Board of Selectmen Minutes, June 1, 2015

Present: Selectwoman Mischon and Selectman Delaney; Reggie Roy, Chief Laramie, Elwin (Herbie) Barton, John Thompson and Town Administrator (TA) Marj Roy.

Meeting Called to order at 6:30 pm

Road Agent

John Thompson informed us sweeping is 50% done. The old sand is reused on various projects.

Crushing began on Friday and should be done by Tuesday. The 1&1/2 “ gravel will be used on Switch Rd and ¾” gravel on other roads.

Sam Hill – first phase is ¾ done, graded for travel and put 300’ drainage underground. The road will be lifted up by 6 inches.

Allstate (Bruce Davis) – recommends doing repair to Plains Rd. The road hasn’t been updated for 12 or more years. The road has wheel wear and last year’s road detour added to the deterioration of the road. Allstate submitted a chip seal plan which should save us over 10 years. John will have Allstate come in to show a short movie to demonstrate the road process.

Johnson Lane – Marj. Roy was asked about who owns the property. The answer it the Town owns Johnson Lane, it was never given to Johnson’s. It has always been Town Property and the town need to maintain the road.

Transfer Station

Vicky Mishcon is looking at other towns recycling and noted Tilton has moved 50% of waste, Laconia has mandatory recycling & trash pickup. Rates are $25 to $45 per ton, Towns pay one flat fee using Casella.

James Delaney Sr. suggested purchasing ramp scales. He believes Franklin uses ramp scales and they weigh all vehicles, then each person is charged by the pound. Chief Laramie said you need to be sure the scales can be calibrated by someone in the area. He thinks the state requires this to be done. Glenn suggested checking with Gilpatric Metal in Bristol.

Elwin Barton said he would like take care of the transfer station and pickup at everyone’s home and he would do the recycling.

In June the Selectmen plan to review different options and Vicky asked Elwin to submit a paper to explain his plan and the Selectmen would look at it next week.

Reggie reported he is working on a deal of .13$ per pound for electronics. Reggie thinks that having scales would be a great idea. Reggie has taken classes through the state so he is now as high as you can go, senior level for training

Halcyon Island

Jim Delaney Sr. thinks there is a conflict with committees about what the usage of the island. Mr. Batchelder left the island to the Towns people for recreational purposes.

Public hearing scheduled on July 6th to review letter from Mr. Batchelder.

Chief Laramie said on Lake Winnisquam has a 50’ x 100’ area roped off for “no wake” to give an area to keep the loon’s nest safe.

Loon next are affected by water level. Selectman Delaney made a motioned to rope off the backend of the island for the loons and Selectwoman Mishcon second the motion, both voted for the rope.

Town Administrator

Marj. Roy received a letter from Paul Currier requesting advance secretarial services. Please see attached letter for details and the corresponding response letter from the Town Administrator.

Matt Serge, our Lawyer is moving to another firm and we received a letter asking if we want to transfer our files to the new firm. Matt has been our representative for 14 years. The Select Board will vote on this at the next work session on June 5th.

Selectmen signed six timber tax bills
