Job Purpose

To provide leadership and development of The Haven Wolverhampton (The Haven) in meeting the needs of the women and children experiencing domestic violence or homelessness within the policy framework determined by the Board of Trustees. To ensure that The Haven is effectively promoted, at all levels.
To provide leadership and support to the Management Team. To be aware of and influence the political and social agenda impacting on The Haven’s clients and ensure contribution to consultation at all levels.

Scope of Job – main tasks, duties and responsibilities

1  Governance
1.1  To be responsible for advising the Board of Trustees on strategy and policy formulation and to implement the Board of Trustees decisions.
1.2  To be responsible for the effectiveness of the organisation in accordance with The Haven’s Mission Statement, aims and objectives, rules, policies and procedures.
1.3  To ensure the Management and control of The Haven Wolverhampton’s Financial Systems and procedures are robust and current for the organisation.
1.4  Ensure that the governance of The Haven through the Board of Trustees is informed of legal responsibilities laid down by Charity Commissioners.
2 Management and Internal Organisational Development
2.1  Supporting and servicing The Haven’s Board of Trustees and sub-Committees.
2.2  To manage and supervise designated members of the Staff Team and ensuring that the Team carries out its functions within the resources available.
2.3  To ensure that all Staff are aware of The Haven’s policies and that there are mechanisms for developing, monitoring and evaluating all policies and the organisation’s Action Business Plan.
2.4  Ensure the maintenance and implementation of policies and practices for recruitment and selection, Staff Contracts of Employment and Conditions of Service, Supervision, Appraisal, Staff Development, Training, Discipline and Grievance procedures.
3 Finance
3.1  To act in accordance with the organisations Standing Orders and Financial Regulations and comply with The Haven’s Financial Procedure rules and to manage allocated budgets.
3.2  To ensure that budgets are prepared and that systems are maintained for financial monitoring up to Audit standard. Authorising expenditure within defined Budgets and ensuring that an annual Audit is carried out and Reports made to funding bodies as required.
3.3  Responsible for managing and securing appropriate funding and ensuring resources are secured to meet The Haven’s Business Plan developments.
3.4  To manage and develop The Haven through fundraising activities by negotiating with Grant-aiding bodies, Charitable Trusts, business and other sources of funding with designated Staff.
3.5  To administer/oversee all documentation needed for various bodies, including HRMC, Inland Revenue, Charity Commission, Local Authority and Housing Associations.
Policy Development
4.1  To ensure that appropriate external information on Local Authority or other policy areas is monitored, analysed and addressed so that The Haven is resourced and informed.
4.2  To identify gaps in service provision appropriate to the policies laid down by the Board of Trustees and enable new developments to emerge.
4.3  To continue to enhance the development of The Haven to maintain a high reputation as an effective service provider.
Liaison and Representation
5.1  To ensure The Haven maintains regular contact with the Voluntary and Statutory bodies within the City ensuring improved relationship management.
5.2  To maintain with the Staff Team contact with and support for networks or Committees, Groups or other appropriate bodies.
5.3  To represent or arrange representation of The Haven regionally, nationally and with International Partners within the principles of The Haven’s work.
6  Other duties

6.2  To support colleagues in carrying out their duties as required
6.3  To participate in Staff Development, Appraisal and Training as required
6.4  To be familiar and comply with The Haven’s HR policies and procedures, Code of Conduct and the Staff Handbook.

General duties and responsibilities

·  To undertake such other duties, training and/or hours of work as maybe reasonably required, and which are consistent with the general level of responsibility of this job.
·  To have personal responsibility for maintaining personal and professional development to meet the changing demands of the job and The Haven, by undertaking appropriate training and development activities. This includes encouraging and supporting staff and managers in their training and development.
·  To undertake any health and safety training and related activities such as First Aid, Fire Marshall, Duty Hold, Health & Safety representative etc. as required for the post and as required by The Haven Wolverhampton to ensure their Health & Safety Policy is implemented effectively.
·  To ensure equality of opportunity both in service provision and employment, having regard to the needs of the diverse communities we serve.
·  To act in accordance with the organisations standing orders, financial regulations and financial procedures.
·  To supervise and support volunteers and placements as required
·  To comply with legislation and The Haven’s policies including Confidentiality, Information Sharing, Data Protection, Computer Security, Safeguarding vulnerable adults and children, and Human Rights.
·  To undertake any other duties commensurate with the grading of the post subject to reasonable adjustment under the Equality Act.
·  To support hostel staff in ensuring the well-being of residents and their children working directly with our client group, including working within the hostels if required using the skills associated with the job.
·  The duties of the post may change and develop from time to time in the light of new legislation, The Haven’s Policies, organisational development and social trends. Such development will be monitored in conjunction with the Chief Executive, Senior Staff and Board of Trustees and will be reflected as necessary in the aims and objectives of the post.
