PURCHASE JUSTIFICATION:

Description of Product/Service Requested: Substance Abuse Support & Treatments for parents or primarycaregivers of minor children referred by the DHS and who have anopen services case.

Purpose/Business Case of New Contract, Expected Outcomes: Reduced incidents of child abuse and neglect and protective service complaints; enhanced parent-child relationships; and fewer at risk children placed out of the home.

Award Recommendation/Process: A formal Invitation to Bid was posted on the Bid4Michigan website from 6/4/10 to 7/2/10, or 29 days. There were two respondents. McMathis was rated low by an evaluation committee of service professionals and the bidder’s qualifications and program implementation were deemed not sufficient to provide this service. Bidder McMathis was rated low in rating categories for qualifications/experience, and program implementation for the following reasons: Apparent lack of credentials in the field; failed to describe substance abuse training or education to be provided. Also bidder did not focus on the target population in IoniaCounty, or building relationships with other service agencies there, but listed ClintonCountyinstead, and there was no step-by-step demonstration on how the plan would be implemented for the typical client. Also bidder did not address: evidence based approaches; client barriers; and treatment descriptions provided were insufficient.In addition, McMathis did not provide a clear unit rate, as required.

The winning bidder, IoniaCounty Health Dept., isqualified, experienced and bid at a price within the established norm for this service.

Payment Method & Term: Unit Rate, net 45 days.
