APPROVAL TO RENOVATE SOUTH FOUNDATON HALL

A Recommendation

Background:

South Foundation Hall (SFH) houses the highest number of general-purpose classrooms in any University building, 37, and is the most heavily utilized building with over 1,800 students in SFH during any class time period. During the spring and summer of 2005, a very successful pilot renovation of the first floor of SFH was completed, including upgraded instructional technology, wall repair and painting, acoustical enhancements, ceiling repair and/or replacement, improved classroom lighting, additional electrical circuits and new classroom furniture. Funding for that renovation project was part of the budget for the University’s capital improvements included in the FY 2005 budget as approved by the Board of Trustees.

Based on the success of the pilot renovation, the next priority for upgrades to academic space, as determined by the cross-divisional Classroom Improvement Committee, is some minor improvements to the first floor of SFH and a complete renovation of the second floor of SFH. The second floor is in need of upgraded instructional technology and physical environment of the general-purpose classrooms. In addition, the lone SFH elevator, which has become unreliable and requires frequent repairs, will be replaced, improving the only access for disabled individuals to the upper floors.

The instructional technology upgrades will provide a classroom environment that meets the Level III standard of technology that has been established for all new and renovated classrooms at the University. Current Level III technology standard includes:

  • Multi-media instructor podium with digital document camera, electronic white board and computer
  • Data/video projection and sound system
  • DVD/VHS player
  • Technology control system

Similar to the 2005 project, physical upgrades will include wall repair and painting, acoustical enhancements, ceiling repair and/or replacement, improved classroom lighting, additional electrical circuits and new classroom furniture.

Several specifications for this renovation project are being finalized, but it is estimated that the total project cost will be approximately $865,000. It is also expected that no one purchase of equipment or contract for services will exceed $200,000. In that regard, the equipment and services will be bid, ordered and purchased utilizing the University’s normal purchase orderprocedure that requires bidding and the review and approval of the University’s Office of Purchasing and Risk Management. In the event any one contract exceeds $200,000, that contract will be reviewed and approved by the Office of General Counsel prior to execution. All purchase orders and contracts will be in compliance with the law and University policies and regulations, and will conform to the legal standards and policies of the Board of Trustees.

Recommendation:

RESOLVED, that the Vice President for Finance and Administration be authorized to execute a contract(s) with the lowest qualified bidder(s) for the proposed improvements and upgrades to South Foundation Hall; and, be it further

RESOLVED, that any contract(s) over $200,000 will be reviewed and approved by the Office of the General Counsel prior to execution and will be in compliance with the law and University policies and regulations and will conform to the legal standards and policies of the Board of Trustees; and, be it further

RESOLVED, that the funding for the project, estimated at $865,000, will be from the one-time State appropriation rebate from FY 2005, received in FY 2006 in the amount of $844,800, with the balance to be funded from the University Technology Fund.
