CALL TO ORDER:
First Selectman Kervick called the meeting to order at 6:02 p.m. with himself and Selectman Hill in attendance.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was observed.
PUBLIC INPUT: None.
APPROVAL OF THE DECEMBER 5, 2017 REGULAR MINUTES:
Selectman Hill moved to approve the December 5, 2017, Regular Meeting Minutes as presented. Selectman Kervick seconded the motion. Both were in favor. Motion carried.
CORRESPONDENCE:
a. Survey and Planning Grant Application for the Historic Brick Barn at Noden-Reed Park
Correspondence was received from James Roche, Historic Commission, stating that the Historic Commission will be submitting an application for a Survey and Planning Grant to assist with costs to engage an engineering firm to obtain a detailed study with recommendations, estimates and priorities for the Historic Brick Barn at Noden-Reed Park. The Historical Commission feels that that the conditions of the barn are of concern and a plan of restoration is necessary. If awarded, the Grant would be used to hire a qualified consultant to complete pre-development studies on historic resources owned by Connecticut nonprofits or municipalities. The eligible activities that the Grant can be used for include:
Historic Structures Reports
Feasibility or Adaptive Reuse Studies
Structural Soundness Studies
Condition Assessment Reports
Architectural Plans and Specifications
It isn’t clear at this point if there would be a cost share to the Town if the Grant is awarded.
OLD BUSINESS:
a. Acknowledgements of William B. Denby (WW 1 Solider) and Michael E. Fay (Police Officer)
per Town Historian
Selectman Hill has done some research on William B. Denby in order to determine his eligibility for having his name installed on the War Memorial at Memorial Hall. Selectman Hill found that although Mr. Denby was born in Windsor Locks he moved to New Britain shortly thereafter, and enlisted in the service while he was living there. She was also able to contact the New Britain Town & City Clerk who confirmed that Mr. Denby’s name is listed on the New Britain City Hall Roll for World War I Veterans. A picture of the plaque showing Mr. Denby’s name was distributed to the Selectmen.
Selectman Hill clearly stated that Mr. Denby should be honored for his sacrifice to our country but because he is already acknowledged on the New Britain Roll it is unclear if he should also be listed in Windsor Locks. Selectman Hill will follow-up on this research with the American Legion Council and let them make a final determination.

The acknowledgement of Michael E. Fay was then discussed. Selectman Kervick stated in doing some research on this gentleman that he was comfortable in recognizing that Mr. Fay was a Windsor Locks Police Officer who was killed in the line of duty.
Selectman Kervick moved that the Board of Selectmen recognize Officer Michael E. Fay who was killed in the line of duty on January 5, 1920. Selectman Hill seconded the motion. Both were in favor. Motion carried.
A letter of Mr. Fay’s recognition will be sent to the Police Municipal Training Council for their determination to add his name to the Memorial in Meriden, CT.
NEW BUSINESS:
a. Canal Bank Picnic Area Lease
Selectman Kervick gave a brief background on the events leading up to the creation of the “Recreation Area Sublease” between the Town of Windsor Locks and Beacon Communities Montgomery Mill, LLC. The Town previously received Grant funding (see the August 4, 2015 BOS Minutes – Recreational Trails Grant) that was to be used to add a small picnic area at the south end of the canal trail, but the project was put on hold when Beacon became interested in purchasing the Montgomery Building. The Town received $19,896.00 (80%) in funding from the former grant, with a cost share of $4,975.00 (20%) to be used as either in-kind-services and/or monetary funding to complete the project.
Following negotiations between Ahlstrom and Beacon the new plan calls for the picnic area to be considerably larger than the original footage of 150 feet that will be used for the purpose of a picnic and recreation area. Beacon will lease the area directly from Ahlstrom and sublease the picnic area to the Town for a nominal fee. The sublease is the same lease that the town negotiated with Ahlstrom a year and a half ago with the addition of more land space. DEEP was involved with the negotiations.
Selectman Rachele entered the meeting at 6:17 p.m.
The Selectmen reviewed the sublease at length. Areas of discussion were: the location of the area related to the Train Station, the designated parking areas for the Montgomery Building tenants, shared general parking for use of the canal trail, and the emergency parking area that will be used only if there is a flood; the location of the gates; access to the area; the amount of trees/brush that would be removed to clear the area; will it be open year round (if the canal is closed for the season, or when the eagles are nesting the picnic area is also closed); types of fixtures that would be located there (picnic tables, benches, bike racks, swings, etc.); insurance coverage; property taxes (buildings and personal property only – any land along the Canal Path is tax exempt); maintenance of the area (Beacon will do the landscaping and the maintenance will be done by the Town).
The Park Commission will review and adopt any regulations that are necessary before the area is open to the public. The sublease is for a five-year period of time commencing when a Certificate of Occupancy is issued for the Montgomery Mill.
Selectman Hill moved to accept the “Recreation Area Sublease” between the Town of Windsor Locks and BC Montgomery Mill LLC, and to authorize the First Selectman to execute the five-year lease. Selectman Rachele seconded the motion. All were in favor. Motion carried.

APPOINTMENTS, RE-APPOINTMENTS, RESIGNATIONS:

Selectman Kervick moved to accept the resignation of Howard Aspinwall from the Zoning Board of Appeals, and thanked him for his years of service to the Town of Windsor Locks. Selectman Hill seconded the motion. All were in favor. Motion carried.
Selectman Hill moved to accept the resignation of Luis Valdez from the Planning & Zoning Commission, and thanked him for his years of service to the Town of Windsor Locks. Selectman Rachele seconded the motion. All were in favor. Motion carried.
Selectman Hill moved to appoint Cindy Cooper to the Planning & Zoning Commission to fill the vacancy created by Luis Valdez. Selectman Kervick seconded the motion. All were in favor. Motion carried.
TAX REFUNDS:
A check in the amount of $27.50 that should have been sent to the Park & Recreation Department was received and processed by the Tax Collector’s Office as a tax payment. The tax refund will serve as reimbursement to the Park & Recreation Department.
Selectman Hill moved to approve the December 19, 2017 Tax Refunds in the amount of $4,594.39 as presented by the Tax Collector. Selectman Rachele seconded the motion. All were in favor. Motion carried.
A copy of the December 19, 2017 Tax Refunds (Schedule A) is attached to these Minutes.
PUBLIC INPUT:
● Paul Harrington – referenced the original Canal Path Picnic Area that required the Town contribute 20% of the total project costs ($4,975.00) either through in-kind-services and/or monetary funding to complete the project. Now that Beacon is doing all the work what will the town’s share of the funds be used for?
● Selectman Kervick – the funds will be used for benches, bike racks, picnic tables, etc.
● Mr. Harrington then stated that he would check with the Town Clerk’s Office to confirm what the
minority representation on the Planning & Zoning Commission should be.
SELECTMEN’S COMMENTS:
Selectman Hill reiterated that she would talk to Mr. Sabotka at the American Legion regarding Mr. Delby.
COMMENTS – FIRST SELECTMAN:
Selectman Kervick stated that the Montgomery Building closing is taking place this week. The construction will start to take place within days of the final closing.
Selectman Kervick also spoke regarding an Opioid Crisis Meeting that he recently attended. He stated that it has reached epidemic levels throughout the country. He thought that setting up a meeting with various Town Officials, Youth Services, and possibly a Doctor from St. Francis to further discuss ways to take an approach for residents it they require treatment.
He also thought that having an informational link on the Town’s website would be beneficial.
