Big Lottery Fund “Fulfilling Lives”.

“Fulfilling Lives” is a funding opportunity from the Big Lottery to provide support to adults with Multiple and Complex Needs consisting of at least two of the following:

  • Homelessness
  • Reoffending
  • Mental ill health
  • Substance Misuse

This fund is an opportunity to develop a robust partnership, led by the voluntary sector, to support people with multiple and complex needs. Macc are supporting the development of this partnership and coordinating the decision making process for the Lead Partner.

There have been two meetings so far to discuss the progression of this fund. The information below is for organisations that would like to put themselves forward as a Lead Partner.

Lead Partner Expression of Interest Information

If you are interested in putting your organisation forward as the potential Lead Partner please read the following information carefully.

Process

Each organisation wishing to put themselves forward will need to complete a proposal detailing their ability to take on this role. This proposal will be distributed to voting organisations who will then cast their vote. This number will be tallied and the organisation with the most votes will take the role of Lead Partner. In the event of a tie then Macc will resend the two proposals for a further vote with a tighter timescale. If for some unforeseeable reason a Lead Partner cannot be chosen through this process then those organisations with the most votes will be asked to a meeting facilitated by Macc in order to progress a way forward.

In completing your proposal you should take into account both theBig Lottery Stipulations and Essential Skills and Attributesdetailed below. This information should inform your proposal and will form the basis of voter’s decisions.

Big Lottery Stipulations

The Lead Partner must:

  • Be a Voluntary Sector Organisation (Established in England; registered charity, charitable or not-for-profit organisation and social enterprise where profits are mainly reinvested for community benefit)
  • Be legally responsible for the grant
  • Be financially accountable
  • Report on progress and performance
  • Work with external evaluator
  • Share learning locally and wider
  • Be experienced

Essential Skills and Attributes

  • Local presence and commitment to Manchester
  • Demonstrable experience of partnership working
  • Flexibility of approach
  • Capacity and sustainability to manage a fund this size (including management fee)
  • Experience of service user involvement in co-design of service delivery
  • Commitment to equalities and understanding of diversity of Manchester communities
  • Additionality
