BOARD OF ALDERMEN

TOWN OF TALTY

The Board of Aldermen will hold two public hearings followed by their regular meeting at the Trinity Family Church on FM 1641 and Interstate 20 in Talty, Texas on Tuesday, September 21, 2010 at 6:00 p.m. to consider the following:

I.  Call meeting to order and announce a quorum

II.  Enter into Executive Session under Section 551.074 of the Texas Government Code to discuss personnel: evaluation of Code Enforcement Officer Robert Wysinger.

III.  Adjourn executive session until 7:00 p.m.

IV.  Reconvene regular meeting at 7:00 p.m.

V.  Please rise for the invocation and pledge

VI.  Citizen Participation: Citizens wishing to address the Board of Aldermen may do so at this time.

Each citizen will have three minutes to address the Board.

VII.  Public Hearing:

1.  Application from Cross Roads Bible Church, 9664 County Road 213, Talty, Texas

to consider the following:

(1) Special Use Permit

(2) Variance for driveway to be rock

(3) Variance for outside masonry requirements to be less than 90%.

2.  Hearing on 2010-2011 Budget.

VIII.  Close Public Hearing.

IX.  Hold Executive Session under Section 551.074 of the Texas Government Code to discuss

personnel: annual evaluation of Town Administrator Connie Goodwin

X.  Action Items:

1. Discussion and consideration of Cross Roads Bible Church’s Application for the following:

(1) Special Use Permit, (2) Variance for driveway to be rock, and (3) Variance for outside masonry requirements to be less than 90%.

2. Discussion and consideration of renewing Hiram Waste’s contract to collect solid waste due to their payment of delinquent franchise fee payments;

3. Discussion and consideration of Ordinance No. 2010-008 to approve Atmos Energy’s rate review mechanism extension, rate increase and recovery of steel service line replacement program costs.

4. Discussion of a need for Ordinance regulating Home Based Businesses;

5. Discussion and approval of August17, 2010 Minutes;

6. Discussion and approval of August 2010 Financials.

7. Discussion and consideration of Ordinance No. 2010-007 on the proposed Budget for fiscal year October 1, 2010 - September 30, 2011;

XI. As authorized by Section 551.072 of the Texas Government Code, the board may convene (if needed)

into closed executive session for the purpose of discussing the possible purchase/sale of real property.

XII. Discussion Items:

1. Written report from Connie Goodwin, Town Administrator;

2. Written report from Police Chief Mike Hoskins;

3. Written report from Robert Wysinger, Code Enforcement Officer;

4. Discussion of the possible annexation of Shamrock VIII;

5. Discussion for any item to be placed on future agenda.

XIII. Adjourn

As authorized by Section 551.071 of the Texas Government Code, this meeting may be convened into closed executive Session for the purpose of seeking confidential legal advice from the Town Attorney.
