Boardnamesfour candidate finalistsfor Roseburg Public Schools next superintendent

The RoseburgPublic SchoolsBoard of Directors is pleased to announce that four finalists have been selected for further consideration to be the next superintendent beginning July 1, 2015. The board and a screening committee ofstaff and community members thoroughly reviewed a strong applicant field of 19 candidates and the board conducted initial interviews with several candidates. The four finalists selected for further consideration are:

Sheldon H. Berman

Currently, Berman is the Superintendent of Eugene SD 4J where he has served since 2011. Eugene 4J has about 16,000 students. Before Eugene 4J he was Superintendent at Jefferson County Public Schools in Louisville, KY with a student population of 100,000 for 4 years and Superintendent of Hudson Public Schools with 3,000 students in Hudson, MA for 14 years. Prior experience includes serving as President of Educators for Social Responsibility for 7 years. Berman was an adjunct assistant professor in the School of Education at the University of Louisville for 3 years. His K-12 teaching experience is in social studies for 6 years. Berman has Doctor of Education and Master of Education degrees in Administration from Harvard Graduate School of Education. He also has a Master of Education degree in Counseling and Guidance from the University of Maine-Orono. Berman has authored numerous articles for educator periodicals. Among his numerous awards and recognitions, he received the American Association of School Administrator’s Massachusetts Superintendent of the Year award in 2003.

Charan J. Cline

For the last 4 years, Cline has been Superintendent at Yamhill Carlton School District in Yamhill, OR with 1,150 students. Prior to Yamhill-Carlton he was Assistant Superintendent at Douglas ESD in Roseburg while simultaneously serving as Superintendent at North Douglas SD in Drain, OR. His other administrative experience includes Director of Student Achievement at Douglas ESD for 2 years and Principal for Winston Middle School in the Winston-Dillard SD for 4 years. Cline’s teaching experience was in high school social studies for 6 years. He serves as Co-chair of COSA’s Veteran’s Opportunity Committee. Cline has a Master of Geography degree from the University of Oregon and a Bachelor of Science in Secondary Education from Western Oregon University.

Randall G. Refsland

Refsland currently serves as the Superintendent of Clinton Community School District

inClinton, WI with 1,200 students. He has been an administrator in the Clinton district for a total of 4 years. During his time at Clinton, he took a sabbatical year and was the Chief Academic Officer for Ameson Education Foundation in Nanjing, China. He also has been Superintendent in the Waupun Area School District with 2,300 students in Waupun, WI and a high school principal in Milton, WI. Refsland has 18 years teaching experience in Wisconsin and Minnesota and 10 years as an adjunct instructor at Madison Area Technical College in Portage, WI. He has a Doctor of Education degree in Educational Leadership from Edgewood College and a Master of Science degree in Secondary Education from the University of Wisconsin – Platteville. In 2014 he was selected and participated in a Fulbright-Hays Group Project Abroad to China entitled “Understanding Contemporary China: Collaborative Curriculum, Collaborative Study Abroad.”

Gerry C. Washburn

Since 2013, Washburn has been Assistant Superintendent for the Los Alamos Public Schools in Los Alamos, NM, a district with 3,500 students. His other administrative positions at Los Alamos have included Director of Human Resources for a year and elementary school principal for 3 years. Hetaught elementary school and coached at Los Alamos and at Pojoaque Valley Schools for 10 years. In 2000, he was named New Mexico’s 4A Girls Basketball Coach of the Year. Before becoming an educator, Washburn was a bank officer in New Mexico for 5 years. He was a bank examiner for the Office of the Comptroller of Currency, United States Treasury Department in Pueblo, CO for 4 years. Washburn has a Master of Education degree in Educational Leadership and a Bachelor of Science in Economics from Eastern New Mexico University. He is working on completion of his doctoral dissertation in educational leadership from Northcentral University with expected completion in December, 2015.

The school board will now begin background and reference checks for each of the finalists. After the background and reference checks the board anticipates bringing some or all of the finalists to the district to meet with staff and tour the schools. The public will also have a chance to meet the candidates during the visits, but the date and times are not yet determined. The board will conduct a second interview with each of the finalists in executive session to finish the visits. The board expects to announce the next steps in the superintendent search soon.
