Essential Functions:

Under administrative general direction, of the Appellate Public Defender Oversight Board, is responsible for overseeing the development, implementation and maintenance of a comprehensive County-wide Geographic Information System (GIS) is responsible for managing all operations and administration of the Appellate Public Defender’s Office and serves as the Office spokesperson in high profile casesprogram.

  1. Supervises, trains, and oversees the workflow of the Assistant Appellate Public Defender’s.
  2. Supervises and directs the work activities of staff attorneys and other professional and support staff. Recruits, screens, selects and trains new hires and monitors and evaluates staff performance. Develops organizational practices and procedures and standard operating procedures.Manages an active caseload of new felony appeals including high profile, complex, and special assignment cases and represents the defendant verbally and through written correspondence.
  3. Writes appellate briefs and pleadings for filing in the Texas Court system.
  4. Provides procedural advice to the client on the merits of processing or dismissing appeals based on meritorious issues.
  5. Conducts evidentiary hearings as required to supplement or create records for appellate court review.
  6. Obtains and reviews trial court transcripts, files, exhibits and other related materials.
  1. Performs in depth research for complex issues which may be unique or controversial and provides resource and research assistance to other staff attorney’s.
  1. Maintains client relationships through continued visits, phone and written correspondence and responds to questions and concerns from clients, family and friends.
  2. Maintains awareness of new court decisions, new laws, and revised rules and regulations through conferences, workshops and relevant periodicals.
  3. Answers questions and assists the legal community regarding appellate issues.

Monitors receipt of and makes all case assignments to staff attorneys; oversees the staff procurement of records and transcripts for appellate preparations; and screens all cases for conflicts of interest.

Provides analyses and advice to staff attorneys on complex and problematic cases. Works directly as the principal attorney with new hires in training by reviewing, monitoring, and guiding them in their work on cases.

Maintains a reduced regular caseload and provides backup on caseloads of attorneys who are on leave or are unable to complete specific assignments.

Serves as departmental head in all communications with other county entities.

Prepares the departmental budget, and prepares periodic operational reports and analyses as necessary or required.

Communicates with the Appellate Public Defender Oversight Board as directed.

Develops and establishes new approaches to case management, budgetary restrictions or other unique problems confronting the office.

Interacts with state and local bar associations, various organizations and committees involved in the improvement of justice and indigent representation systems and services.

Corresponds and cooperates with consultants hired by the Task Force on Indigent Defense to assist and evaluate the new public defender offices.

Reviews and selects case management system to be used by the Appellate Public Defender’s Office subject to approval by ?????.

1.Coordinates, oversees and is responsible for the planning, implementation and maintenance of GIS projects throughout Bexar County Offices and Departments including coordination with outside agencies (e.g., managing and administering Inter-local Agreement with the City of San Antonio) with emphasis on sharing data.

2.Acts as project leader, technical advisor, and advocate of further development; implements an integrated, agency-wide GIS by maintaining extensive contact with other professionals within Bexar County establishing/supporting an agency-wide GIS Steering Committee and Users Group.

3.Leads or serves on technical advisory committees, reviews consultant reports, and assists in project scoping as needed for GIS related projects.

4.Oversees/monitors the County-wide GIS database design, construction, operation, and maintenance of features and attributes,security and integrity, system maintenance and backups, activity logs and organized documentation files; develops and enforces County-wide GIS data architecture, format and exchange standards..

5.Develops annual and long term Bexar County GIS projects and related strategies; (e.g., prepares requests for proposal, solicits and reviews bids for GIS services, recommends award to Commissioners Court and monitors services for contract compliance; researches, writes and administers grants related to GIS projects).

6.Administers GIS budget, authorizes expenditures and ensures cost effective operations.

7.Manages development of GIS software applications within Bexar County, involving configuring, designing developing, testing, documenting applications, training users and resolving problems as needed.

8.Advises County officials on complex spatial information analysis and geographic interpretations. Develop and supports GIS and GPS data-capture activities among the lines of County business and provides GIS products and technical support to internal and external customers.

9.Investigates and recommends GIS software, and hardware and networking options and alternatives, including recommendations for funding.

10.Develops and implements an effective GIS training program for Bexar County staff at various levels of expertise, educating staff and management on GIS capabilities and opportunities.

11.Supervises, trains and evaluates GIS Analyst and support staff.

12.Performs other relevant duties as assigned.

Position Specifications:

Requires the following:

  1. Graduation from an accredited college or university with a Doctorate of Jurisprudence and tensix years prior experience in prosecution or criminal law, including one year of supervisory experience; , including two years supervisory experience, with at least twenty criminal appellate briefs and one capital murder brief filed.or an equivalent combination of education and experience.
  2. Must be licensed to practice law in the State of Texas.with a Bachelor‘s Degree in GIS, Geography, Engineering, Computer Science or a closely related field, and six years professional-level experience in the design, development, implementation and administration of geographic information systems, including project management and oversight; or an equivalent combination of education and experience.
  3. Comprehensive knowledge of criminal civil/criminal prosecution and appeals. Advanced ExcellentGood knowledge of legal research and writing skills including familiarity with computer-based legal research.; good knowledge of investigatory methods. Skill in supervising professional employees; Skill in supervising professional employees; sskill in organization and presentation of facts and supporting logic; skill in communicating effectively with hostile, abusive or irrational individuals; skill in communicating effectively, both verbally and in writing. Skill in preparing and operating a budget. .

  2. Ability to prioritize, plan and organize work to meet numerous and amended deadlines for motions, extensions, show cause and evidentiary hearings and other court requirements.
  1. Ability to operate personal computer and basic office equipment and familiarity with computer-based legal research; ability to operate basic office equipment. knowledge of GIS principles, and practices, capabilities and limitations with proficiency in GIS related software

1.Knowledge of statistical and spatial analysis;, data interoperability, geoprocessing, 3D visualization and multi-editor practices, basic cartography methodologies and GPS equipment and operations.

2.Skill in computer needs assessment, development and implementation; skill in communicating effectively, both verbally and in writing; skill to operate all computer equipment; skill in communicating technical information to individuals with varying levels of computer literacy.

3.Ability to supervise employees; ability to establish and maintain effective working relationships with co-workers, County employees, outside organizations, service providers and the general public.

Membership in the State Bar of Texas.

Working Conditions: Working conditions are primarily in an office environment.
