote 6-0 ayes.

·  Motioned by Kennedy, seconded by Penne to approve High Ability Learner grant funds and general fund money for Houston FFA trip transportation. Vote 6-0 ayes.

·  Motioned by Schalk, seconded by Kennedy to approve High Ability Learner grant funds for summer ACT test for Sophomores and Juniors. Vote 6-0 ayes.

·  Motioned by Penne, seconded by Kennedy to approve the bid from M & O Doors to replace the designated doors. Vote 6-0 ayes.

·  Motioned by McPhillips, seconded by Schalk to approve the 2013-14 School Year Calendar. Vote 6-0 ayes.

·  Motioned by Kennedy, seconded by Penne to approve the ESU 10 Special Education Contract for the 2013-14 school year. Vote 6-0 ayes.

·  Motioned by Penne, seconded by Kennedy to approve the ESU 7 Special Education Services Agreement for the 2013-14 school year. Vote 6-0 ayes.

·  Motioned by Schalk, seconded by Swerczek to approve the submitting the grant application to NDE for Early Childhood Program. Vote 6-0 ayes.

·  Motioned by Swerczek, seconded by McPhillips to review and approve all the following policies as presented: 5023-Student Illness; 5024-Medication of Students; 5025-Insurance Program; 5026-Sexual Equality in Educational Program; 5027-Sexual Harassment of Students by Students; 5028-Initiations/Hazings; 5029-School Safety & Security Plan & Crisis Response; 5031-Student Appearance; 5032-Closed Campus; 5033-Student Driving & Parking; 5034-Handbooks; 5035-Student Discipline; 5036-Lockers; 5038-Attendants for Homecoming or Prom; 5039--Money Raising Activities; 5040-Work Permits; 5041-Student Government; 5042-Bulletin Boards; 5043-School-Sponsored Publications; 5046-Secret Organizations; 5047-Press Releases; 5048-Emergency Response; 5050-Home Schools, etc.; 5051-Eye Exams; 5053-Self Management of Health by Students; 5056-Free Expression by Students; 5058-Threat Assessment & Response; 5059-Emergency Medical Treatment; 5060-Alternative School; and 5061-Emergency Exclusion. Vote 6-0 ayes.

·  Motioned by Kennedy, seconded by Swerczek to enter executive session to discuss negotiations at 8:35 PM. Vote 6-0 ayes. President Martinsen reiterated the reason for the executive session.

·  Motioned by Swerczek, seconded by Schalk to come out of executive session at 9:04 PM. Vote 6-0 ayes.

·  Motioned by Kennedy, seconded by Swerczek to approve the Principal’s contract. Vote 6-0 ayes.

Announcements from the School Board:

·  Congratulations to the 2013 Boone County Spelling Bee participants from Cedar Rapids Public School: 5th graders – Skyler Anding and Kelsie Hupp; 6th graders – Blake Sherwood and Trey Zoucha; 7th graders – Grace Schalk, Riley Swerczek and Caity VanDeWalle; and 8th graders – Jackie Slosser and Marisa Vavra. Trey Zoucha received 3rd place out of 89 participants.

·  Congratulations to State Wrestling qualifiers, Jesse Lammers & Trey Nekoliczak.

·  Excellent organizing of Speech meet to Mrs. VanDeWalle and great placements to the speech team.

Next regular meeting has been set for Monday, March 11, 2013 at 7:00 PM at the High School.
