Beulah Park District held its monthly meeting on Tuesday, March 2, 2016 at Beulah City Hall at 5:30 p.m.

Present: Robby Volk, Deb Schlecht, Rick Alexander, Jim Nelson, Kris Martens, Bridgette Martens, Lucas Duncan, Bob Mohl and Jeannette Kittler and Clyde Schulz (the Park District liaison).

Absent:None

Alexander made a motion to approve the Agenda as presented. Seconded by Nelson. All in favor. Motion carried.

The meeting began with representatives from the Girls Fast Pitch Softball organization. Those present were Joey Nelson, Carl Blackhurst, Mike and Tonya Doe and Amy Garman. Garman stated that the Girls Fast Pitch Softball group would be taking care of the concession stand for the entire summer. They would like to do some minor improvements inside the concession area such as painting and lighting of which they will do this work. Blackhurst said their organization would be responsible for caulking their field. If mowing needs to be done, it will be decided at that time if the Park District or the Girls Fast Pitch will take care of the mowing during the time the school is in session. The first home game will be on April 8th and the last home game will be May 9th. Blackhurst inquired about the old scoreboard. Electrical work would need to be done in order to get this in operation. Blackhurst also stated that they would be responsible for providing porta pottys during the time that school in in session if they were needed. Duncan stated that 7 replacement poles have been ordered for the temporary fence. Blackhurst stated that by comparison with other area softball fields, the Beulah field appears to be the nicest.

Garman presented a bill from BSN Sports for $1,564.76. This is for the purchase of home plate, box power mat, in-ground pitching rubber, magnetic double 1st base and magnetic base. Garman asked if the Park District would consider paying any portion of this bill since these items would stay at field number 3. Garman also did some research on a PA system and was quoted anywhere from $1,000 to $1,200.

Blackhurst asked if they could use the pitching machine of which Bridgette agreed. Blackhurst said they would supply their own bats and balls. He also said that Loy Ham is checking on getting umpires certified to ump Girls Fast Pitch Softball. There being no further discussion, this committee left the meeting.

A motion was made by Alexander to approve the minutes to last month’s meeting. Seconded by Nelson. All in favor. Motion carried.

A motion was made by Nelson to approve the Financial report and the Profit and Loss Statements. Seconded by Martens. All in favor. Motion carried.

A motion was made by Alexander to approve the Vendor Report. Seconded by Nelson. All in favor. Motion carried.

Staff Report:

Martens:Martens provided her written report for each of the Commissioners. See attached report.

Martens asked about the water line that is to be bored to Riverside Park. Nelson stated that the cost would be approximately $30,000.00. Per Clyde Schulz, the City of Beulah maybe providing 1/3 financial assistance for this cost. He will bring this topic upat the next City Council meeting for the final approval.

Martens stated that she was approached by Janet Funkhouser about doing a fund raiser for Eric Ham who has had some medical issues. Nelson said he will talk to the Baseball Boosters about this.

Martens also said she is working with a couple of companies for new software for the fitness center and for recreation program purposes.

Duncan:Duncan provided his written report for each of the Commissioners. See attached report.

Duncan also reported that Tyler Schmidt has agreed to coach Legion Baseball. Luke Senske and Mark Muscha are not sure if they will be coaching. Nelson will contact Eric Ham to see if he would like to coach this year. All coaches are required to take the CDL driver’s test in order to drive the Legion bus.

Kittler:Due to the construction on Highway 49 and the Knife River Bridge, Kittler was concerned that it may difficult to rent the 10 camping sites at Eagles Campground. She was advised to contact Wanzek Construction who is doing the bridge work to see if they would consider renting the 10 sites this summer.

Kittler was told by Heather at Beulah City Hall that their summer employees, ages 17 thru 18, help will have a .50 increase in wages from last year. Older employees will have a .75 increase from the previous year. Since the Park District follows the same pay scale as the city, the summer wages per hour for the year 2016 will be as follows:

Mohl:Mohl reported the following:
1.Cleaning the shop.
2.Cleaned the west side of the shop in the fenced area.
3.Went to Beulah Bay with Schlecht to stake the location of the new shop.
4.Met with Kris and Bridgette to discuss the plans for a new playground at Riverside Park.

Mohl also stated that he is trying to sell the Dodge pickup and has someone who is interested in purchasing it. The transmission needs to be replaced. Mohl said that the workman in the shop needs lots of repairs and will use it for parts. Mohl also said that the City’s skid steer is now available for the Park District to purchase.

Unfinished Business:A motion was made by Martens to purchase the skid steer from the City of Beulah for $15,000.00. Seconded by Alexander. All in favor. Motion carried. Martens reported that he has been working with Mohl for the purchase of a new air compressor and hose reel that will be purchased from Runnings in Bismarck.

Mew Business:Martens reported that she has completed the annual evaluations for Kittler and Duncan and that she needs to be evaluated by two Park Board Commissioners. Salary adjustment, if any, will be determined after Martens’ evaluation.

Upon review of the parks and other facilities, the Commissioners were assigned to the various parks. See attached portfolio for the Commissioners.

Since Kittler will be moving to Bismarck in April, the Commissioners will decide if it is possible to have Kittler continue her employment from her home with the possibility of coming to Beulah one day a week or if it will be necessary to hire a replacement for Kittler’s position. This will be discussed at the end of tonight’s meeting.

New Wellness Center:Martens provided her written report for the Commissioners. See attached report.

Beulah Bay:Schlecht reported that the Concessionaire meeting in Riverdale will be held on March 31st. She also said that Dakota Waters Resort will hold their seasonal camping lottery on March 9th and Sarah from Beulah CVB is looking for volunteers for the Sport Show in Minot on March 11 thru 13.

Schlecht also reported that she and Mohl were at Beulah Bay and noticed that the roof of the vault toilet by the Eagles Pavilion is gone and the door is damaged. This was caused by high winds. This will need to be repaired.

Martens reported that digital mapping for the electrical wires at Beulah Bay will be done on Friday, March 4th.

Baseball/Softball Update:The Baseball Boosters purchased a new mower. After discussion about the bill from BSN Sports that Amy Garman provided for the Girls Fast Pitch Softball, a motion was made by Schlecht to pay one half of the total bill (total bill was $1,564.74). Seconded by Martens. All in favor. Motion carried.

Concerns/Issues:None

There being no further business, Schlecht made a motion to adjourn. Seconded by Alexander. All in favor. Motion carried.
