Public Conduct On School Premises

Wisconsin Interscholastic Athletic Association and National Federation of State High School Associations rules for conduct of coaches and athletes already address the issue of unsportsmanlike conduct with specific penalties, including ejection from contests. In order to prevent the possible forfeiture of contests and to ensure the orderly and sportsmanlike conduct of spectators, the Board of Education of the School District of Cambria-Friesland addresses the following policy relative to contest management:

  1. The following behaviors are unacceptable examples at all Cambria-Friesland co-curricular

Events:

  • berating your opponent’s school or mascot
  • berating opposing players
  • obscene cheers or gestures
  • negative signs
  • artificial noise makers
  • complaining about officials’ calls (verbally or with gestures)
  • loud abusive language
  • fighting

2. Spectators may be warned and, if necessary thereafter, be required to leave the site of the contest by management (principal, administrator, athletic director, faculty contest supervisor, or a school board member) if their behavior interrupts or adversely affects the normal procedure and progress of a contest. If a spectator refuses to leave voluntarily, the contest may be suspended until local authorities can be summoned to remove the spectator. No refunds of admission charges will be paid.

3.Students shall be subject to suspension and expulsion pursuant to the provisions of state law or other appropriate penalties as prescribed in the the student handbook.

4.The following procedures shall be followed at all school-sponsored games/activities/events:

a. School regulations are to be announced prior to high-attendance

games/activities/events.

b. Event supervisor shall take the following steps to deal with a rules

violation:

  1. Identify him/herself may advise the fan of the violation (verbal warning). If a

verbal warning fails, the fan may be asked to leave.

  1. If the fan refuses to cooperate, report the matter to the administrator on duty

who shall make the decision whether to contact law enforcement.

  1. No employe shall use physical force to correct a problem (except to prevent an

assault).

  1. If law enforcement officers (summoned/on duty) are present they are to:
  2. Escort disruptive fans from the school premises.
  3. Enforce the law (statute/ordinance) by acting solely in their capacity as a law enforcement officer.

5. A written report to the superintendent shall be made of any crowd control problem.
