SUBJECT: / NEIGHBORHOOD REINVESTMENT AND COMMUNITY ENHANCEMENT PROGRAM GRANTS (DISTRICT: 1)
Overview
The County of San Diego is fortunate to have an opportunity to reinvest taxpayer money into our communities for the benefit of the public. This action will assist the County in meeting the needs of the community. Today’s action also rescinds a Community Enhancement program grant so that the funds can be reallocated.
Recommendations
SUPERVISOR GREG COX
  1. Allocate $25,000 from the Neighborhood Reinvestment Program Budget (Org 15650) to VIA Internationalfor the purchase of art supplies and equipment including easels, brushes, canvases, aprons, sketch pads and paint, printer, digital cameras, computers and printing materials to support the Art, Conflict Resolution and Bi-regional Community Engagement program for high potential at-risk students in Barrio Logan.
  1. Allocate $25,000from the Neighborhood Reinvestment Program budget (Org 15650) to Operation Samahanfor costs associated withinstalling flooring, painting, wall coverings and other capital improvements atthe Youth-2-Youth Center facility located at 2813 Highland Avenue in National City.
  1. Rescindthe 6/28/16 (19) allocation of $2,000 from the Community Enhancement Program budget (Org. 12900) toThe Angel’s Depot so the funds can bereallocated to other projects.
  1. Allocate $2,000 from the Community Enhancement Program budget (Org. 12900) to the San Diego Military Advisory Council forcosts associated with developing and publishing the annual Economic Impact Study.Authorize the Deputy Chief Administrative Officer/Auditor and Controller to amend the grant agreement accordingly.
  1. Find that the grant awards described above havea public purpose.
  1. Authorize the Deputy Chief AdministrativeOfficer/Auditor and Controller to execute grant agreements with the organizations awarded Neighborhood Reinvestment funds establishing terms for receipt of the funds and to make minor amendments to the agreements that are consistent with the general purpose of the grants but do not increase the grants.
  1. Find that the proposed grant of funds to Operation Samahan to fund improvements to their existing Youth-2-Youth Community Center is exempt from review under the California Environmental Quality Act (CEQA) by Section 15301 of the CEQA Guidelines.

Fiscal Impact
The fiscal impact of these recommendations is $50,000. There is no fiscal impact associated with the reallocation of Community Enhancement funds as this component of today’s action is revenue neutral. Funds for this request are included in the Fiscal Year 2016-2017 CAO approvedOperational Plan for the Neighborhood Reinvestment Program (Org 15650). The funding source is General Fund fund balance. These actions will result in the addition of no staff years and no additional costs.

Background
VIA International
VIA International is a 501(c)3 nonprofit organization with 40 years of experience engaging in community development initiatives with the goal of improving their quality of life by providing educational and transformational experiences through civic engagement. VIA’s expertise lies in developing relationships at the grassroots level and listening and responding to the needs of each community while supporting projects that build leadership skills, promote gender equality and self-empowerment. As part of the Art, Conflict Resolution and Bi-Regional Community Engagement program, high potential at-risk students will participate in the creation of a community garden, art projects and nutritional education resources for the community. The program will provide technical artistic skill sets, conflict resolution training as well as bi-national community engagement in order to foster critical thinking skills rooted in refined personal introspection to empower youth holistically. If approved, today’s grant of $25,000 will assist VIA International with the purchase of art supplies and equipment including easels, brushes, canvases, aprons, sketch pads and paint, printer, digital cameras, computers and printing materials for the art component of the program.
Operation Samahan
With their mission of building and bringing together healthy and happy communities, Operation Samahan (translated from Filipino to mean “working together”) is a nonprofit organization that has provided health care and other services to the Asian Pacific Islander communities in San Diego County since 1973. Serving over 20,000 people per year, Operation Samahan assists the community by providing services that range from women’s health, adult health, adolescent services, geriatric care, pediatrics and prenatal care, and dental services, in addition to many other health and social services. Since 2000, Operation Samahan’s Youth-2-Youth Center has empowered youth to make healthy decisions for themselves by providing guidance, education and access to services. Currently, the Center is in need of capital improvements to remain functional. If approved, today’s grant of $25,000 willallow Operation Samahan tocomplete renovations at the Youth-2-Youth Center located at 2813 Highland Avenue inNational City.
The Angel’s Depot
The Community Enhancement grant awarded to The Angel’s Depot on 6/28/16 (19) is recommended to be rescinded because the organization is no longer eligible to accept the grant award. Approving Recommendation #3 will rescind the grant so the funds can be allocated to other projects.
The San Diego Military Advisory Council
The San Diego Military Advisory Council (SDMAC) is a nonprofit mutual benefit corporation whose mission is to facilitate and advance the partnership between the military, elected officials, civic leaders and the business community in order to enhance the understanding of the military’s many contributions to the San Diego region. The annual SDMAC Economic Impact Study documents the current impact of the Military’s presence in San Diego including jobs, income and output while exploring the future role of national security spending. Today’s Community Enhancement Program allocation of $2,000 will help SDMAC develop and publish the annual SDMAC Economic ImpactStudy.

These grants provide an opportunity for the Board of Supervisors to assist worthy organizations that promote the County’s vision of a region that is safe, healthy, and thriving.
