Bharat Petroleum Corporation Limited wishes to appoint a secondary transporter for Lubricants for a period of Two Years at Shibpur,(Howrah) in the State of West Bengal at BPCL ShibpurLubeDepot through Two Bid tender process (Technical & Commercial), who meets following criteria:

a) The applicant should have minimum one year of experience in Transport business handled, particularly in lubricants or other FMCG products with reputed multinational / public sector companies during the last 5 years.

Applicants who have operated Transport Business with BPCL should necessarily obtain and enclose a certificate for satisfactory performance from concerned Territory Manager.

b)The successful party should be in a position to provide Security deposit by way of Bank guarantee for Rs.10 Lacs (Rupees Ten lacs).

c) The tender paper may be obtained from the address given below on payment of Rs.5000/-. (Rupees five thousand only) per set (non-refundable) by way of DD in favour of ‘Bharat Petroleum Corporation Limited’ payable at Kolkata. The name of the tenderer must be mentioned on the reverse of Demand Draft.

INSTRUCTIONS TO THE TENDERER:

  1. BHARAT PETROLEUM CORPORATION LIMITED (BPCL) a Public Sector Enterprise, invites sealed tenders under Two-Bid System to transport packed lubricants / greases / specialities under the brand “MAK” or any other brand as directed by company in packages of various sizes of barrels, pails, cartons, containers, pouches etc. in trucks to various upcountry customers/Dealers/Distributors/Lube depots in various Districts fed ex Shibpur Lube Depot for a period of 1 (One) year, with option for extension up to 1 (One) more year at the sole discretion of BPCL and will be effective from 01.06.2012.

Accordingly, we invite your lowest rates for transportation of Lubricants for transporting Packed Lubricantsex.OurShibpurLubeDepotin vehicles having capacity from 0.5 MT upto a maximum of 4 MT. Tenderers are requested to go through all the terms and conditions and Draft agreement before submitting their tender documents.

  1. The below mentioned documents are mandatory for the purpose of tender which are required to be submitted as the Technical Bid :-

a)Checklist to the tenderers (Annexure I)

b)Statement of Credentials (AnnexureII)

c)General Terms & conditions, scope & responsibilities of The Secondary Transporter (AnnexureIII) signed & rubber stamped on all pages for having read, understood & agreeing to comply with the same.

d)The Secondary Transporter draft agreement to be signed & rubber stamped on all pages for having read, understood & agreeing to comply with the same. (AnnexureIV)

e)Bank guarantee draft format (AnnexureV) to be signed & rubber stamped on all pages for having read, understood & agreeing to comply with the same.

f)In case tender paper is downloaded from our website in , DD for Rs.5000 (Rupees Five Thousand only) per set (non-refundable) in favour of ‘Bharat Petroleum Corporation Limited’ payable at Kolkata should also be attached with the technical bid. The name of the tenderer should be mentioned on the reverse of the DD

g)Earnest Money Deposit (EMD) for Rs ,1,00,000/- (Rupees one Lakh only) by way of DD drawn on a scheduled bank in favour of ‘Bharat Petroleum Corporation Limited’ payable at Kolkata. The name of the tenderer must be mentioned on the reverse of the Demand Draft and the same should be attached with technical bid only. Please note that tender documents not submitted with DD of Rs. 1,00,000 for EMD will be rejected. Please note the following pertaining to EMD :

(i)Offers without EMD would be rejected.

(ii)EMD amount would be returned upon finalisation of the tender and after the submission of the BG and commencement of placement of vehicles .

(iii)No interest shall be paid on the EMD.

(iv)If the Tenderer modifies / withdraws the offer during the validity period of 120 days / information provided in the offer is found to be false, the EMD would be forfeited.

(v)If the successful tenderer refuses to accept the award of contract, the Corporation reserves the right to forfeit the EMD.

h)Notarised copy of work experience certificate for Transport business handled, i.e. letter of intents or agreements issued by clients who are reputed multinational / public sector / FMCG companies.

i)Original Power of Attorney for the authorised signatory in original in case of firms other than sole proprietor.

