To receive any apologies for absence
- Apologies were received from Cllr Webster.
- Present: Cllrs Paul Davies, Angela Lawday, Hilary Rosbotham (Chairman), Zoe Smith, Margaret Sumner and Paula Wilkinson.
82/15 / DECLARATIONS of INTEREST
i) To receive any changes to the current Register of Interests
- There were no changes to the register.
- There were no declarations of interest.
83/15 / MINUTES
i) To consider the minutes of the last meeting held on June 8th, 2015, and to approve them as a true and accurate record of proceedings (Meeting Minutes June attached)
ii) For the Chairman to sign these Minutes
iii) To consider any Matters Arising from the Minutes of the previous meeting
- The Chairman signed these minutes as an accurate record of proceedings.
84/15 / PUBLIC PARTICIPTION
i) To adjourn the meeting for a period of public participation
- There was a presentation by Sue Murrin-Bailey (De-fibrillators West Lancs) who gave details of costs of a unit, survival statistics, functionality of equipment, and operation and upkeep.
- There is now a de-fibrillator at the Petrol Station at Four Lane Ends (available for 24 hrs a day / 7 days per week).
- Ian Rigby made several points about the building of the Subway outlet at Starbuck’s site, as it had been built without the benefit of planning permission. (This item is on the agenda later.) How could the outlet be open and fully operational when no planning permission had been granted? These points were noted as this item appears later on this agenda (91/15).
- Amanda Bennett asked why only £500 had been paid to the Whitemoss Campaign, when £800 had been pledged by BPC. The full details would be looked into, and circulated, but it was understood that the extra £300 was not needed at this point in time.
- The meeting was re-convened.

87/15 / BANK RECONCILIATION
To receive and approve the bank reconciliation for this quarter
- The Bank Reconciliation and expenditure versus budget accountswere approved.
88/15 / ADOPTION OF TELEPHONE BOX AT BARROW NOOK
To discuss the possibility of housing a de-fibrillator in this phone-box
- It was decided that housing a defibrillator and acquiring a cabinet at this location had a risk value, as it
89/15 / WASTE ARRANGEMENTS AT RECYCLING CENTRES
To note information about the new licence regulations and their implications
(see document previously circulated: Inert Waste briefing note)
- The details of this document were noted: householders can obtain a free permit from WLBC for up to 10x 25 kg bags of DIY type waste per year.(More information is available on the WLBC website.)
90/15 / PARISH FIELD WORKING GROUP
i) To receive a report/recommendations from the Parish Field Working Group
BAFC had requested that the rent amount should be £200. BPC working group compromised from their original position of asking £614, by acquiescing that the rent should be £400.
- It was resolved with a vote of 5 in favour, and one abstention (Cllr Rosbotham,)for charging BAFC £400 for the rent for one year, under the terms of the Lease.
- It was resolved to acquire another seat, (and possibly two depending on cost), for the Parish Field, at the car park side facing the field. Prices/styles would be considered.
91/15 / PLANNING MATTERS
To consider the response from WLBC following the completion of the Starbucks extension for the Subway outlet at Four Lane Ends, which has been completed without the benefit of planning permission
- WLBC has confirmed that a retrospective planning application has now been received from the owner.
BPC would make a response to WLBC accordingly.
92/15 / LAND for SALE at BICKERSTAFFE COLLIERY UNDER the ASSET of COMMUNITY VALUE STATUS
To discuss the sale of the privately owned land on the north side of Bickerstaffe Colliery
- A prospective buyer had put in a Planning Application to potentially operate a business from the privately owned side of the colliery site. The prospective buyer had been invited to this meeting as the plans show that access would be shared, but he was unable to attend.
- BPC(and hence the Cycle Trails Users’ Group) had not been consulted about any potential works which could affect the access to the entrance of the Cycle Trails prior to this.
- The plans showed parking places which it is believed could be made available to Cycle Trail users.
93/15 / CLERK’S CORRESPONDENCE
To receive an update on current projects and ongoing business
- The Dog Warden/Enforcement Officer would be spending a day in Bickerstaffe w/c Sep 14th.
94/15 / FUTURE MEETINGS
To note the date, time and venue of the next Parish Council Meeting and forthcoming working groups (calendar previously sent )
- The next BPC meeting is scheduled for Sep 14th 2015, 7.00 pm at Four Lane Ends Mission.
- The next Bickerstock WG Meeting is on Tuesday July 21st at 6.15 p.m.
