CALL TO ORDER
Chairman Harclerode called the meeting to order at 9:00 a.m.
ACTION ON MINUTES
Motion (I) was made by Mr. Farinas, seconded by Mr. Mongan, and unanimously carried by the Board to approve the minutes of the June 14, 2012 meeting as submitted.
INTRODUCTION OF NEW ASSISTANT EXECUTIVE DIRECTOR
Ms. Edwards introduced the new Assistant Executive Director, Mr. Michael Miller, to the Board.

EXECUTIVE SESSION I
Motion (III) was made by Mr. Farinas, seconded by Ms. Murphy, and unanimously carried to go into Executive Session at 10:25 a.m. at 500 North Calvert Street, 3rd Floor Conference Room, Baltimore, Maryland, 21202. This session was permitted to be closed pursuant to State Government Article, Title 10-508(a)(7). Upon completion of the session, the Board reconvened its public meeting at 10:45 a.m.
COMPLAINT COMMITTEE REPORT
Mr. Farinas reported on the status of complaints discussed by the Complaint Committee at its meeting on July12, 2012.
12-PE-08 Inactive.
12-PE-12 20-day response letter sent April 24, 2012. No response. Letter
sent via certified mail July 12, 2012.
12-PE-13 Assign to investigator.
12-PE-20 20-day response letter sent July 10, 2012.
12-PE-21 20-day response letter sent July 10, 2012.
12-PE-22 Consent Order signed. Fine paid. Close.
The Complaint Committee reviewed one application for reinstatement of license and is requesting additional information from that applicant.
Motion (IV) was made by Mr. Mongan, seconded by Mr. Farinas, and unanimously carried to accept the recommendations of the Complaint Committee.
CPC COMMITTEE REPORT
Motion (V) was made by Mr. Mongan, seconded by Ms. Murphy, and unanimously carried to approve the CPC Provider applications of Boland, Engineer Educators, Inc. and GHD, Inc.
ELECTION OF OFFICERS
In accordance with the Board's yearly election of officers, Mr. Harclerode called for nominations.

Motion (VI) was made by Mr. Farinas, seconded by Ms. Murphy, and unanimously carried that Howard C. Harclerode continue as Chairman of the Board and Steven A. Arndt continue as Vice Chairman of the Board.
Motion (VII) was made by Ms. Murphy, seconded by Mr. Mongan, and unanimously carried that Pastor Farinas continue as Secretary of the Board.
NEW BUSINESS
Joint Chairs Report
Chairman Harclerode stated that at the Joint Chairs meeting on June 27, 2012, the budget was discussed. As of April 30, 2012, there was a surplus for FY 2012 of $80,000 and overall there is a $240,000 surplus. Chairman Harclerode also reported that the Architect, Land Surveyor and Landscape Architect Boards will submit a combined firm permit bill with enforcement capabilities. The Landscape Architects Board will submit a bill to implement CPC. The investigator vacancy was also discussed. The next meeting will be held on September 13, 2012.
Review of Agenda for NCEES Annual Meeting
The Board reviewed the motions that will come before the NCEES annual meeting being held in St. Louis, Missouri from August 22-25, 2012. Chairman Harclerode mentioned items that may be of particular interest to the Board. After discussion, the Board decided to visit this issue at the next meeting to get the input of Dr. Arndt, who as the Board's representative, will be voting on the Board's behalf.
Update on CPC Renewal Screen
Ms. Edwards reported that the renewal screens will be changed so that licensees can enter the number of Category A and Category B credits that they have when they renew their licenses. The system will compute carry over credits. She reported the paper renewal form will also be modified to include this information.
Update of PE Work Group
The work group meeting on legislative initiatives that was scheduled for Tuesday, June 26, 2012 was cancelled. The meeting was rescheduled for July 31, 2012 at 1 p.m.

Ms. Edwards stated interviews for the investigator vacancy will be scheduled in the near future.

Legislative Update
Ms. Trust stated that the bill to address exam related issues was combined with the Land Surveyors bill relating to the same issues.
Electronic Signatures
Chairman Harclerode reported that he is already using Baltimore City's electronic document submission process for a pending project. He will inform the Board how that works out for him. The Chairman also requested that this matter remain on the agenda as more research is needed.
CORRESPONDENCE
The Board reviewed additional comments that were received after the Open Forum concerning legislative initiatives.
OTHER BUSINESS
Mr. Mongan discussed a PE exam applicant who answered "yes" to one of the conduct questions on the PE exam application. The applicant was denied the opportunity to sit for the PE exam by the Texas Board because he did not meet their requirements. The Board agreed that as long as the applicant met the Maryland requirements, he could be approved to sit for the October 2012 PE exam in Maryland.