All the above requirements as detailed in Point No 1 ( points a to h) are to be put into a sealed envelope Marked “A” and should be superscribed with “Technical Bid”

  1. Any tender received with counter terms & conditions or overwriting without signature or incomplete or not having specified enclosures / documents shall be summarily rejected without any further communication.
  1. The estimated volume of business is approx 3550 MTs per annum including stock transfer of 100 MT to our Budge Budge and Matigara Depots in West Bengal . The Secondary Transporter would normally cater to the districts of Howrah, Hooghly, 24 Parganas (N) , 24 Parganas (S), Midnapore , Kolkata, Nadia, Burdwan, Birbhum, Purulia, Bankura and Murshidabad.

4.In case of secondary transportation, the average monthly running (one way) of the vehicles (generally 3 MT vehicle/ smaller ) is expected to be 107300Kms. Average load size for deliveries is normally expected to be 3 MTs per trip but certain times a smaller load 0.5 MT also has to be delivered . However, please note that the volume / area / running and load size of vehicle mentioned above is only indicative and Bharat Petroleum Corporation Limited does not guarantee minimum or maximum volume of business, area of operation / load size or running of vehicles. The tenderer should own minimum 1 nos. each of 3 to 4 MT LCV and 0.7 to 1 MT LCV or should be able to buy the same within 15 days of date of letter of intent.

8. The tender should be strictly in line with the terms and conditions. Any tender not conforming to the terms and conditions prescribed in the tender documents shall be summarily rejected.

i. COUNTER TERMS AND CONDITIONS WILL NOT BE ACCEPTED.

ii. OVERWRITING WILL NOT BE ACCEPTED

9. The tenderers meeting minimum qualification criteria for the respective tenders will only be considered for price bids opening after evaluation of Technical bids of all participating and valid tenders. After scrutiny of the ‘technical bids’ by BPCL, the eligible tenderers will be notified regarding date, time and venue for the opening of price bids.

10.All rates quoted in commercial bid should be both in words and figures. In case of any difference between the two, the rates quoted in words shall be considered as final and authentic. Also the rate should be quoted in the same units as mentioned in the tender schedule.

11. The tenderer should study all the operations/ local conditions at the concerned location, loading/unloading point/s and route/s. Tenderers would be presumed to have acquainted themselves with the working conditions existing at the location, before submission of the tender.

12. Tenders not meeting the tender terms & conditions or incomplete in any respect or with any additions/deletions or modifications are liable to be summarily rejected without any further communication to the tenderers and decision of BPCL in this respect will be final and binding.

13. Tenderer should submit all the details and enclosures as has been asked for in the tender form. Incase any of the information is not applicable to the tenderer, "Not applicable" may be written against such item. Not submitting any information/ enclosure sought for may be a ground for rejecting the tender.

14. Tenderer may witness the opening of tender on the appointed date and time either himself or by sending authorized representative.

15. Tender terms and conditions mentioned in the tender should be carefully studied. All the pages of the tender documents should be duly filled (Annexure I to V) along with required enclosure should be signed and rubber stamped as a token of acceptance of the terms and conditions therein and submitted to us.

16. Price bids of only technically qualified tenderers, based on technical evaluation, will be opened on a notified date. Price Bid is enclosed as per AnnexureVI. The duly filled up Price Bid will be submitted in a separate sealed envelope (Marked “B”) duly superscribed with “Price Bid”.

  1. Sealed envelopes “A” ( Technical Bid) & “B” (Price Bid) will be submitted in Envelope “C” superscribed with “Tender for Secondary Transportation Contract at“Shibpur” (W.BengalState)

18. Ranking of the qualifying tenderers i.e. L-1, L-2, L-3, etc will be done based on the total cash outflow for the contract period.

19. If required, the negotiations/counter offer exercise will be carried out only with L1 tenderers and the revised rates accepted by them during negotiations/ counter offers will be finalized as L1 rate of the concerned location.

20. BPCL reserves the right at its sole discretion to reject unworkable/ unviable rates quoted by tenderers. Such tenderers will be treated as disqualified and will be rejected. The decision of BPCL in this regard will be final and binding.

21. Each page of the tender document is to be signed by the legally authorized representative of the tenderer, with the official seal.

22. If additional sheets are required, then number of such extra pages used should be indicated in the Covering letter.

23. All entries are to be made in ink. No over-writing/ whitening/ erasing out is permitted. All corrections are to be made by scoring out incorrect entries, and such corrections are to be signed by the legally authorized representative of the tenderer, with the official seal. Tenders deficient in this respect are liable to be rejected.
