OCTOBER 9, 2012
CALL TO ORDER
The chairperson called the meeting to order at 6:30 PM. Those assembled saluted the flag and the chairperson read the open public meeting statement in accordance with the law.

A motion was made by Malay, second by Carpenter, to amend the agenda and move up the
Public Comment portion of the meeting.

PUBLIC COMMENT
Residents Don/Michelle Marvel and Kathleen Rocci were present at the meeting to address their concern regarding the condition and maintenance of the plantings surrounding the Juniper Way pump station.
Timko noted that the area is overplanted, to dense and planting trees that are just going to die because of the lack of physical space. There are utilities underground on this island, the equipment must be maintained and the expectation that there will be a perfect landscaped wall around the space is unrealistic.
The neighbors just ask that the facility be hidden from public view.
After further discussion it was decided that several Authority members will visit the site for possible alternatives to the issues addressed by the residents.

Grease Trap Waiver – 55 So Maple Avenue
A potential bagel/deli store tenant for 55 South Maple Avenue has requested a grease trap waiver from the 750 gallon BTSA regulation. The building is built to the property lines and there is no physical space exterior to the building for the trap. The proposed bagel/deli includes a grill, griddle and deep fryer along with an over, bagel kettle and other equipment.
Typically, with other grease trap waivers, the Authority maintains the right to direct an owner who received a waiver to install the 750 gallon trap later if the Authority deems it necessary. In this case however, if in the future the BTSA required the 750 gallon trap, the tenant would have to obtain an easement from the Township to construct and maintain it in the adjacent municipal parking lot. If the deli owner was unable to obtain the easement the Authority could be stuck with a problematic situation.
Mr. Messina, who represents Mr. Kal Maiser, was advised that the Hydromechanical Grease Interceptor proposed shall be subject to the same rules, regulations and inspections as any other grease trap installation and the Authority may require a replacement within 30 days notice at any time the Authority deems necessary.
c. Resolution #1274 – Grease Trap Waiver – 55 South Maple Avenue

BTSA ENGINEER’S REPORT
October 2012 Meeting
AUTHORITY PROJECTS:
Annin Road Pumping Station Standby Power
Six (6) items from the punchlist remain before completion. The Contractor has indicated an estimated completion date of October 15th, 2012.
Raw Sewage Pump Replacement
Upon completion of the floor penetration repair and painting, the Contract is complete. The Contractor will complete this work October 10th, 2012.
Stonehouse Road Pump Station Rehabilitation
HMM has submitted a proposal to BTSA to prepare the Land Use Regulation Permit.
Harrison Brook STP Lagoon Valve Chamber
Shop drawing review is near completion. The Contractor will be mobilizing the week of October 15, 2012.
Harrison Brook STP Alum Building
A preconstruction meeting was held on September 26, 2012 and a notice to proceed was issued on October 3, 2012. The Contractor has 180 days to complete the project. The Contractor has submitted shop drawings for the new building which are currently under review.

· This period we TV’d 3 roads (Berkeley Circle, Brook Avenue, and Carteret Trail).
· Jetted 23 roads (Allen Street, Belmont Court, Berta Place, Brook Ridge Drive, Cedar Street, Dayton Street, Deer Creek Drive, Craig Street East, Craig Street West, Edward Court, Ellis Drive, Highland Avenue, Hillside Terrace, Juniper Way, Lee Place, Normandy Court, Overlook Avenue, Pheasant Run Drive, Quail Court, Rankin Avenue, Stoneview Court, Thackeray Drive, & Woods End).
· Converted fixtures & replaced old T12 fluorescent bulbs with LED bulbs in lab and pump room.
· BIO-Triad installed a trial odor suppression system on Dig#1.
· Replaced 6” wasting plug valve in Dig #1.
· W J Harrington repaved by old press building.
· Essex Fence installed lagoon fencing.
· Cleaned 24” interceptor behind Septage building.
· Weed wacked under solar panels.
· Vanguard serviced solar panel inverters.
· Investigated blockage at 94 Harrison Brook Drive.
· Investigated road puddling in front of 64 Conklin Street. Ground water. Lateral blocked. Snaked line and cleared blockage. Will camera line.
· Cleaned Valley & Rebel Hill Wet Wells.
· Cut manhole insert out of manhole HBW-28-01 (Conklin Street).
· Exercised station generators.
· Checked manhole HB-00-17 (33 Harrison Brook Drive).
· Changed carbon at Juniper way. Checked syphons.
· We continue to meet permit parameters without any problems.
SAFETY
· Monthly fire extinguisher, lighting, safety shower, & storm drain checks completed.
· Completed HAZCOM MSDS project for lab.
· Lost time accident free for 384 days.
PROJECTS
I&I : Inspected sump pumps at 20 Old Coach Road & 77 Fairview Drive South. Both are ok.
Climber Screen: Preconstruction meeting held September 27.
Annin Generator: Working on punchlist items.
RSPs Replacement: Working on punch list items.
South Maple Station: Preconstruction meeting held September 13.
Lagoon Valve pit: Waiting on construction.

Timko – Climber screen preconstruction meeting was held; staff will be looking for manholes in flood plains; preconstruction meeting for So. Maple Avenue pump station.
Belardo – no litigation
Malay – Congratulations to staff on lost time accident free for 384 days! When they reach 400 days a resolution will be presented from the TC.
Gaziano – suggested a Pizza day for staff when the 400 days time lost free happens.
